        공공조직의 리더신뢰에 대한 영향 요인 분석: 조직환경에 대한 인식을 중심으로

        As many researchers in public administration has recently showed considerable interest in the theory of governance for provision of public services via a cooperative network, their academic attention is mainly centered upon a specific issue of trust between the government and private organizations which constitute the service network. However, existing studies are lacking in precise discussions about the concept of credibility as a multidimensional entity, and they reveal serious limitations that those variables with ties to intrinsic features of individuals do not exert consistently significant influences over the government credibility even though they are manifested as influential factors of the government credibility. While adding a dimension of leader credibility as an interpersonal trust to a dimension of trust with properties inherent in a multidimensional entity, this study hereby undertakes a corroborative verification, from contingent perspective, of how leader trust can change at public organizations depending upon social members' perception of circumstances surrounding public organizations, inclusive of political or socioeconomic environment. Among perception variables of political environment, significant influences are found in political predisposition, satisfaction with current political situation, and expectations about future political situations, while only perception of social inequality exercises significant impacts on leader trust at public organizations among perception variables of socioeconomic environment. However, political predisposition, educational opportunity, employment opportunity, and perception of inequality in distribution of income and property display significant influences which vary by public organization. In conclusion, satisfaction with current political situation, expectations about future political situations, and perception of inequality in law enforcement prove to function as a variable with consistent influences over leader trust in public organizations.

        민간위탁에 의한 공공서비스 공급의 효율성 및 효과성 분석 : 서울시 생활폐기물 수거ㆍ운반 서비스를 중심으로

        The purpose of this research is to analyze efficiency of contracting-out public service based on 250 panel data from 25 self-governing districts in Seoul. Variables include waste collection and transportation cost, total amount of solid waste generated, the amount of waste processed by municipal service and the one by contracting-out service. As a result, the contracting-out service is found to be efficient in terms of human and material resource, while showing inefficiency in collection cost per ton. Moreover, the result of citizen satisfaction as an indicator of effectiveness, showed slightly higher satisfaction in municipal service, but the margin was not statistically significant. This research adopted an empirical analysis in order to assess efficiency and effectiveness of contracting-out service. However, it also has a limitation because of utilizing secondary data. Therefore, future research should constitute periodically- acquired panel data, especially satisfaction indicator of cleaning administration service. 본 연구는 서울시 25개 자치구의 생활폐기물 수거서비스 민간위탁 효율성을 측정하고자 하였다. 1996년부터 2005년까지 10년간 폐기물 수거운반비, 총 발생량, 직영 처리량과 민간업체 처리량 등의 변수를 포함한 250개 패널자료를 사용하여 분석한 결과, 인적자원 측면과 물적자원 측면에서는 효율성을 가지는 것으로 나타났으나 톤당 수거비용은 높아진 것으로 나타났다. 한편, 효과성 측면에서 청소행정서비스 만족도는 직영이 높게 나오지만 통계적으로 유의미한 차이는 아니고, 집단별 평균비교 결과와 회귀분석 결과에서 모두 민간위탁의 효과성을 보여주는 결과를 얻지 못했다. 특이한 점은 총 청소인원의 경우 총 청소차량의 감소율에 비해 그 감소폭이 훨씬 더 크다는 점이다. 본 연구는 민간위탁의 효율성과 효과성을 평가하기 위해 실증적인 패널자료 분석방법을 시도하였지만 효과성 분석의 경우 2차 자료를 활용함에 따라 연구대상과 범위를 동일하게 유지하지 못하였다는 한계점을 가진다. 장기적으로 동일한 측정지표와 청소행정서비스 만족도에 관한 패널자료를 구축할 수 있다면, 민간위탁에 의한 효과성을 보다 정확하게 평가할 수 있을 것이다.

        정부정책에 대한 국민들의 지지 요인에 관한 연구

        The purpose of this study is to analyze what factors affect people’s support for the government and parties. Specifically, this study aims to analyze whether values on progressive or conservative ideology or the government’s role were an effective variable, whether administrative service satisfaction had an effect on people’s support for the government, and whether individual environment and situation decided a preference for each party. In order to test those hypotheses, this study carried out the structural equation modeling analysis with 2007 Citizen Survey data. Values on the government’s role, satisfaction for administrative service, income level and satisfaction for individual life gad a significant effect on their recognition about the government. However, variables as ideology and age did not have a direct effect on people’s support for the government. Especially, belief for the government played an important role as a mediating variable connecting various exogenous latent variables with valuation on the government activities and support for parties. The people had low support for the Participatory Government as much as they had high-level income. However, satisfaction for subjective life level had an affirmative effect on their support for the government.
