본 연구는 SRI(stanford research institute) 시나리오 분석을 활용하여 해운대구의 동･서간 지역격차를 완화할 수 있는 미래예측 전략을 제시하는데 목적이 있다. 핵심 불확실성 동인으로 확인된 ‘서쪽 발전사업’과 ‘동･서 간의 상호작용’을 토대로 불확실성축을 설정하고 그에 따른 ‘클러스터, 자생, 현상유지, 스필오버 효과’ 4개의 시나리오를 작성하였다. 4가지의 시나리오별 전략적 함의로 클러스터 시나리오의 경우, 석대와 센텀 첨단산업 조성으로 클러스터 군집강화, 자생 시나리오의 경우, 석대 첨단산업 단지의 거주민 고용증대, 드림시티 상권 활성화, 외부거주민 유인이 도출되었다. 또한 현상유지 시나리오의 경우, 해운대구 자활센터를 통한 서쪽지역의 차상위 계층 자활 지원과 지방자치단체 차원의 반송･반여지역의 공유면적 확보, 생활환경 개선이 제안되었으며 마지막으로, 스필오버 효과 시나리오에서는 서쪽지역 주민들을 위한 사회기반시설과 문화시설 확충, 서쪽지역의 재개발사업 추진 시 기존 주민들의 피해 최소화 방안이 도출되었다. 본 연구는 해운대구를 대상으로 한 지역 미래예측을 통해 지방분권화 시대에 맞는 정책적 전략을 제시하였다는 점에서 의의가 있다. This study aims at giving a foresight strategy for relieving regional disparities between the east and west districts in Haeundae-gu, Busan by SRI(stanford research institute) scenarios analysis. It suggests 4 scenario-cluster, autogenous, status quo, spillover-by setting uncertainty axis focusing on the West’s development industry and interaction between East and West confirmed key drivers. Four different scenarios of the strategic implications are as in the following. First, in the case of cluster scenario, the strategy was derived strengthening community of cluster due to build Seokdae-Centum high tech industry. In the case of autogenous scenario, the inducement was derived employment generation of Seokdae high tech industry’s residents and dream city market revitalization, the inflow of outsiders. The West’s the working poor selfsufficient through community center, securing public ownership space of Bansong･Banyeo area, improvement living environment have proposed in status quo scenario. Finally, the expansion of cultural facilities, infrastructure and the damage control of housing redevelopment projects for the West’s resident have been suggested in spillover scenario. This study is significant because it propose a policy strategy of an era of decentralization through foresight targeted the region, Haeundae-gu.
