본 연구에서는 원자력 안전성 확보를 위한 기술적 관점(Technical Aspect)과 조직문화 및 안전문화와 같은 사회?심리적 관점(Psychological Aspect)의 접근의 필요성을 제안하는 것을 목적으로 한다. 본문에서는 과거 원자력사고의 원인과 사고교훈을 반영한 안전성 개선 대책을 소개하고, 원자력 안전전문화(Nuclear Safety Culture)에 대한 이해 및 원자력 안전관리 정책의 향후 방향을 제안하도록 한다. 본 논문은 원자력 이용은 안전에 대한 국민의 신뢰를 얻을 때 가능한 것임을 강조하며 이를 위한 문화적 접근의 필요성을 제시하였다는 데에 의의가 있다고 할 수 있다. Major nuclear accidents at TMI and Chernobyl gave the regulatory bodies as well as utilities opportunities to move forward to strengthen the nuclear safety. After Fukushima accident occurred in 2011, many countries announced to install the safety features against extreme natural hazard beyond design basis and to strengthen the effectiveness of regulatory bodies. The purpose of this paper is twofold: one is to identify and discuss technical issues arising from the accident and Korean efforts on how the lessons learned can be used to improve the safety of current and future plants.; the other one is to explain definition and activities of nuclear safety culture in terms of the social or psychological approach to strengthen the nuclear safety. The result, even though this study is still being in progress, would be in use to prospect the direction of nuclear safety policy and incorporated into the innovative safety strategy.
