디지털격차의 지식격차에 대한 영향 연구 - 지능정보사회에 대한 지식격차를 중심으로

이 연구에서는 디지털격차가 지능정보사회에 대한 지식격차를 야기하는 가능성을 검토하였다. 이를 위해서 현재의 디지털 역량이 증가하면 지능정보사회 및 기술에 대한 지식수준이 높아질 것이라는 가설을 설정하였다. 가설 검정을 통해서 디지털 역량에 관한 변수들이 지능정보사회와 기술에 대한 지식수준에 양의 영향을 미치는 것을 확인하였다. 지식격차 이론에서는 지식 획득 수준에 영향을 미치는 변수로서 사회 경제적 지위에 관한 변수들을 제시한다. 하지만 지능정보사회 및 기술에 대한 지식수준에 대해서는 디지털 역량에 관한 변수들이 사회 경제적 지위에 관한 변수들 보다 더 큰 영향을 미치는 것으로 나타났다. 디지털 역량 변수들 중에서는 사용 동기와 디지털 사용 기술이 지능정보사회 및 기술에 대한 지식수준에 영향을 크게 미쳤다. 이 연구에서는 지능정보사회에 대한 지식수준 개선하고 개인 역량 강화를 위해서 현재 디지털 역량을 개선해 나갈 것을 제시하였다. 구체적으로는 디지털 역량 교육에 대한 재조명, 공적 교육을 통한 디지털 역량 강화, 지능정보기술 체험을 통한 기술 활용 동기 부여, 지능정보사회의 기회에 대한 공감대 형성 등을 제시하였다. This study aimed to examine the possibility that digital gap is the cause of knowledge gap in intelligent information society. The hypothesis of this study is that if the current digital competence is improved, the awareness of intelligent information society and technology will be improved. Regarding results of the hypothesis test, variables related to digital competence have positive effect on the level of knowledge in intelligent information society and technology. In the knowledge gap theory, socio-economic status variables affect the level of knowledge acquisition. However, variables related to digital competence had a greater effect on the level of knowledge about the intelligence information society and technology than variables related to SES. Among the digital competency variables, the motivation and the skill for digital usage greatly influenced the level of knowledge. Based on the result, this study suggests that individual knowledge and competency in the intelligent information society can be improved by improving current digital competency. For that, it suggested reinventing on digital competency education, strengthening digital competency through public education, motivating for intelligent information society by technology experience, and forming a consensus on opportunities in the intelligent information society.

방송 · 통신융합 환경에서 장애인 방송 접근 정책에 관한 연구

이 연구에서는 방송 · 통신 융합 환경에서 시 · 청각장애인용 TV 보급 사업의 개선 방안을 제시하고자 한다. 해당 사업의 개선 방안 후보로서 시 · 청각장애인용 TV 안 셋톱박스 내장, 시 · 청각장애인용 스마트 TV로 전환, 셋톱박스의 장애인 특화기능 개발 등 세 가지로 제시하였다. 유료방송 및 TV 산업 관련 전문가, 장애인 전문가와의 인터뷰를 통해서 각 대안들에 대한 의견을 수렴하였다. 대안을 추진하기 위한 방안으로서 정부와 사업자간 협업 및 협업모델 구성을 통한 참여 사업자 확대, 참여 사업자에 대한 인센티브 제공, 법 · 제도 개선을 위한 장애인 방송접근권 보장에 관한 고시 개정, 장애인 방송 기술 표준 개정 방안을 제시하였다. This study aims to suggest ways to improve the dissemination of TV for the blind and deaf in the convergence environment of broadcasting and communication. As candidates for improvement of the project, it presents three alternatives: ①built-in set-top box in the TV, ②converting to a smart TV, and ③the development of specialized functions for the disabled in the set-top box. Through interviews with pay-TV and TV industry experts and disability experts, their opinions on each alternative were collected. To promote alternatives, this study suggests: collaboration between governments and companies, provision of incentives for participating companies, and revision related law and broadcasting technology standards.

이 논문은 결혼이민자의 디지털 적응 정도가 한국 적응에 미치는 영향에 대해서 논의하였다. 디지털 적응정도는 디지털 활용 역량으로서 디지털 기기 사용기술, 일상생활 및 자본향상에 활용 정도로 측정하였다. 한국 적응 정도는 적응과 생활만족도 간의 밀접한 관계를 고려하여 전반적 만족도와 분야별 만족도로 측정하였다. 분석 결과는 결혼이민자의 전반적 만족도에는 모바일 사용기술 및 자본향상활동이 유의한 양의 영향을 보였고, 분야별 만족도에는 모바일 사용기술, PC/모바일 일상활용 정도, 자본향상활동 정도가 유의한 양의 영향을 미치는 것으로 나타났다. 결혼이민자의 디지털 적응력을 높이기 위해서는 디지털 활용 중심의 정보화 교육, 한국 디지털 문화와 관련 언어에 대한 교육, 결혼이민자를 고려한 플랫폼 및 서비스 제공, 관련 부처 간 협업을 제시하였다. This paper discusses the effects of marriage immigrants’ digital adaptation on adaptation to Korea. The degree of digital adaptation is measured as the skill to use digital devices, the degree of use of digital technology for daily life, and capital enhancement. Considering the close relationship between adaptation and life satisfaction, The degree of adaptation to Korea is measured as overall satisfaction and satisfaction by sector. The analysis results show that mobile use skill and capital enhancement activities have significant positive effects on the overall satisfaction of marriage immigrants. The level of mobile use skill, PC/mobile daily use, and capital enhancement activities have significant positive effects on satisfaction by sector. In order to enhance the digital adaptability of marriage immigrants, digital use education, education on Korean digital culture and related languages, provision of platforms and services considering marriage immigrants, and collaboration among related ministries were suggested.

기업의 윤리적 인공지능 기반 서비스 개발을 위한 정책수단 연구

Despite the growing interest and normative discussions on AI ethics, there is a lack of discussion on policy instruments that are necessary for companies to develop AI-based services in compliance with ethical principles. Thus, the purpose of this study is to explore policy instruments that can encourage companies to voluntarily comply with and adopt AI ethical standards and self-checklists. The study reviews previous research and similar cases on AI ethics, conducts interviews with AI-related companies, and analyzes the data using AHP to derive action plans. In terms of desirability and feasibility, Research findings show that policy instruments that induce companies to ethically develop AI-based services should be prioritized, while regulatory instruments require a cautious approach. It was also found that a consulting support policy consisting of experts in various fields who can support the use of AI ethics, and support for the development of solutions that adhere to AI ethical standards are necessary as incentive policies. Additionally, the participation and agreement of various stakeholders in the process of establishing AI ethical standards are crucial, and policy instruments need to be continuously supplemented through implementation and feedback. This study is significant as it presents the necessary policy instruments for companies to develop ethical AI-based services through an analytical methodology, moving beyond discursive discussions on AI ethical principles. Further analysis on the effectiveness of policy instruments linked to AI ethical principles is necessary for establishing ethical AI-based service development.
