        Background and Purpose The deterioration of road facilities results in their capacity degeneration and this can lead the reduction of users` benefits and the increase of riskiness for disasters. In addition, as facilities should be replaced with new ones, this takes lots of reconstruction cost and national disadvantages. Road facilities in Seoul are now supervised by regular inspection in an aspect of maintenance and repair. Owing to insufficiency of administrative and financial support, financial and personnel management are utilized inefficiently. The durability of various facilities constructed from 1960`s to 1970`s is almost fifty years and therefore large-scale reconstruction will come around 2010`s and 2020`s. According to the advent of ubiquitous society, the changes of maintenance systems of road facilities need to be accompanied. In developed countries, the concept of asset management for road facilities based on information technology is already introduced but there are only a few trials for collecting and saving information in Seoul. In this research, the direction for asset maintenance system of road facilities in Seoul is proposed in order to increase the efficiency of safety and management for road facilities. Implication from Previous Case Studies and Development Direction in Seoul There are too many management subjects and scattered management systems. Thus, this gave birth to lower relationship among affairs from each management part and high dangerous problems due to long term work. Seoul has a high position as an advanced information technology city and it is necessary to integrate the management of administrative affairs. In addition, Seoul needs to recognize road facilities as assets of Seoul and should try to enhance their own value. The direction of road facilities management proposed by this research is separated into three categories; first, exact information of road facilities, maintenance manpower and equipment is necessary for increasing the confidence of asset management prediction and analysis. Second, saving the cost by efficient utilization of human resources and materials is also essential. Third, by measurement of work results and maintenance, the efficiency of works would be increased. Asset Management System for Road Facilities in Seoul First, it is necessary to standardize previous and future road facilities in order to set up the asset management system for road facilities in Seoul. Maintenance policies are also proposed not by supervisor`s experiences but by scientific operation process. Moreover, overall service level of management should be increased by management of maintenance index and the system related with GIS, personnel management and financial affairs should be developed. Asset management system for road facilities in Seoul includes integrated asset management system, accounts, financial affairs, personnel management and other supporting systems. This research pursuits low maintenance cost and high efficiency with this. Asset management system for road facilities consists of supervisors, maintenance managers and portal website with information for users. Moreover, this system should be designed for supporting the convergence of personnel management, accounting systems and other systems. Lastly, system information, standards, index and operation management should be included as contents in asset management system.

      • 서울시 물류,유통 관련 인천광역시와의 전략적 협력방안 연구

        Seoul has experienced urban sprawl and change in industrial organization which has resulted in increase of costs of congestion and freight transport. On the other hand, infrastructures for logistics and distribution between Seoul and Incheon are being and will be constructed in the near future, which is expected to lower the cost of logistics. It is needed to lower the cost of logistics by using the newly constructed infrastructure effectively to obtain competitiveness in Mega City Region. This report deals with the strategy for cooperation in logistics and distribution system between Seoul and Incheon by investigating the general conditions surrounding Seoul and Incheon. By analyzing the volume of freight and traffic of truck between Seoul and Incheon, we found that interdependence between two regions has increased and intensified. In particularly Seoul has played the role of demand for freight from Incheon. This shows necessity for the effective usage of infratructures and for the cooperation between two regions. We derived establishment of green-growth-oriented logistics and distribution system as the basic directions for cooperation between Seoul and Incheon. For accomplishment of this goal, we suggested three tasks for cooperation between two regions, which are establishment of effective freight transport system, effective allotment of function of infrastructures for transport of freight, and establishment of environment-friendly green logistics system. For establishment of effective freight transport system, firstly, infrastru ctures newly-planned should be constructed as scheduled. Secondly, exclusive lanes for trucks should be established in expressway connecting the main points of logistics and distribution in Seoul and Incheon, which is expected to lower the transport cost of freight between two regions. For the effective allotment of function of infrastructures for transport of freight, firstly, function of Kimpo international airport should be strengthened due to the accessibility to Seoul and slack capacity of Kimpo international airport. Secondly, role of expressways which are existing and planned to be constructed should be alloted according to the destination of expressway between Seoul and Incheon. For establishment of environment-friendly green logistics system, firstly transportation demand management (TDM) should be strengthened which is expected to result in lowering the transport cost as well as congestion cost. For example cordon-pricing could be implementated as in the case of Stockholm. Toll revenue could be returned to Incheon, because benefit from the alleviated congestion by such tolling scheme is expected to belong to Seoul. Such toll revenue could be expended for infrastructure of public transport in Incheon. Secondly, affirmative intervention and financial support of central government are needed, since implementation of congestion charging scheme might be costly.

        The effectiveness of exclusive bus lane is hot potatoes in practical as well as academic field. In particular, that of Kyoungbu Expressway implemented from 1st of October in 2009 has been the major target of critics due to the reason that it has worsened the road condition by shrinking the road capacity of general lane. By setting the model of users` choice under the imperfect substitutability between modes this paper made clear under what condition efficiency of exclusive bus lane could be effective instrument to handle the road condition, Furthermore, this paper evaluated the equity among different mode users and among regions, This paper shows that users` preferences to private car is key factor in determining the efficiency of exclusive bus lane. Thus, exclusive bus lane might not be better choice to cope with road congestion when users` preference to private car is strong. In this case, exclusive bus lane accompanied by road expansion or road expansion only might be more effective policies than exclusive bus lane only. However, exclusive is not regressive policy option, since public transport user could be more benefitted by that policy. By applying the analytical model to the situation of Kyoungbu Expressway, this paper shows that exclusive bus lane has greatly increased the public transport users` benefit even though it decreased the benefit of private car users slightly. Thus, average users` benefit might be increased with express bus lane. Furthermore this paper shows that users` benefit of Seoul city has increased with implementation of express bus lane. This paper also suggested that flexible operation would be desirable to enhance the efficiency of express bus lane and also suggested that better equipment of public transport system could be desirable way to derive the consent to express bus lane from the private car users.
