재외동포에서 신화교로 -한국의 정책변화와 조선족의 인식 변화-

중국의 개혁개방 이후 현대화와 산업구조변화로 발생한 조선족 잉여노동력은 한중수교 이후 본격적으로 한국을 노동 이주의 목적지 삼아 유입했다. 한국은 한민족공동체 실현을 위한 정책에서 조선족을 노동시장의 잠식과 외교마찰의 우려로 배제했다. 반면, 한국은 다문화사회로 진입이 불가피하자 조선족을 노동력으로 대거 포섭했다. 또한 중국의 종합국력 부상은 한국이 조선족을 재외동포와 영주자로 확대 포섭하게 되는 중요한 배경이 되었다. 재한조선족은 한국의 지속적인 차별 대우 속에서 한민족의 정체성이 옅어졌고, 중국의 부상과 한국의 출입국적 지위 제고는 조선족 신화교사회로 발전하는 배경이 되었다. 재한조선족사회의 급속한 팽창과 발전은 중국의 화교 발전사 연구에서 전례 없으며, 한국의 이민자 집단 중에서도 매우 특이한 사례이다. 한국내 경제적 정치적 영향력을 증대시키고 있는 신화 교화인 사회를 돌아보고, 향후 치열하게 전개될 미중경쟁 속에서 발생할 리스크를 검토하여 관련된 정책 수립도 고민해 본다. After China’s reform and opening, the surplus Korean-Chinese Koreans labor force, which appeared due to modernization and changes in industrial structure, began to flow into ROK as a destination for labor migration after the establishment of diplomatic relations between ROK and China. Having concerns about encroachment on the labor market and diplomatic friction, ROK excluded the Chinese Koreans from the policy of realization of the Korean community. On the other hand, as ROK faced the situation of continuous influx of foreigners due to the demographic cliff and entered a multicultural society, a large number of Chinese Koreans were recruited into the labor force. In addition, China’s rise in national strength became an important background for ROK to expand the number of Chinese Koreans as overseas Koreans and permanent residents. The Chinese Koreans residing in ROK lost their identity as a Korean because of continuing discrimination, and the rise of China and the improvement of Korea’s immigration status became a background for the development of the Chinese Koreans Society. The rapid expansion and development of the Chinese Koreans society in ROK is unprecedented in the study of the history of the development of overseas Chinese in China and also is a very unique case among immigrant groups in ROK. This thesis paper will look back on the Chinese Koreans Society that is increasing its economic and political influence in Korea, and consider the establishment of related policies by examining the risks that may arise in the fierce US-China competition in the future.
