Decision-making is one of the most important functions of school administrators today. Whenever they try to make an intelligent and rational decision on educational programs, they need accurate and relevant informations since they serve as the basis for decision-making. The purposes of this study are as follows: First, to search for decision-making model applicable to the educational administration. Second, to analyze the role and function of communication as a means of rational decision-making. Third, to develop model of communication process for rational decision-making in educational administration. 1. As a result of searching for the decision-making model applicable to the educational administration, it was revealed that normative or idealistic approach which requires high degree of rationality in decision-making has been studied recently. Systematic analysis techniques such as Linear programming, O.R technique, game theory, statistical decision tool, cost/benefit approach, and PPBS, are found as useful tools for rational decision-making today. 2. As a result of analyzing the important functions and role of communication, five important functions were identified; 1) A means of rational decision-making 2) A means of maintaining school organization 3) A means of goal-achieving 4) A means of adjusting new environment 5) A means of integrating & coordinating function 3. As a means of devoloping communication model for rational decision-making, the writer utilized the decision-making process model developed by J.M. Lipham. As shown in Figure 12, Chapter IV, concerning flow, information should be made available when it is needed for a rational decision-making, since all decisions are ultimately bound within a time frame. As shown in Figure 12, problem awareness may range from past to present, but information bears a present-time relevance for the decision-maker. There is the need, therefore, for responsive communication channels that foster the flow of information downward, parallel, and upward within organization. Finally, it is suggested that empirical research for developing communication model for rational decision-making in educational administration be conducted for the further study.
