신산업 규제혁신정책에 대한 기업인식 수준 연구: 규제 샌드박스제도를 중심으로

본 연구는 제4차 산업혁명시대에 대비한 우리 정부의 신산업 규제혁신정책과 하위 정책으로서 ‘규제 샌드박스’ 제도에 대한 기업의 만족도와 인식수준을 측정하고, 신산업 규제혁신정책 만족도에 영향을 미치는 요인이 무엇인지 확인하기 위해 진행되었다. 이를 위해 총 207개 신산업분야에 종사하는 기업을 표본으로 선정하여 인식조사를 진행하였는데 분석결과 아직까지 기업은 정부가 추진하는 신산업 규제혁신정책에 대한 만족도와 인지수준은 낮은 것으로 나타났다. 매출과 인력비중 등 기업의 기술적 특성과 인식조사 결과 그리고 신산업 규제혁신정책 만족도의 영향 요인을 살펴봤을 때, 향후에는 정책 형성과정에서 기업의 의견이 반영될 수 있는 수단으로 기업의 참여를 높이는 거버넌스 방안도입과 홍보기능 강화, 부처별·법령별 규제 샌드박스의 균등한 성과를 위한 방안 등이 마련되어야 할 것이다. This study was conducted to measure the level of satisfaction and awareness of the 'regulatory sandbox' system as a sub-policy of the Korean government's new industry regulatory innovation policy in preparation for the Fourth Industrial Revolution, and to identify the factors affecting the satisfaction of the new industry regulatory innovation policy. To that end, a total of 207 companies in new industries, including IT, were selected as samples and surveyed, and the analysis showed that companies still have low satisfaction and recognition levels with the government's regulatory innovation policies for new industries. Looking at the factors influencing the satisfaction of new industry regulatory innovation policies, it will be necessary to consider ways to adopt governance measures and strengthen public relations functions to increase corporate participation as a means of reflecting the opinions of companies in the policy formation process, measures to achieve equal performance of regulatory sandboxes scattered by ministries and statutes.
