        The purpose of this paper is to examine the interrelationship between the changing factors of local urban community and major problems of it, and to suggest its development strategies. Since Korea society had experienced rapid industrialization and urbanization during last one gene-ration, local communities and cities were changed in most sectors. Thus most local cities showed several regional and urban problems, for example, : (1) high dependence on Seoul in most aspects, (2) unbalance among most urban sector, (3) urban shadow area, etc. So development strategies for local communities are suggested as follows : (1) propelling the high level of industrialization, (2) enforcing public administration based on socio-economic region, (3) inducing the balanced development in regional and class inequality, (4) preparing for open and international society, (5) propelling the decentralization based on the sound regionalism, etc. Based on these strategies, the local government, local assembly, its man, and residence which are considered as changing agents and actors, have been demanded the peculiar role and functions in accordance with the above strategies.

      • 大都市 周邊地域의 實態와 地域開發方向 - 大邱市와 達城群을 中心으로 -

        The purpose of this paper was to examine the situation of metropolitan surrounding area and to suggest its development strategies. Since most large cities in Korea have been over-densed with rapid urbanization, urbanized area has been expanded and non-central activities have been sprawed into urban fringe or suburban area. Thus most metropolitan surrounding areas have appeared several regional problems and become urban shadow-area. This study analyzed the situation of Dalsung county, which is typical Taegu surrounding area and searched for its development strategies. Dalsung county showed several regional problems : (1) high dependence upon Taegu, (2) division of its spational organization, (3) no existence of regional center, etc. And most residents expressed their concerns about their county problems such as : (1) shortage of young adults and change agents, (2) lack of public investment and working place, (3) insufficient living conditions, etc. So most residents wanted to locate the plants, increase income, improve the quality of life, and reduce the several public regulations. Based on these analyses, the development strategies for surrounding area, particularly in Dalsung county, was suggested as follows : (1) cordinating of socio-economic area and its municipal districts, (2) setting the regional center and settlement system, (3) propelling the high level of industrilization, (4) establishing the technopolis network, and finally improving social infrastructure conditions.

      • 晋州地方의 Climograph에 關한 解析的 硏究 : (1983~1988)

        우리나라의 慶尙南道 晋州地方에 位置하고 있는 晋州測候所(35°12'N, 128°06'E, 標高 25.1m)에 의하여 1983年 1月부터 1988年 12月 까지 觀測된 主要氣象要素의 觀測値를 基礎資料로 하여 G. Taylor의 climographic 提衣에 의한 晋州地方의 年別 및 平均別綜觀 climograph를 作成하고 이들을 比較한 考察한 바, 이 地方의 氣候特性은 대체로 高溫多濕한 서를 나타내고 있으며 또한 우리나라의 ??에 속하는 氣候形이 현저하게 나타남을 알 수 있었다. 또한 本調査硏究 其間의 最近 數年동안은 平均에 비하여 약간 低溫多濕한 氣候變化의 樣相을 보이고 있음을 알 수 있으나 이에 관해서는 보다 長期的인 觀測資料에 의한 分析的이고 綜合的이며 持續的인 硏究가 있어야 할 것으로 思料된다. 끝으로 本硏究의 遂行을 위하여 各種資料收集에 도움을 주신 中央氣象台 釜山支台 晋州測候所의 南大佑先生님을 비롯한 여러분과 電算處理에 수고해준 慶尙大學校 師大 物理敎育科 電算室 여러분께 깊은 感謝를 드립니다. The climograph which is used for the comparative study on the climatic characteristics between one region and another is considered as one of the representative methods. The climographs based on the observed meteorological materials for six years(Jan, 1983~Dec. 1988) in the Jinju district were shown in Fig. (1) ~ (7). From the analytic results the tendency of climatic changes with slightly low air-temperature and much moisture in several years(1984,'86,'88) was comparatively different from the normal climatic changes. By the G.Taylor's climographic analysis, the climatic characteristics of this district were remarkablely presented one of southern coastal type(SC or CS).

        It is well known that most mechanical properties are influenced to some extent, by elasticity, yielding point, break point and maxium point. The mechanical properties are charcterized by material shape and the kind of load. The study deals with same size specimen and same material of various notch angle and various methods tension test speed in uniform tension load.

