학교 환경위생관리에 대한 논쟁과 대안(인천지역 보건교사 집단민원 사례를 중심으로)

본 연구는 2013년 인천지역 보건교사 집단민원을 통하여 보건교사의 역할 변화에 따른 환경위생관리 업무의 문제점과 개선방안을 제시하기 위함이다. 본 연구는 보건교사를 대상을 환경위생관리 업무에 대한 사례 수짐을 위한 면담, 보건교사 직무와 환경위생 관리 업무의 법률적 근거, 집다 민원의 쟁점 검토, 실제 학교 현장의 환경위생관리 업무 실태 등을 분석하였다. 연구결과로 보건교사에게 환경위생관리자 지정을 강요하는 것은 학교보건법 시행령(시행규칙)의 형식으로 법률을 제한하는 법률우위원칙에 반하는(보건교사의 직무 규정을 위반) 문제를 유발하고 있고, 교육부의 실내 공기질 단독 관리는 실효성도 없는 상급기관에 대한 형식적인 규제와 점검이나 보고로 수행되고 있다. 이에 건강하고 안전한 교육환경을 위해 통합적인 시설관리 대책을 위한 정책과 보건교사의 법적직무에 따른 새행령 개정 및 시급하게는 합리적인 업무 지침 등이 필요함을 제언한다. This study aims to propose problems of and solutions for improvement in environment hygiene management in accordance with change of the role of school health teachers through the collective petition of school health teachers in the Incheon region in 2013. Aimed at school health teachers, this study conducted survey research and had interviews for case collection regarding environment hygiene management, reviewed the legal basis of the duties of school health teachers and of environment hygiene management work as well as relevant issues in collective petition, and analyzed environment hygiene management in actual schools. As research results, forcing school health teachers to designate an environment hygiene manager caused a situation which violated the primacy of law (violation of the regulation on the duties of school health teachers), which limits other laws in the form of the enforcement ordinance (enforcement regulation) of the School Health Act. Also, the independent management of indoor air quality by the Ministry of Education has been carried out as a formal regulation or checkup or report to the upper organization, which has no effectiveness. Therefore, this study proposes a need for policy to establish measures for integrated equipment management for a sound and safe education environment, the revision of the enforcement ordinance in accordance with the legal duties of school health teachers, and reasonable job instruction, which needs to be prepared urgently.

지역교육지원청 내 단위학교 간 교육자원 배분과 학업성취 간의 관계 분석

본 연구의 목적은 교육재정배분의 결과를 평가하는데 있어 종래 교육재정의 투입량이 학업성취수준에 미치는 영향을 분석하는데서 벗어나, 지역교육지원청 내 단위 학교 간 교육재정배분의 형평성 수준이 해당 지역교육지원청의 학업성취수준 및 관내 단위 학교 간 학업성취수준의 격차(disparity)와 어떠한 관련을 맺고 있는지를 균형성장론 및 불균형성장론의 이론적 분석틀을 통해 실증적으로 분석 하는데 있다. 이를 위하여 학교정보공시제도를 통해 공개된 2010년도 전국 초등학교의 학교 특성 변수와 재정 변수, 학업성취도 자료를 활용하였으며, 위계적 선형모형과 고정효과모형을 통해 이러한 관계를 분석하였다. 지역교육지원청 내 단위 학교 간 교육재정배분의 형평성과 해당 지역교육지원청의 학업성취 수준간의 관계에 대한 분석 결과, 학교 간 교육비 배분이 불공평하게 이루어질 경우 지역교육지원청의 국어ㆍ영어 학업성취 수준이 낮아지는 경향을 발견할 수 있었지만, 이상치(소규모학교)를 제외하자 이러한 관계가 더 이상 유의미하게 나타나지 않았다. 그리고 단위 학교 간 교육재정배분의 형평성 정도와 해당 지역교육지원청 내 단위 학교 간 학업성취 격차 간의 관계를 살핀 결과, 학교 간 교육비 배분이 불공평하게 이루어질 경우 학교 간 학업성취 격차가 확대되는 경향이 있음을 확인하였다. 이러한 연구 결과는 불균형성장론에 기반한 불균등한 교육재정 배분이 학업성취 수준 제고 및 학업 성취의 격차 해소라는 정책 목표를 달성하는데 적절치 않을 수 있음을 보여준다. 오히려 본 연구 결과는 균형성장론에 기초한 교육재정의 형평성 있는 배분을 통해 교육재정 투입의 효율성 제고는 물론, 교육격차 해소에도 기여할 수 있음을 암시한다. 이에 본 연구는, 교육과학기술부 및 시도교육청, 교육 지원청의 교육재정 배분에 있어 이러한 형평성의 기조를 다시 점검하고, 이의 확보를 위해 노력할 필요가 있음을 정책적 시사점으로 제시한다. The purpose of this paper is to empirically investigate the relationship between across-school disparities in education resources and student achievement. In doing so, we followed the economic literature on economic growth and establish our hypotheses: the worse inequality of school resources induces 1) an decrease in the level of student achievement and 2) an increase in the disparities in student performance. After analyzing school-level finance and performance data of 2009, we find that the unequitable distribution of school resources leads to a decrease in the level of student performance, but it also results in a increase in the disparities of student achievement. Basically, the results support the idea of investing equitably educational resources across schools. These findings provide useful policy implications for enhancing student performance and closing the disparities.
