북한의 대일 수교협상 전략 연구: 1989~1993년 노동신문 분석을 중심으로

본 논문의 목적은 1990년대 초 북한과 일본의 국교정상화 교섭 과정에서 나타난 북한의 대일 협상 전략을 분석하는 데 있다. 이를 위해 이 논문에서는 1989년부터 1993년까지 5년간 북한 노동신문에 실린 일본 관련 기사 및 논평을 주제별로 나누고 주제별 기사의 빈도를 측정하고자 한다. 분석 시기는 정부 간 공식 수교협상이 이뤄지게 된 1990년 3당공동선언이 있기 1년 전부터 1차~8차에 걸친 공식 협상 과정, 그리고 8차 협상 결렬 이듬해인 1993년까지이다. 노동신문은 이 기간 일본의 과거 침략에 대한 비난 및 과거 청산 필요성, 위안부 문제에 대한 비난, 일본의 핵무장 및 군사력 강화에 대한 비난을 쏟아냈으며 특히 수교협상 후반 이후 및 결렬 이후에 일본 비난 기사가 급격히 증가했음을 알 수 있다. 이 분석을 통해 북한의 수교협상 전략으로 1) 일본의 과거 침략 행위, 특히 위안부 문제를 집중 부각시켜 국제 인권 문제화함으로써 북한의 일본인 납치 문제를 희석시키고 2) 일본의 핵무장, 군사력 강화 문제를 부각시킴으로써 북한 스스로의 핵개발 및 무력증강의 명분을 쌓고 3) 과거 침략 행위를 비난하고 과거 청산의 필요성을 강조함으로써 협상력을 높여 향후 최대한의 경제 지원을 이끌어내려는 의도가 있음을 제시한다. The purpose of this paper is to analyze North Korea's negotiation strategy for Negotiations on Japan and North Korea, which appeared during negotiations between the two nations in the early 1990s. For this purpose, the paper aims to divide Japan related articles of the North Korean Rodong Newspaper for five years from 1989 to 1993 by topic and measure the frequency of articles by topic. The analysis period is from a year before the Joint Declaration of the Three Party in 1990, until the next year of the formal negotiations between the two governments finished in 1992. The Rodong Newspaper poured blame on Japan's past aggression and raised the need for settlement of the past, and criticized so called Comfort Women and strengthening of Japan's nuclear armament and military capabilities. And it can be noted that condemnation of japan rose sharply, especially after the second half of the negotiations and after break down. This analysis presents the intention of 1) diluting North Korea's abduction of Japanese citizens by highlighting Japan's past aggression, particularly Comfort Women issues. 2) And by highlighting the issue of Japan's nuclear armament and strengthening its military capabilities, North Korea built its own justification for nuclear development and armed enhancement. 3) And it suggests that it intends to draw maximum economic support in the future by increasing its bargaining power by criticizing past acts of aggression and emphasizing the need to clean up the past.