      • 변동하중하의 피로균열 전파속도 추정에 관한연구

        Under variable amplitude loading conditions, load interaction (retardation or acceleration of fatigue crack growth) occurs every cycle. Because fatigue crack growth behavior varied depending on load time history. This paper would present the modeling of stress amplitude with storm loading applied to ships, and offshore structures. It will examine crack closure behavior which was done by monitoring the variation in load-strain relationship. By taking process mentioned above, fatigue crack growth rate, threshold stress, crack length, stress intensity factor, and ΔΚop were obtained during stress cycles of each type of storm of A(6m), B(7m), C(8m), D(9m), E(11m), and F(15m). It is believed that, using of the simulation of storm loads, could give good agreements with experimental results, and that this estimated method gives a good criterion for the safe navigation of vessels. It also inferred that the method could offer easy access to establish a fatigue design data for ship building and offshore structures.

        The technical civilization developing every day and the information subdividing further and further lead to fast social change, and this character of raped social change emphasizes the necessity of lifelong education with revaluation of traditional school education. That is, modern mankind must steadily learn new knowledges and techniques to cope with the different challenges caused by rapid social change and explosive know ledge flood. The extensive and rapid change of industrial society and marvelous development of industry in our country bring about periodical alteration and reformation in the field of Mechanical education, which requires the improvement of professional education level without delay in accordance with a sudden increase of competent technicians by advanced industrial techniques in our society. Results of this study. 1) We established a new curiculum to train the technicians required in industrial bodies which will be suited directly to industrial bodies. 2) The new curriculum is not a curriculum which gives the first consideration to professors, but a curriculum which corresponds to the objects of junior college education. 3) We developed the very korean curriculum fitted to korean situation, but a direct introduction or imitation of foreign curricula. 4) We developed the curriculum given the first consideration to practice to train the technicians, and it is not providing for the examination of the second-rate engineers. 5) We studied the profession course curriculum to train the technicians beyond the for reaching curriculum give the first consideration to be admitted into 4 years college. 6) We developed a curriculum which a connected theory with practice. 7) We developed the curriculum to educate the professional techniques by analyzing duties in each course unit. 8) We put emphasis on concentrating upon their dutics in teaching the students with pride by improving the problem of junior college professors who are depressed. 9) We developed a curriculum which is interesting and adaptable with in the short period of time. 10) We studied the way of improving the problems of cooperation between college and industry and administrative structure. 11) We developed a course curriculum adaptable to industrial bodies by education suited to students' character and competnce. 12) We developed new teaching method which enables us to educate coming to international level. 13) We modeled a syllabus fitting to now teaching method. 14) We made a proper practice model and a job sheet, by which we cstablished a curriculum linking college and industrial body. 15) We developed a new evaluation method which enable us to rate individual student's achievement rightly.

      • 鋼材의 低싸이클 疲勞에 關한 硏究

        A Method for prediction of necked-out fatigue fracture under low cycle loading was proposed, in case of the necked-out type fatigue fracture. It may be assumed that fatigue life has been used up when necking began. In such a case, when accumulated permanent strain εm, amounts to critical value εus the fatigue failure occurs, and the critical value is nearly equal to the general elongation of material εu0. Then a relation between strain and number of cycles is expressed approximately as follows ; Δεm Nus=εus-ε0=εu0-ε0 where Δεm is a cyclic creep rata at the stationary stage which occupid major part of whole fatigue life, Nus is Number of cycles to the fatigue failure and ε0 is a permanent strain at the first cycle. The cyclic creep rata Δεm is corrected to nominal stress σmax, and stress ratio R, and the following relation is assumed. (σB-σmax)σY=(ΣAlRi)Δεmmβ Constants Al, and exponent β, in the above equation are able to be obtained from statical test results. In order to prove the validity of these equations, mild steel specimens were tested under constant repeated axile loads with several stress ratio, and the results were compared with the values calculated by the equations, and fairly good agreements between them were obtained.

        A study was made to determine the effects of fatigue behavior and plastic energy to the axis on the low cycle of mild steel.Eleven types of stress amplitude under stress control mode.Strain and stroke distributions in specimens were examined by means of the dynastrain gage. In the case of under constant repeat axile stress with triangular wave low cycles Therefore, if the test results of bar specimens were used to evaluated the life of a unnotched structure, it is on the unsafe side.
