신중년 사회공헌활동 지원사업의 실태와 쟁점 : 사업관계자를 대상으로 한 실증적 고찰

본 연구의 목적은 신중년 사회공헌활동 지원사업의 실태와 주요 쟁점을 실증적으로 파악하고, 사업의 중장기적인 발전을 위한 시사점을 도출하는 것이다. 이를 위해 본 연구는 지방자치단체의 사업 담당 공무원과 사업수행 민간기관 실무자들을 대상으로 FGI와 설문조사를 실시하였다. 연구결과, 신중년 사회공헌활동 지원사업에 대한 현장 사업관계자들의 평가는 전반적으로 긍정적이며 그 필요성 또한 높게 평가되고 있는 것으로 나타났으나, 사업 내용과 운영방식에 있어서 몇 가지 개선해야 부분이 존재하는 것으로 확인되었다. 이러한 연구결과에 근거하여 본 연구진은 사업의 중장기적 발전을 위한 다음과 같은 개선방안을 제시한다. 우선적으로 신중년 사회공헌활동 지원사업 수행 단위의 다양화와 상시 수요 발굴체계를 구축할 필요가 있다. 또한 신중년을 대상으로 한 재취ㆍ창업 일자리 사업으로서의 사업 성격을 강화할 필요가 있다. The purpose of this study is to empirically understand the current status and major issues of the Social Contribution Activity Support Program for the New Middle Aged, and to derive strategies for the improvement of the program. For this purpose, the researchers conducted FGI and surveys targeting public officials of local governments and program managers in private organizations who were in charge of implementing the program at local level. The FGI and survey results showed that in general the study participants valued the program, and the necessity of the program were widely shared by them. However, it was also found that the program operators pointed out many common aspects of the program that needed to be changed. From the study findings, the researchers drew a few strategies to improve the program. First of all, it is necessary to diversify the program implementing entities and establish an effective system to identify new demand of the middle aged for the program. Also the central government must provide a clear future guideline for the program which at present serves at lease two different and modestly conflicting goals.
전기화학분극법에 의한 리튬 이온 전지의 열적 기계적 손상 평가

Purpose: Health and safety of lithium ion batteries have become important issue due to increasing reports on explosion and firing accident during use. In this research, mechanical and thermal damages of a lithium ion battery were evaluated by applying alternative current electrochemical impedance spectroscopy. Methods: Nyquist plot was obtained for the isothermally exposed batteries to 85℃, 100℃ and 120℃ as well as mechanically twisted and bended lithium polymer batteries, respectively. Ohmic, SEI (secondary electrolytic interface), and charge transfer resistance were extracted and compared among them. Results: Nyquist plot of both thermally exposed and mechanically deformed batteries were observed to shift toward high resistance region. SEI resistance value increased with thermal exposure, which is attributed to the decomposition reaction of lithium salt over 60℃. For the mechanically deformed battery, Ohmic resistance increased, while little change in SEI resistance was observed. Conclusion: SEI resistance and Ohmic resistance value extracted from the Nyquist plot can be applied as a state-of-health monitoring indicator of the lithium ion batteries used under thermal exposure or mechanical deformation condition, respectively.

Phase locked loops (PLLs) are essential circuits to generate stable clocks in many applications requiring low noise and jitter, such as wireless communications and analog-to-digital converters. Among the various PLL structures, the sub-sampling fractional-N PLL structure utilizing a digital-to-time converter (DTC) is the most effective one to achieve improved in-band noise. However, this structure requires a high resolution DTC for noise protection, which exposes obvious limitations in terms of design complexity and difficulty, and power consumption. To tackle the limitations of the existing structure, this paper proposes new 2.4 GHz sub-sampling fractional-N PLL based on a hybrid phase interpolator (PI) composed of capacitors and tournaments. The introduction of the PI greatly reduces DTC overhead, while achieving low power consumption through a capacitor structure interpolator, and assuring the high accuracy of the phase generation through the tournament interpolator. The proposed PLL is designed in 65nm CMOS technology and demonstrates that the fabricated chip achieves 162 fs rms jitter, -247.3 dB FoM and -47 dBc fractional spurs.

Purpose: In this study, the defect quantification of thin metal plate was evaluated by using lock-in infrared thermography. Methods: A STS304 standard specimens, which had the artificial-defects of different size, were used. The focal distance between the infrared camera and the specimen was set to 500mm, and the distance between the lump and the specimen was set to 200mm. One halogen lamp with a maximum capacity of 1kW was used, and phase-lock infrared thermal images with a frequency of 1Hz were captured and analyzed. Result: Objectively quantified data values were obtained by analyzing the contrast ratio and signal-to-noise ratio. Conclusion: The possibility of defect diagnosis for thin metal plate was confirmed by using the lock-in infrared thermography technique.
