로마 교황청의 만주국 승인 여부에 대한 문제를 살펴보면서, 로마 교황청에서는 나름대로 많은 고민을 하였던 흔적을 볼 수 있었다. 로마 교황청은 만주국 승인 여부에 대한 문제에 두 가지 책략으로 접근하였다. 하나는 외교와 법리적인 차원에서의 만주국 승인 문제에 대해서는 적극적으로 회피하고 부인하였던 것이고, 다른 하나는 만주 지역의 천주교와 천주교 신자들의 보호를 위해 사실상 만주국의 존재를 승인하면서도 공식적으로는 부인하였다는 것이다. 교황청에서 어떤 나라와 국교를 맺을 때에는 다음과 같은 세 가지를 충족해야 한다고 하였다. 첫째는 국무원에서 국교를 맺는 담판 업무를 책임진다. 만주국은 포교성성에서 관할하고 관리하였다. 둘째는 교황청에서는 해당국에 주재하게 하는 사람을 해당국의 전교 인원으로 주재하게 하지 않게 한다. 반드시 교황청에서 직접 파견한 사람, 즉 교황대사로 충당한다는 것이다. 셋째로는 해당국을 승인했다는 소식은 반드시 《로마관찰보》(羅馬觀察報, L’Osservatore Romano)에 보도하도록 되어있다. 이 세 가지 조건이 교황청과 만주국의 시간대에는 나타나지 않았다. 그래서 로마 교황청에서는 만주국을 승인한 적이 없다고 하였으며, 오직 종교 문제의 진행에 필요한 교섭이라고 하였다. 교황청이 만주국을 승인하였다고 하는 것은 일본 측이 하는 주장이다. 교황청이 만주국과의 관계를 유지하고 서신을 왕래하며, 가스페 주교가 만주국 경내의 천주교 사무를 관장하였던 것은 142,466명의 신자가 있고, 광활한 대지로 무한한 발전 가능성을 품고 있던 만주국을 종교적인 측면에서 교황청에서는 포기할 수 없는 부분이 있었기 때문이었다. 이상을 통해 우리는 교황청에서 만주국을 어떻게 보고 있었으며, 왜 그러한 입장을 취할 수밖에 없었는지에 대한 고민을 충분히 이해할 수 있었다. 본 논문은 일부 자료의 소개와 연구자들의 주장을 언급한 시론적인 논문이지만, 현재의 중국 교회(애국교회와 지하교회로 분리되어 있는 중국 교회를 지칭함)와 교황청의 관계 개선에 좋은 방향타를 제시하는 역할이 되는 논문이 되기를 기대해 본다. The documents at the period of Manchuria approval has shown the agony of the Vatican. Vatican has used two other stratagems. The Vatican has not accepted Manchuria diplomatically or legally. However, he approved Manchuria for protection the Catholics in the area. Any diplomatic document does not exit which shows the official approval of Machuria. Vatican has never been sent a delegation and also, any Vatican officials has never been lived in Xinjing(新京). Only Caspais Bishop was recognized as the representative of Manchuria to negotiate with him. To enter into diplomatic relations with any country in the Vatican, the following requirements must be met. Firstly, the State Council[Secretaria Status seu Papalis] must be held responsible for the diplomatic relation. Secondly, The country’s resident employee should sent by The Vatican. Thirdly, the news of approval on the country must be reported to observed beam in Rome(Osservatore Romano, ???察?). The proof of these three conditions has never shown any documents on Manchuria. Thus, Vatican has insisted that Manchuria has never authorized by Vatican and the relationship with Manchuria and it was only for a religious issue. Japan had completely controled Manchurian without any other Western influence to relied on. The Vatican has allowed Caspais Bishop to cooperate with the Japanese colonial authorities only for religious purpose. Japan claims that Manchuria has approved by Vatican. However, Vatican’s official position is that Manchuria has never been approved. Caspais Bishop is not a representative of the Vatican, but just one of several resident bishops. Even though England and the United States had not approved Manzhou(?洲), Vatican could not just neglect Manchuria which has 142,466 Catholics and boundless potentials. Through this research, we could understand not only how people looked at relation between the Vatican and Manchuria, but also why the Vatican had no choice but to take such a position. Also, I hope that the research makes people to have better understanding between the current Chinese churches and the Vatican has been expected.

