In relation to the utilization and disposal of dredged sediment caused by coastal dredging project, we diagnosed the status of legal standard and system, and proposed the improvement plan. Dredging costal sediment distinguished the usage and the disposal by the Standard for the Beneficial Usage of Dredged Sediment. The site where disposal has been completed could be used as a site for developmental project. In case of the usage of dredged sediment for reclamation, we found that the adaptation of the Standard for Beneficial Usage of Dredged Sediment is appropriate for reclamation considering the characteristic of soil, the differences of variables, and the distinction of standard analysis methods. The current the Standard for Beneficial Usage of Dredged Sediment requires the improvement with the usage of dredging coastal sediment in the following. First, the Standard needs to include the standard of the discrimination for reclamation. Second, the current Standard is necessary to be divided by two levels, it needs to be mitigated considering human health risk. Third, it is necessary to consider both the marine environmental impact assessment and mitigation plan near coastal dredging area.
해역이용협의 사후관리(해양환경영향조사)의 발전방향에 대한 고찰

The consultation of marine environmental impact assessment predicts the impacts of marine ecosystem from utilization projects, and finds the proper management tool for harmonization between developer, agency, and local communities. These consultation has the uncertainty about future prediction on environmental impacts compared to the licensing process. For the overcome this uncertainty matter, Post Marine Environmental Impact Assessment (MEIA) involve the process of investigation of environmental impact after the consultation. However, the report of investigation should be submitted in January of the next year of projects. Due to the limited submission period, the developer and agent prepare the simplified and standardized investigation reports. These results in the difficulty of review process by the governmental agencies. The projects which are subject to environmental impact assessment by Ministry of Environment and marine environmental impact assessment by Ministry of Ocean coincidently have to submit the investigation report to the Ministry of Environment only. Even though areas of project conduct in the ocean and costal area mostly, these report could not be reviewed by the experts of ocean and ocean related agencies. The reclamation projects which occupy less than 15,000 square meters exempted the process of the investigation of marine environmental impact after the consultation, these cases make difficulties of management of details of consultation. Therefore, this research paper analyzed the status of the investigation report of marine environmental impact based on the reports submitted the consultation center for 3 years, and checked the difficulties and suggested the strategic planning in the near future.
