65세 이상 의료급여 수급권자의 건강검진 관련 법령 개정방안 연구

The purpose of this study is to compare the health screening rates between health insurance subscribers over the age of 65 and medical benefit recipients, and to analyze the causes of the low health screening rates of medical benefit recipients to propose institutional improvement measures. The research method searched domestic and foreign literature data related to health screening for medical benefit recipients over the age of 65, reviewed the contents suitable for the purpose of this study, and prepared improvement measures. As a result of the study, health screening for medical benefit recipients over the age of 65 have been conducted by the state since 1983, but have been transferred to the provinces since 2005, but are not legally mandatory, so only some local governments have implemented the project according to the financial conditions and interests of local governments. As a side effect, the health screening rate of medical benefit recipients over the age of 65 was very low, and it was difficult to guarantee health rights. Accordingly, we intend to prepare a revision to the law that mandates national health screening for medical benefit recipients over the age of 65 to lay the foundation for revitalizing the national health screening project. 본 연구의 목적은 65세 이상 건강보험 가입자와 의료급여 수급권자 간 건강검진 수검률을 비교하고 의료급여 수급권자들의 건강검진 수검률이 낮은 원인을 분석하여 제도적 개선방안을 제안하고자 하는 것이다. 연구방법은 65세 이상 의료급여 수급권자의 건강검진과 관련된 국내외 문헌 자료를 검색하고 채택된 문헌을 중심으로 본 연구의 목적에 부합하는 내용을 검토하고 개선방안을 마련하였다. 연구 결과 65세 이상 의료급여 수급권자에 대한 건강검진이 1983년부터 국가에서 시행하다가 2005년 이후 지방에 이양되었으나 법적으로 의무화되어 있지 않아 지자체의 재정 여건, 관심도에 따라 일부 지자체에서만 사업을 시행하고 있었다. 그에 따른 부작용으로 65세 이상 의료급여 수급권자의 건강검진 수검률은 매우 저조하였고 건강권의 보장이 힘든 상황이었다. 이에 65세 이상 의료급여 수급권자의 국가 건강검진을 의무화하는 법령개정안을 마련하고 이를 통해 65세 이상 의료급여 수급권자의 국가건강검진 사업의 활성화 방안의 기초를 마련하고자 한다.
