e아동행복지원사업 참여 공무원의 업무 경험에 관한 연구

이 연구는 사회보장 빅데이터를 활용하여 위기아동을 예측하여 지원하는 e아동행복지원사업에 참여하는 공무원들의 업무 경험을 탐색하여 수행과정의 어려움을 이해하고 개선점을 찾기 위해 수행되었다. 이를 위해 116명의 공무원을 대상으로 개별면접 및 집단면접을 실시하였고, 수집된 자료는 Strauss와 Corbin(1990)의 근거이론방법으로 분석하여 패러다임모형과 상황모형을 제시하였다. 분석결과, 총 89개의 개념, 30개의 하위범주, 13개의 범주가 발견되었으며, 이들의 경험은 ‘다차원적인 어려움 속에 떠넘겨진 일을 확신도 선택지도 없이 꾸역꾸역 버티며 의미를 찾아보는 과정’으로 요약되었다. 이들의 경험을 토대로 e아동행복지원사업 수행의 개선방안을 논의하였다. This study explored the work experiences of public officials participating in the project, called the e-Child Happiness Support Project, which was designed to identify and support children in crisis using the big data of social security in Korea. By analyzing their experiences, we attempted to understand the difficulties that officials encountered in implementing this project and identify potential areas of improvement. To achieve this goal, we conducted individual and group interviews with 116 public officials. The collected data were analyzed by Strauss and Corbin’s (1990) grounded theory method, resulting in the development of a paradigmatic and situational model. The results showed a total of 89 concepts, 30 subcategories, and 13 categories. Also, their experiences were broadly summarized as ‘the process of finding meaning by enduring multidimensional difficulties without confidence or choice’. Based on their experiences, we discussed effective strategies to enhance the implementation of identifying at-risk children.
