본 연구에서는 한국의 근?현대화 과정에서 외식이 어떠한 과정의 담론이 형성되어 시대별로 어떻게 인식이 되었는지를 조명하였다. 외식이란 간단히 식사장소의 구분으로 가정식(내식)과 구분할 수 있으며, 가정식과 대비되어 외식은 정성, 경제적 이유, 위생 등의 긍정적인 이미지와 함께 부정적인 이미지를 가지고 있다. 근래에 최소 한 끼 이상 외식을 하는 것이 일상화되면서 시대에 따라 외식에 대한 인식은 점차적으로 변화하고 있다. 한국의 근대화는 일제강점기, 한국전쟁이라는 국가적 시련을 겪고, 이를 극복하기 위해 국가는 경제발전에 총력을 다하는 가운데, 국가는 국민들의 생활에 관심을 생활저변에 제재를 가하기 시작하며 여러 가지 제재중에 외식과 관련한 것이 식생활개선운동의 일환인 ‘혼분식장려운동’과 ‘공무원외식금지’이다. 먼저 혼분식장려운동은 가정식 뿐 만아니라 도시락 등 밖에서 먹는 음식에까지 장려라는 이름으로 국가적인 ‘제재’의 수단이었다. 또한 공무원들의 외식을 감시하는 제재를 하면서 외식을 단순히 밖에서 먹는 식사방식으로 인식하는 것이 아닌 하나의 제재수단으로 이용한 것이다. 하지만 국민의 선택적 수용으로 외식의 필요성은 생활 속에서 점차 크게 강조되고, 자연스레 외식의 기회가 확대되는 결과를 낳게 되었다. 이러한 배경은 경제적, 사회적, 문화적, 기술적 요인에 인하여, 1980년대에 들어서면서 생활권이 안정되고, 외식에 대한 자율성이 보장받게 되면서 나타난 것이다. 이러한 과정에서 외식은 소비의식 함양의 일환으로 국가적 제재에 따른 선택적 수용의 과정에서 성장하였다. 또한 외식은 2000년대에 들어서면서 민족적 정체성 찾기라는 과제와 함께 한식이라는 국가경쟁력으로 이용된다. 이를 잘 말해주는 것이 ‘한스타일’계획으로 한국을 대표하는 음식을 한식으로 상정하여, 외식의 보편화와 더불어 경쟁수단으로서 이용하였다. 이러한 외식에 대한 시대적 흐름은 다양한 담론들에 의해 형성되었고 인식되었다. 이를 크게 세가지정도로 요약할 수 있다. 먼저 외식이 가정식의 기능을 대체하게 된 점이다. 이것은 가정의 화목을 상징하고 단란함을 유지시켜주는 기제로서 인식된 가정식의 기능을 외식이 대신하면서 식사에 대한 가치관의 변화이다. 두 번째로는 음식을 경제적인 관점에서 영양학적인 관점으로 인식하고 이는 문화적인 관점으로 인식하게 되는 변화이다. 음식을 굶주림의 해결에 대한 관점만이 아닌 영양을 생각하고, 문화를 생각하면서 누릴 수 있는 가치관이 형성된 것이다. 마지막으로 외식을 하나의 수단으로 인식하여 지속적으로 새로운 필요성을 요구하게 되는 인식이다. 근대화 이후 외식에 대한 기회가 확대되면서 국가정책의 수단으로 이용되고, 그 수단에 따른 선택의 필요성을 낳고, 이를 맞추어 정체성을 활용하는 민족음식으로서 등장하게 되는 시대에 따라 필요에 의해 소비되는 점이다. 근대화 이후 시대적인 흐름에 따라 외식에 관한 여러 담론들을 생산해냈다. 이러한 담론은 개인의 판단과 국가의 생활에 대한 개입부터 가정식과 외식의 긍정적 부정적 이미지의 형성, 이후 삶의 질 향상에 따른 외식기회의 확대, 가정식과 외식의 관점에서 바뀌는 것과 바뀌지 않는 것, 선호하는 것과 선호하지 않는 것, 미각의 보수성과 개방성, 전통과 외식의 결합 등으로 이러한 담론 속에서 외식에 대한 인식은 변화하였다. This research focuses on changing historical discourse on eating out in conjunction with the modernization of South Korea. I defined “ating out”(eating out) in opposition to family dining at home(home cooking). In addition to being seen as hygienic and economical, eating out also tends to hold negative connotation in Korea. Negative and positive connotations aside, the cultural practice of eating out is increasingly becoming accepted in South Korea. South Korea has had concentrated its national resources and citizens’abilities in order to overcome such trials and tribulations such as Japanese colonial rule and the Korean War on its road to modernization. In order to do so, the South Korean government had to impose sanctions upon its citizens’way of life. Two major movements within this national push to modify the dietary culture of South Koreans were ‘the mixed and flour based food encourage movement’ and ‘eating out of public official prohibition movements’ The mixed and flour based food encourage movement relied on sanctions on both home cooking and meals eaten outside of the house such as “Doshirak”(school lunch boxes). Restrictions were also placed on public officials’eating habits. One strategy of this overall policy was to encourage the consumption of meals outside of one’s home. However, the necessity of eating out for South Korean citizen’s in general was gradually acknowledged, naturally creating an abundance of opportunities for eating out in general. Such an atmosphere was largely a result of the newfound economic and social stability brought about from the 1980s, resulting in the perceived legitimacy of eating out culture. Another essential factor in the increasing popularity of eating out during the 1980s was the overall cultivation of a consumerism. Finally, a third phase in the shifting values of eating out culture in Korea came in the 2000s, as a result of the national search for cultural identity. A compelling illustration of this push for cultural identity was the new concept of “Han style”(Korea style) in an attempt at competing. There has been a wealth of theoretical and historical discourse on the awareness of eating out culture in South Korea, which can be summarized in three points. 1) Eating out replaced the function of eating at home. Thus, in conjunction with this change in the location of family dining, the symbolic image of family harmony, as well as basic dietary values also shifted. 2) Food came to be understood from a cultural perspective as opposed to an economic and nutritional one. In other words, food was no longer just a means for satiating hunger, but a vehicle for culture and nutrition. 3) The third and final important change was the newfound constant need for novelty in dining practices among South Korean consumers. Thus, throughout the tumultuous process of modernization in South Korea, as opportunities for eating out expanded, this cultural practice was both harnessed by government policy agendas as well as by the leisure activities of individuals, ultimately playing a significant role in the shaping of concepts of personal choice and cultural identity for the average citizen in the post modern era.
