일반논문 : 지구 온난화 방지를 위한 기술이전: 기술이전 메커니즘 분석을 통한 고찰

온실가스 감축에 있어 선진국에서 개도국으로의 기술이전의 중요성에도 불구하고 선진국과 개도국의 대립으로 지구 온난화 방지를 위한 기술이전 교섭은 정체 되고 있다. 이에 본고에서는 지구 온난화 방지에 있어서의 기술이전에의 시사를 얻기 위하여, 동아시아 경제 성장에 있어서의 기술이전과 친환경기술의 중국에의 이전 현황을 분석하였다. 우선 기존 연구를 바탕으로 동아시아 경제 성장에 있어서의 기술이전의 실태와 역할을 검토한 결과 ① 동아시아는 해외의 기술과 자금을 원활하게 도입하여 수입대체공업화 내지는 수출지향공업화 전략을 실행하고 경제성장을 이루어냈다. ② 기술이 성숙한 시기에 개도국으로의 기술이전의 인센티브가 선진국 기업에 발생하여 기술이 활발하게 이전 되고 있었다. ③ 기술은 산업별 특징과 기술 수용국의 기술 능력에 따라 다양한 채널을 통해 이전되고 있으나, 최근에는 직접투자가 많이 선호되는 경향이 있다는 점을 확인했다. 또한 중국에의 친환경기술의 기술이전현황을 분석한 결과, 경제발전에 있어서의 기술이전과 같은 메커니즘의 친환경기술이전이 관측되었다. Despite the importance of technology transfer from developed countries to developing countries in reducing greenhouse gases, negotiation for technology transfer to prevent global warming is under stagnation due to antagonism between developed countries and developing countries. This paper analyzed the situations of technology transfer in East Asian economic growth and climate friendly technology transfer to China in order to get a suggestion to technology transfer in preventing global warming. First of all, the result of addressing the reality and role of technology transfer in East Asian economic growth based on existing researches has confirmed that ① East Asia has fulfilled an import-alternative industrialization and export-oriented industrialization strategy and realized economical efficiency by introducing overseas technologies and funds smoothly, ② Incentives for transferring technology to developed countries when technology is mature period. ③ technology is transferred via various channels depending on the features of each industry and the technical ability of technology receiving countries, but recently direct investment is being much preferred. Also the result of analyzing Chinese`s climate friendly technology transfer status, climate friendly technology transfer has observed as mechanism like technology transfer in economic development.
