A literature study was made on major international development assistance performance of activities of Japan International Cooperation Agency(JICA) in that Japan has recently become the most leading donor in the international development cooperation & assistance field, replacing traditional United States' leadership deep with the so-called 'Assistance Fatigue', and Korea has to have still a new kind of late development benefit as a latecomer but potentilally very strong leadership in this field. Quite naturally, an overview of Japan's international development assistance with special respect to the so-called 'Official Development Assistance'(ODA) was preceded before the main theme of the paper was tackled. Though a larecomer in the field, Japan has been expected to do her utmost by so many developing countries, successfully getting the job done not only to meet the ever-increasing demand of the developing countries but also to make effective adjustments to the very violently changing world situation in relation to the international development cooperation and assistance. Korea's young equivalent, the Korea International Cooperation Agency(KOICA), should pay its utmost attention to what JICA has been doing, and Korean government needs to do the more so that her international development and cooperation leadership could be developed far more effectively and efficiently. The writer is inclined to express his sincere gratitude to JICA for its provision of relevant printed materials on a continuously basis.

This paper purported to primarily describe and examine the indigenous and traditional farm land system in countries of East Africa, Sub-Saharan Africa, which has been so deeply rooted that it had been recognized one of the most significant constraints of the agricultural development in the probably most underdeveloped huge poverty pocket continent the world over. Prior to the thematic description and examination, a brief overview was made of the current state of the agricultural development of the subcontinent region. It goes without saying that the indigenous land system had long been in the way of the very agricultural development within the framework of rural development of the region. The land system has been impinged upon by so many vital antecedent factors, which should be altered or reformed as soon as possible, development-wise. It had been proved, however, that the task would be a real challenge, in-deed, for the very latecomer developing countries with badly poor performance history of nation-building or national development, being depended on agricultural development in so many cases. An external friendly intervention in the form of international development assistance or cooperation should be strengthened to help self-reliant and self-generating efforts by these unfortunate African countries the more effective and efficient way to the cause of developmental remedy of the problem, only one of many holistic-type factors not conducive to agricultural development. In this connection. firstcomer developing countries such as Korea should do her increased share of role rather than the developed and industrialized countries of former colonizing agents for the continent. As an inceptive initiation has been made in the neglected field of 'Area Studies' in Korea, far more interests in and research efforts should be given and mde to the region where so many countries could be tested and facilitated for the processes of the 'Human Development' and 'Economic Growth' in the exercise of agricultural and rural development efforts, theoretically and practically.
