주요 모순의 재규정과 중국몽: 글로벌 강대국을 향한 중국 특색 사회주의의 전략적 변용

사회주의 국가의 정체성을 강화하며 강대국으로 도약하려는 중국의 시진핑 지도부는 2017년 10월, 1981년부터 근 40년간 공식화되었던 주요 모순을 다시 규정했다. ‘인민의 나날이 증가하는 물질문화 수요와 낙후된 사회 생산력’ 간의 모순은 이에 따라 ‘인민의 나날이 증가하는 아름다운 삶에 대한 수요와 불균등하고 불충분한 발전’ 간의 모순으로 변경되었다. 주요 모순의 규정은 사회주의 국가에 있어 사회의 문제를 인식하고 이를 해결하며 발전하기 위한 인식 및 실천의 도구로서 기능한다. 그러나 기존의 주요 모순과 내용 및 대내외 환경 측면에서 본질적 차이를 보여주지 못하고 있고 이전의 주요 모순들에 비해 모호하고 추상적인 용어로 규정 되었다는 점에서 시진핑이 선언한 ‘신시대’와 함께 주요 모순의 재규정은 금세기 중반까지 ‘중국몽’ 실현 추진에 필요한 동력을 얻기 위한 중국 특색 사회주의의 전략적 변용이라 할 수 있다. China's Xi Jinping leadership, which intends to maintain the identity as a socialist state and move to the global center stage, has redefined the principal contradiction that has been formulated for nearly 40 years since October 1981. The contradiction between “the ever-growing material and cultural needs of the people and backward social production” has thus been changed to one between “unbalanced and inadequate development and the people's ever-growing needs for a better life”. The principal contradiction functions as a tool of recognition and practice for solving the problems of the society in the socialist state. The principal contradiction newly defined with the declaration of 'New Era' is a strategic transformation of socialism with Chinese characteristics intended to gain momentum necessary to push forward for the realization of the 'Chinese dream' by the middle of this century in that it is defined in vague and abstract terms compared to the previous ones and does not show essential difference from previous principal contradiction in terms of its contents and internal and external environment.

중국공산당 중앙위원회 정치국 집체학습의 대내외적 함의에 관한 연구

이 연구는 후진타오와 시진핑 집권 시기 중국공산당 중앙위원회 정치국의 집체학습(集体学习)의 내용과 성격, 그리고 그 국내 및 국제정치적 함의 분석을 목적으로 한다. 오늘날 중국은 시진핑 정권의 등장과 함께 중화민족의 위대한 부흥이라는 중국의 꿈을 실현하기 위한 대내외 관련 계획과 정책들을 실행에 옮기면서 글로벌 거버넌스에도 적극적으로 참여하고 있다. G2로 성장한 강대국 중국이 현재는 물론 향후 무엇을 위해 힘을 사용할 것인가의 문제는 단지 미국이나 일본 등 일부 강대국에 그 관심과 중요성이 국한되지 않으며, 역사적으로 한반도에 끼쳐온 중국의 영향력을 볼 때, 우리에게 그것은 생존의 문제와 직결되어 있다. 중국의 관심사와 그와 관련한 힘의 사용은 따라서 우리의 생존과 번영을 위해 우리가 반드시 직시해야만 할 엄연한 현실이자 충분히 관심을 기울여야 할 당위이기도 하다. 이런 측면에서 이 연구는 중앙위원회 정치국의 집체학습에 주목 한다. 중앙위원회 정치국은 중국을 움직이는 최고 권력자들의 조직이다. 이들의 결정이 곧 중국의 결정이며, 중국은 그 결정에 따라 움직인다. 따라서 중국의 대내외 현황과 향후의 방향을 알기 위해서는 이들이 대내외 적으로 어떤 문제와 주제에 관심을 두고 그에 대해 어떤 시각을 갖는지 이해하는 것이 필수적이다. 정치국 집체학습은 중국지도부의 이런 대내외적 관심사와 시각을 반영하며, 따라서 중국의 현재와 미래를 들여다 볼 수 있는 하나의 창구로서 기능한다. This paper aims to analyze the content and nature of the collective study of the Political Bureau of the CPC Central Committee during the reign of Hu Jintao and Xi Jinping, as well as its domestic and international political implications. Today, with the advent of the Xi Jinping administration, China is also actively participating in global governance, implementing internal and external related plans and policies to realize China’s dream of a great revival of the Chinese people. The question of what China, a power that has grown into the G2, will use its power not only for the present but also for the future, is not limited to its interest and importance to some powers, such as the United States and Japan, but to us it is directly related to the question of survival, given China’s influence on the Korean Peninsula historically. China’s concerns and the use of force in connection with them are therefore a stark reality that we must face up to for our survival and prosperity, and deserve our full attention. In this respect, this study argues that attention needs to be paid to the collective study of the Political Bureau of the CPC Central Committee. The Political Bureau of the CPC Central Committee is the organization of the most powerful people who move China. Their decision is China’s decision, and China moves according to that decision. Therefore, in order to know the current state of China and its future direction, it is essential to understand what issues and topics they are interested in and how they view them both internally and externally. The collective study of the Political Bureau of the CPC Central Committee reflects the top leaders’ interests and perspectives of domestic and international issues, and thereby functions as a window to get a glimpse of the present and future of China.

강대국화 과정에서 중국의 지적 대항과 실천: ‘화평굴기’와 ‘중국몽’을 중심으로

신흥 강대국으로 부상한 중국은 시진핑 지도부 등장이후 강대국화를 위한 전방위적인 실천에 나서고 있다. 시진핑의 중국은 중화민족의 위대한 부흥이라는 ‘중국몽’의 실현의지를 대내외에 천명하고, 강대국으로의 굴기를 가속화 하고 있다. 본문은 현 시진핑 지도부의 ‘중국몽’이 이전 지도부에서부터 기획되어 현재에 이르고 있으며, 그 강대국 청사진의 체계적 원형이 ‘화평굴기론’이라고 본다. 이에 따라 본문은 ‘화평굴기론’이 강대국화를 위한 장기 전략으로서 중국이 기존의 국제정치이론에 대해 제기하는 지적 대항 담론이며, ‘중국몽’ 실현의 표방은 그 담론의 대내외적 확산 노력이자 지식으로의 전환을 위한 실험적 도전이라고 주장한다. Emerging as a rising power, China in Xi’s era is taking all-out action to become a full-fledged great power. China under Xi’s leadership has declared its determination to realize the “China Dream” of a “great reju-venation of the Chinese nation,” accelerating its the rise to the great power status. This paper regards the blueprint of the China Dream has been planned and designed from under the previous leaders to be taken over by present leadership, with its prototype being the “peaceful rise” theory. Drawing on this perspective, this paper argues that China’s theory of “peaceful rise” is not only a strategy but also an intellectual discourse which China poses against the established IR theory as part of its efforts to obtain great power status, and the declaration of its intention to realize the China Dream is a practical and experimental challenge for the diffusion of the discourse as well as for the conversion of the discourse into theory.