만주국은 건국 이전부터 많은 문제를 안고 탄생하게 되었는데, 천주교와는 과연 어떠한 관계가 있는 것일까? 이를 위해 본고는 만주국 성립배경, 교황청의 만주국 승인 여부, 만주국 및 주변국(일본, 중국, 한국)과 천주교회와의 관계 그리고 만주국 내 천주교 전교 상황을 살펴보고 다음과 같은 결론을 내릴 수 있었다. 첫째, 만주국은 태생이 독립 자주적인 국가로 발전하기란 애시 당초 가능하지 않았다. 둘째, 관동군과 일제는 만주국의 황제와 대신들과는 동상이몽을 지니고 있었다. 셋째, 만주국은 교황의 권위와 교황청의 국제적 지위를 이용하여 국제적인 공인을 얻고자 하였다. 만주국의 천주교 인식은 국가에 봉사하는 일환으로만 종교를 인정한 것이었다. 이러한 것은 비단 만주국에서 뿐만 아니라 일본 본국 및 일본이 통치하고 있던 조선에서도 이러한 부분을 강요하였다. 넷째, 일본과 만주국은 천주교를 일본의 국가신도 내지는 신사신도(神社神道)의 하위종교로 인정하고 있었던 것이다. 다섯째, 괴뢰정부인 만주국과 교황청의 관계 형성을 이유로 중국에서는 교황청으로부터 분리 독립된 교회를 지속시키고 있다. 일제의 패망과 더불어 만주국은 멸망하게 되었으나, 만주국으로 인한 중국과 교황청과의 관계는 아직도 소원한 관계에 있다. 여러 이유로 중국 대륙에서는 공산정권이 들어선 이후로 천주교 선교사에 대한 추방 및 탄압 그리고 교황청으로부터의 독립과 자립을 뜻하는 애국교회의 삼자운동 실시 등으로 교황청으로부터 분리된 독립교회를 지속시키고 있다. 이에 대해 성경의 한 부분으로 그 마무리를 지어 본다. “너희는 어떻게 생각하느냐? 어떤 사람에게 양 백마리가 있는데 그 가운데 한 마리가 길을 잃으면, 아흔아홉 마리를 산에 남겨 둔 채 길 잃은 양을 찾아 나서지 않느냐? 그가 양을 찾게 되면, 내가 진실로 너희에게 말하는데, 길을 잃지 않은 아흔아홉 마리보다 그 한 마리를 두고 더 기뻐한다. 이와 같이 이 작은 이들 가운데 하나라도 잃어버리는 것은 하늘에 계신 너희 아버지의 뜻이 아니다.”(마태 18, 12~14). The Manchukuo had had many problems since it was found. What is the Roman Catholic Church has to do with it? So, in order that reach conclusions, this manuscript has studied about foundation background of Manchukuo, approval of The Vatican, relationship among Manchukuo and neighboring countries (Japan, China, Korea) and situation of caring of Catholic in Manchukuo. First, Manchukuo was contradiction that Manchukuo would have developed for the “independent”, “self-governing” state. Second, the Manchukuo and the Japanese empire had had different purposes since they were together. Third, they wanted to be authorized as an independent country through authorities of Pope and statue of The Vatican. Also in Manchukuo, if you look at the circumstances at the time, the cognizance of the Roman Catholic Church in Manchukuo was a kind of services to its country. Following the text, you can realize those circumstances had been emphasized gradually not only in Manchukuo but in Japan and Korea. Fourth, Japan was considered the Roman Catholic Church was subordinate religion to Shinto shrine and Shintoism. Fifth, there are many difficulties the relations between China and the Vatican due to the approval of Manchukuo’s. Japan’s defeat has been eliminated, the relationship between China and the Vatican still have estranged. As the China enters the communist regime, a Roman Catholic missionary in the continent for deportation and persecution of independence and self-reliance, patriotism from the Vatican and the Church’s third-party movement to conduct People’s Republic of China Government has established an independent Church from Vatican, which called Chinese Catholic Patriotic Association. The Chinese government has been agitating for establishment of independent church from the Vatican, which means independence and self-reliance, and for persecution of Catholic missionaries. I’d like to say a biblical verse for a word in closing, “What do you think a man does who has one hundred sheep and one of them gets lost? He will leave the other ninety-nine grazing on the hillside and go and look for the lost sheep. When he finds it, I tell you, he feels far happier over this one sheep than over the ninety-nine that did not get lost.”(Matthew 18, 12~14).
