기존 선거연구에서 투표율에 관한 연구는 주로 임기만료 선거에 초점을 맞추어 이루어져 왔다. 특히 재·보궐 지방선거 투표율 결정 요인에 대한 연구는 거의 없다고 해도 과언이 아닐 정도로 학계의 관심 대상이 아니었다. 따라서 본 연구는 한국 재·보궐 지방선거의 투표율 결정 요인에 대해 분석하고 있다. 분석결과, 일반적으로 재·보궐 지방선거의 투표율 결정요인은 국회의원 재·보궐선거의 결과와 비슷한 패턴을 보이나 재·보궐 지방선거만의 고유한 특징 또한 나타내는 것으로 드러났다. 첫째, 재·보궐 지방선거의 투표율은 대통령 지지율에 영향을 받는 것으로 나타났다. 이는 국회의원 재·보궐선거 투표율 연구와도 다른 결과로 재·보궐 지방선거만이 가지고 있는 고유한 특징으로 볼 수 있다. 둘째, 지역주의 또한 재·보궐 지방선거에 영향을 미치는 것으로 나타났다. 셋째, 후보자 간의 경합도 또한 재·보궐 지방선거에 영향을 미치고 있다. 즉, 각 후보자 간 경쟁이 치열할수록 해당 지역구의 투표율은 높아지는 것으로 나타났다. 마지막으로 재·보궐 지방선거의 투표율은 재·보궐선거 직전 전국동시지방선거의 투표율에 의해서 가장 큰 영향을 받는 것으로 나타났다. Over the years, while numerous attempts have been made to determine why voter turnout increases and decreases in national elections and local elections, there were no studies why by-election’s voter turnout has been so low and how the vote intention is determined by voters. This paper’s primary focus is on what determinants affect by-elections’ voter turnout, especially on Korean local elections. In general, the results show the similar patterns with congressional by-election voter turnout but certain aspects of local by-elections themselves provide unique characteristics in local by-elections. First, turnout in local by-elections tends to be affected by presidential approval rate. Second, regionalism is the one of noticeable characteristics of local by-election as national elections do. Ruling party tends to win in a local by-election in the district of holding a ruling part favored districts and vice versa. Third, competitiveness also affects the turnout of local by-election. Lastly, and the most prominent finding of this analysis is that the pattern of local by-election turnout was likely to follow the previous local election’s voter turnout.

본 연구는 처음으로 지방자치 부활 이후 실시된 지방 재·보궐 선거의 결정요인에 대한 통시적·경험적 분석이다. 특히 본 연구는 지방 재·보궐 선거의 정치적 비중이 지방 재·보궐 선거에 어떤 영향을 미치는지 알고자 시도했다. 분석결과 첫째, 지방선거의 정치적 비중은 지방 재·보궐 선거결과에 영향을 미치지 못했다. 즉 기초자치단체장과 의원선거 그리고 광역자치단체장과 의원선거의 정치적 중요성은 지방 재·보궐 선거결과에 통계적으로 유의미한 영향을 미치지 못했다. 반면 둘째, ‘대통령 지지율’과 달리 경제상황에 따른 유권자 인식과 평가의 ‘소비자 태도지수’는 지방 재·보궐 선거에 유의미한 영향력을 미쳤다. 셋째,‘현직자 효과’와 ‘지역주의’는 모두 지방 재·보궐 선거 결정요인에 영향을 주었다. 셋째, 투표율도 지방 재·보궐 선거에 영향을 미치는 변수로 확인되었다. 결국 지방선거는 지방선구 특유의 요인에 의해 결정되어 왔으며 이는 향후 미시적 자료의 분석과 함께 우리의 지방정치에 대한 이해에 기여할 것으로 사료된다. This essay is the first try to understand historically and empirically the determining factors of local by-elections since the restart of local autonomy and elections. Specifically, this study focuses on the impact of political importance of local elections upon local by-elections. By using the three models of by-elections, referendum model, personal vote model and turnout model as control variables, this study finds the main factors to influence local by-elections are different from those of National Assembly by-elections. Specifically, first, consumer attitude index of referendum model, not presidential popularity, becomes significant in explaining local by-election results. Second, incumbent effect and regionalism of personal vote model also find themselves important influencing local by-elections. Third, turnout model finds itself significant in explaining local by-election returns. Finally, local by-elections are localized elections in which local factors are important and significant for the purpose of understanding and forecasting local by-elections. Unfortunately, this essay finds no statistical importance of local elections’ political importance on local by-elections. With the combinations of individual level data, historical and empirical data analysis of the local by-elections is to upgrade our understanding of local politics.
