사회문제해결형 연구개발사업에 대한 법제도적 검토

In the past, R&D were promoted, focusing on projects that support the creation of science and technology knowledge. However, recent societal problem-solving research and development projects are attracting attention as a new type of R&D. This R&D project focuses on solving problems faced by society. Because it will be developed under a different philosophy from the existing business, its goal, planning process, promotion system, commercialization, evaluation method of this R&D project is different from conventional technology acquired R&D. However, since domestic experiences of these R&D projects are not sufficient, it is expected that they will continue to keep themselves in place after trial and error for some time in the future. Social problem-solving R&D projects are a priority, and there are several problems to be solved in order to securely and reliably establish in Korea as a new type of innovative R&D. First of all, it is necessary to clarify the concept and purpose of social problem-solving R&D. The concept and purpose must be clear so that social problem-solving R&D project can be distinguished from other R&D project. It is desirable that this social problem-solving R&D project is a R&D project to solve real problems occurring in citizen s daily life. This includes areas related to the daily lives of all citizens and areas of specific socially vulnerable groups. These divisions have the meaningm, relating to who sets the initiative innovators. Furthermore, it is necessary to legally enforce legislation concerning social problem-solving R&D projects, particularly the part that should be promoted mainly by the government. Secondly, a scheme must be established to strengthen collaboration among participants in R&D. Despite the fact that it is often possible to solve the social problem if more than one government ministry has to be involved, cooperation between ministries or agencies is not properly done in reality. Therefore, it is necessary to develop a legislation in a direction that enables integral R&D. Thirdly, the role of government-sponsored research institute as the leading entity of social problem-solving R&D must be strengthened. In order to succeed the social problem-solving R&D led by him, it must be a shift in recognition that the social problem-solving research project is also an important task of the government-sponsored research institute.

국가연구개발사업법 제정에 관한 검토

중앙행정기관은 법령에 근거하여 연구개발과제를 특정하여 그 연구개발비의 전부 또는 일부를 출연하거나 공공기금 등으로 지원하는 과학기술 분야의 연구개발사업을 시행한다. 이러한 국가연구개발사업을 통해, 정부는 특정한 목표를 설정하고 연구개발 자원을 정책적으로 결집하며, 국가적인 경제ㆍ사회 문제를 해결한다. 이러한 국가연구개발사업은 정부 예산으로 수행되므로, 기획부터 성과 도출에 이르는 모든 과정에서 연구개발사업의 정당성, 공공성 및 책임성의 유지ㆍ확보를 위한 장치 마련은 필수적이다. 이에 국가연구개발사업을 투명하고 효율적으로 관리하기 위하여 「국가연구개발사업의 관리 등에 관한 규정」(이하 국가연구개발사업관리규정)을 제정하여 국가연구개발사업을 규율하고 있다. 그러나 이 규정 이외의 각종 법령들을 각 부처별이 독자적으로 제정해 오면서 국가연구개발사업에 대한 규율이 일관적이지 못하며, 대통령령인 국가연구개발사업관리규정의 실효성은 점차 감소하고 있다는 지적이 제기되어 왔다. 국가연구개발사업을 포괄적이고 효과적이며 예측 가능한 상태에서 규율할 수 있는 독자적인 법률을 제정할 필요가 있다는 대안이 꾸준히 제기되고 있다. 이 글에서는 입법론적으로 현행 국가연구개발사업관리규정을 대체하는 “국가연구개발사업법”의 제정을 주장하면서, 이 법률에서 담아야 할 주요 이슈들인 연구의 자율성 강화, 연구자의 책임 강화, 연구 성과의 활용성 강화 및 행정업무 부담 경감의 문제들을 다룸으로써, 향후 독자적인 체계를 갖춘 국가연구개발사업법을 제정ㆍ추진하고자 하는 경우에 도움을 주고자 하였다. The domestic and foreign environments for science and technology have been changed and new legislative demands are necessary. National R&D sector also demand new legislative system. In regard of current national R&D issues, it is requested that law is readjusted as an infra of R&D system by solving incomplete establishment of legal structure in law and regulations of each concerning ministry, which are spread throughout each ministry. In this article, we suggest that new law which can generalize all of national R&D issues must be enacted. This paper treats some legislative implications about demand on reinforcement of the connection between national R&D policy and national science & technology policy in the process of establishing separate law in national R&D program, enhancement of the effect from strengthening of clarity and evaluation in selection process of R&D project, guarantee of autonomy and reinforcement of responsibility in research, and specialization of research administration through simplification and standardization of research administration process. And it also is covering with methodology that mediates issues related to the interest between concerning ministries. To solve the problem to 「Regulation on management of National R&D program」 which is having limitation in legal application as regulations of national science & technology policy originating from legal position of a decree, we changed its status into law, enabling it to perform its role as summative regulation of national R&D policy. Also we tried to arrange foundation for formation of connection between 「Framework Act on Science & Technology」. Finally, as a legislative research, we made and proposed legislative drafting of so-called "National R&D Projects Act" and legislative basis data. Also, we attempted to establish a model considering by foreign backgrounds in national science & technology policy and legal analysis. It can be helpful to have academic significance from the point that it accepted a literature methodology through various models used in social science to analyze national R&D law from the legal and functional perspective.

디자인 비전공자의 제품디자인에 사용되는 프로그램에 대한 연구 - (Tinkercad를 중심으로)

본 연구는 디자인 비전공자들이 아이디어를 제품화하는 과정에서 시간과 비용을 최소화하여 본인의 아이디어를 3D로 구체화하는데 필요한 3D 모델링 프로그램인 틴커캐드에 대한 연구이다. 틴커캐드는 Autodesk 사에서 제공하는 무료 공개 소프트웨어로써 별도의 프로그램 설치 없이 웹에서 바로 사용이 가능하며, 한글을 지원하여 누구나 쉽게 접근이 가능하다. 본 연구는 이런 틴커캐드가 디자인을 전공하지 않은 비전공자들에게 적합한지를 확인하기 위해서 한국에서 틴커캐드를 활용한 다양한 사례를 조사하였으며, 3D 프린터로 창작활동을 하는 사람들의 모임인 “오픈크리에이터즈”, “메이커그룹” 등 인터넷 모임 회원들을 대상으로 설문조사를 하였다. 또한 연구자가 직접 틴커캐드를 배워서 3D모델링 한 디자인을 3D 프린터로 출력까지 해보았다. 틴커캐드는 초보자나 디자인 비전공자가 3D 모델링에 입문하기에 가장 좋은 프로그램으로 보인다. Tinkercad is a 3D modeling program that can materialize ones ideas in 3D. It can also minimize time and cost in the process of commercializing ideas by people who have not majored in design. Tinkercad is free software provided by Autodesk. It can be used directly on the web without installing a separate program, which makes it easy for anyone to access. It also supports Hangeul (the Korean alphabet). This study investigated various cases using Tinkercad in Korea to determine whether it is suitable for people who have not majored in design. A survey was done with an internet group called the Open Creators and Maker Group, which is a group of people who create things with 3D printers. Also, one researcher learned Tinkercad himself and printed out 3D models with a 3D printer. Tinkercad seems to be the best program for beginners or non-design majors to enter 3D modeling.
