국내 도시철도운영기관의 해외철도사업 진출 시 문제점 고찰

국내 도시철도 운영기관의 설립목적은 기본적으로 “안전 신속한 대중교통수단을 제공 함으로써 시민의 복리증진에 기여하기 위하여 지방공기업 법에 따라 설립”한다는 목적을 가지고 있다. 그 동안 도시철도운영기관은 운수수입 및 기타 수익에만 의존하면서 그 적자폭이 해 마다 증가됨에 따라 이를 벗어나고자 운영 및 유지보수 노하우 등을 바탕으로 해외 철도 사업 진출에 도전을 하고 있으나 그 성과는 미미하다. 도시철도 운영기관 설립목적에서 요구되는 현실적 여건, 참여분야의 한계성, 해외환경조건, 사업수생 시 요구되는 많은 문제점에 대한 해결능력 등이 경험 및 정보부족과 맞물려 어려움을 가중시키고 있다. 본 연구에서는 국내 도시철도 운영기관이 해외철도사업 진출을 위해 요구되는 기본적인 사항, 문제점 등을 사례를 통해 알아보고자 한다. Domestic railway operator is basically created for the purpose of providing a safe and rapid means of transportation through state-owned enterprise act and improving public welfare. Railway operator has been difficult to get the result despite moving away from fare revenue and other non-fare revenue structure on account of practical condition, nature of limitedness, foreign investment environment. This stud aims to analyze basic measures, problems of entering overseas market for domestic railway operator taking into consideration case study.
열차제어 시스템 변경에 따른 직류 급전설비용량 최적화 분석

As power supply equipment is one of the most momentous factors in mass transport system which has a direct influence on the safe operation of trains, it should be secured of reliability as high as possible. Accordingly, in order to secure safe operation of the trains, capacity of the power supply equipment must be fully optimization and stabilized. In this review, the authors analysis to work out the optimal capacity of the power supply equipment when changing frequency of the trains is approached with the use of the simulation and the measured data. With reference to points at issue following an upgrade of train control system along with frequency shortening, this study presents practical alternative solutions on the problems occurring from DC supply system, based on the analysis of the simulation results and the case-by-case modeling approach.
운영자입장에서 본 전력 SCADA시스템 변화에 따른 분석

The OCC of Seoul Metro whose operation began in 1974 is in charge of conveying 4,000,000 passengers across 117 subway stations in travel zones of 134.9㎞ in length. It continues to strive to ensure passenger safety by applying state-of-the-art-technology to each control system without delay. The power control center especially designed to provide power system operations for all stations of Seoul Metro(Line 1 to 4) and the rolling stocks implements preventive safety systems with the real time power system operational information on changes in conditions from the field through the power SCADA system(41 substations, 117 stations, 137 terminal units). This paper reports the differences of each line"s power SCADA system(power SCADA systems of Seoul Metro(Line 1 to 4)), the roles and functions of the system, and the system operating characteristics and limits from the standpoint of the operator.

LRT projects pursue fully automated manless operating system with an aim to achieve a minimum availability of 99%. System performance is required to be guaranteed by verified SE procedures to meet user requirements for maintaining system availability above 99%. Configuration Management is one of the most practical SE application methods that manage various changes that may have a major influence on system performance on the process of undertaking assigned projects and find out problems in the system through future tracking systems. This paper discusses further use of Configuration Management in the areas concerned after examining the cases that apply Configuration Management, one of SE application methods, to the ongoing local LRT projects.
산악철도 개발을 위한 법령검토 및 사업추진 방안에 관한 연구

With the global adoption of the reduction policy on greenhouse gas and environmental pollution, that is 'low carbon green growth', the central and local governments strive to increase their investments in railways in an effort to replace fossil fuels, and seek the ways to diversify and vitalize the tourism resources taking full advantage of the railway systems. Seoul metro has therefore launched 'A research on the development of the Bukhan mountain railway' for the establishment of the environmentally friendly tourism belt making good use of Mt. Bukhan, the only national park in the Seoul metropolitan area, with its picturesque scenery. This paper pursues the basic directions for the application scope of the relevant laws and regulations for the development of the mountain railways as part of our continuing effort to further 'A study on the development of the Bukhan mountain railway' along with the review on the project implementation policy pursuant to the applicable laws on private investment for social infrastructures.

The hold clamp which is for holding feeder distribution line in direct current can be lengthened its span of life by inserting insulators(EDPM rubber) through improving its function such as preventing damage from temperature change and electric corrosion. This paper reviews the development background, design, manufacture and performance assessment of the hold clamp inserting insulators to prevent circulating current.

The highest priority for passenger safety should be system performance guarantee in LRT(Light Rail Transit) based on a fully-automated manless metro system. In order to realize spotless manless automatic operating system through system performance guarantee, the role of SE(Systems Engineering) is of utmost importance. Currently, SE initiatives for local LRT projects are not cost-effective and heavily dependent on overseas firms due mostly to the lack of knowledge and experience in SE. This paper aims to review the appropriateness of cases of SE implementation on the basis of LRT projects either in progress or in the introduction stage to local market by examining, comparing and analyzing the applied cases.
중고전동차를 활용한 서울메트로의 베트남 하노이~하롱베이 철도사업에 관한 연구

Over the years, the Social Republic of Vietnam has demonstrated its high annual growth rate over 8%. In order to secure its sustainable economic growth, its has also demonstrated its sharp concerns on building up core infrastructures by luring foreign investments on a large scale, which would underpin the nation"s economic propulsion. Among others, transport infrastructures and networks centering on railway systems are obviously seen as the most urgent to be built to continue its growth. Seoul Metro recently took a significant step forward in Vietnam to launch railway business by executing its export project of 6 units of metro cars to Hanoi as on July 10, 2008. Those 6 cars are scheduled to be put on the tracks linking Yen Bian, Hanoi with Ha Long, for demonstrative running, around October, 2008, carrying tourists on that 163㎞s of the National Railway line serving the region. A successful running on the track will duly entail further export of additional 54 units of Seoul Metro cars to Vietnam. In this thesis, description will be noted on the reuse and economic value of the Seoul Metro"s de-commissioned metro cars, reflecting on the current urban railway law at home regulating the service life of rolling stocks domestically. This thesis will also study the points at issue, and the recommendable future orientation of the Vietnam railway business project.
