노후 산업단지의 재구조화를 위한 공간환경 개선 방안 연구 -남동국가산업단지를 중심으로-

(연구배경 및 목적) 1970~80년대에 조성된 산업단지들은 물리적 노후화와 더불어 신산업에 적합한 인프라를 제공하지 못하여 쇠퇴를 겪고 있으며, 도시의 확장으로 인해 산업단지가 시가지 안으로 편입되어 주변 지역에 부정적 영향을 미치고 있어 재생이 필요한 시점에 있다. 이에 본 연구는 노후 산업단지의 기존 산업환경을 효율화하는 동시에 신산업을 수용하고 정주 환경을 갖출 수 있도록 노후 산업단지의 재구조화 방향과 그에 필요한 공간환경 개선의 구체적 방안을 도출하는 것을 목적으로 하며, 남동 국가산업단지를 대상으로 그 계획안을 제시한다. (연구방법) 본 연구는 먼저 문헌조사를 통해 노후 산업단지 쇠퇴의 정의와 원인을 이해하고 특성을 파악한다. 이후 관련된 이론 및 선행연구를 검토하여 노후 산업단지 재구조화의 방향을 설정하고, 산업단지의 쇠퇴를 극복한 국내외 사례를 통해 재구조화를 위한 다양한 공간환경 개선 방안을 도출한다. 다음으로 남동국가산업단지의 현황과 현재 추진 중인 ‘남동국가산업단지 대개조 사업’을 분석하여 공간구조 및 도시기능의 문제와 기존 재생 계획의 한계를 밝히고, 앞서 도출한 재구조화 방향 및 방안을 대상지에 적용한다. (결과) 노후 산업단지의 경쟁력 회복을 위한 재구조화 방향은 지식기반의 첨단산업화와 산업클러스터의 형성, 친환경 산업단지화로 설정하였으며, 이를 구현하기 위해서는 쾌적한 도시 환경과 산·학·연 협력의 혁신 인프라의 조성, 자원의 순환을 고려한 토지이용 계획의 조정이 필요하다. 최종적인 제안은 남동국가 산업단지의 전체 공간구조를 네트워크가 강화된 다핵구조로 재설정하고, 그에 따른 부문별 계획과 구체적인 공간환경 개선 아이디어를 포함한다. 구체적으로는 토지이용계획 및 건축, 교통, 오픈스페이스 계획을 통해 산업단지를 업종별로 집적화하고 산업시설을 복합화하며, 정주 기능을 강화하고 있다. (결론) 본 연구는 기존 노후 산업단지의 재구조화를 통해 경쟁력을 제고할 공간 환경 개선 방안을 탐색하고 이를 실제 산업단지의 현황 여건을 고려하여 적용한 계획안을 제시하였다는 것에 의의가 있으며, 향후 노후 산업단지의 재구조화를 위한 제도적 실행 방안의 연구가 필요하다. (Background and Purpose) Industrial complexes that were developed in the 1970s and 1980s are in a state of decline because their aging infrastructure can no longer accommodate new industries. As these complexes are integrated into urban areas due to urban expansion, they have a negative effect on their surroundings. This study aims to provide directions for reconfiguring aging industrial complexes and suggest an improvement plan to transform them for more efficient use by existing and new industries and to improve the urban living environment. In particular, this paper proposes a specific plan that targets the Namdong National Industrial Complex. (Method) Through a literature review, this study, attempts to understand the definition, causes, and characteristics of the decline of old industrial complexes. This study then suggests directions for restructuring old industrial complexes as well as various strategies of spatial environment improvement for restructuring derived from domestic and foreign cases overcoming the decline of industrial complexes. By analyzing the current status of the Namdong National Industrial Complex and the regeneration plan, South East National Industrial Complex Large-Remodeling Project, the problems of spatial structure and urban function and limitations of the existing plan are identified. Eventually, the restructuring directions and spatial strategies derived above are applied to the target site. (Results) The directions for reconfiguring aging industrial complexes were identified as knowledge-based advanced industrialization, formation of industrial clusters, and eco-friendly industrial complexes. These directions require changes to be made to urban structures and land use to encourage the creation of innovative infrastructure that facilitates cooperation between industries, academia, and researchers, the circulation of resources, and an attractive urban environment. These findings suggest that the spatial structure of the Namdong National Industrial Complex should switch to a polynuclear structure in strengthened network to include divisional plans and specific ideas to improve its spatial environment. Specifically, spatial clustering of each industry was intensified and industrial facilities were designed to be functionally complex through plans and guidelines that were drawn up on land use, transportation, open spaces, and architecture. Moreover, settlement functions were strengthened. (Conclusions) This study has explored various ways to transform aging industrial complexes through spatial reconfiguration and has proposed a detailed master plan which considers their actual conditions. The institutional measures that can lead to the eventual implementation of the master plan is left to future studies.
