윤리교육이 통합논술을 주도해 나갈 수 있다면 윤리교과의 위상을 강화하는 측면에서 크게 기여할 것이다. 논술 주제들은 인간 삶과 관련하여 보편적인 가치를 다루는 윤리 교과속의 내용들과 밀접하게 관련된다. 이러한 차원에서 윤리 교과서속의 핵심 개념을 활용하여 학교 현장에서 활용 가능한 실용적인 논술형 학습 모형을 개발해보고자 한다. 탐구공동체 수업에 근거한 이 모형은 그룹별 소집단 학습을 통해 토론과 논술을 연계하여 지도함으로써 논리적 사고능력과 도덕적 가치판단능력의 함양에 크게 기여할 수 있을 것이다. 이 수업 모형안에서는 윤리 교과서속의 제시문들이나 수능 모의고사속의 문항들까지도 논술적인 관점에서 조망하고 사고함으로써 발상의 전환을 시도하고 있다는 점에 의미가 있다. 특히, 논술형 수업 모형은 가치 탐구지를 제공함으로써 심층적인 사고를 유도하고 공개첨삭의 과정을 도입하여 논술 학습의 효율성을 추구하고 있다. 논술형 학습 모형을 통해 의도하고자 하는 것은 윤리 교과속의 핵심 개념을 활용하여 교과 학습과 논술학습을 병행하고자 하며 이를 통해 윤리 교육의 목표라 할 수 있는 도덕적 판단능력과 도덕적인 정서 그리고 실천의지를 강화해 나가는 데에 그 목적이 있다 하겠다. If ethics education leads the integrated essay, it will contribute to the aspect which to strengthen the phase of ethics. The themes of essay are closely related to the contents of ethics textbook deals with the universal value regarding the way we live. At this level, using this core-concept in ethics textbook is tried to develop the practical essay-type learning lesson model is utilized at school. This model based on the community of inquiry to guide related to the discussion and essay lesson through the small group learning will considerably contribute to the enhancement of both judgement ability of ethical value and logical ability to think. The trial of a way turning around when we think and prospect the presented questions in ethics textbook or questions of CSAT(College Scholastic Aptitude Test) in the view of essay carry on important meaning. Especially, as essay-type lesson model provides the inquiry paper for value and pursuits the efficiency of essay learning by introducing the process of opening corrections. The essay-type learning model is intended to go side by side with learning with textbook and learning with essay using core-concept in ethics textbook, to have the object in fostering the ethical judgement ability, ethical emotion and will to practice same as ethics education's goal.

茶山 公職倫理의 現代的 意味에 대한 硏究 『牧民心書』를 中心으로

오늘날 한국의 공직윤리는 위기 상황에 직면하고 있다. 공직자들의 기강해이나 부정 수뢰와 같은 부패의 문제가 사회 전반에 걸쳐 만연되어 있으며 이로 인해 내부적으로는 공직자에 대한 사회적 불신과 대국민 결속력 약화와 같은 문제점을 노출시키고 있고, 대외적으로는 국제사회 속에서 한국은 부패 공화국이라는 오명과 함께, 국제신인도를 하락시켜 외국 기업들이 투자를 망설이게 하는 주요인으로 작용하고 있다. 이를 통해 볼 때, 한국 사회의 공직 윤리의 위기는 사회 구성원 모두에게 내면적 성찰과 수신을 요구하는 문제이다. 따라서 우리의 전통 사회 속에서 형성되었던 다산의 공직윤리 사상을 담고 있는『목민심서』를 통해 바람직한 공직 윤리의 위상을 정립해보고자 한다. 오늘날 공직윤리의 위기에 대한 이상적인 대안으로서『목민심서』에 주목하는 이유는 청렴 ․ 절용 ․ 애민과 같은 공직자의 기본자세로서의 보편적 가치들이 오늘날에도 시대를 초월하여 함축적인 의미를 가져다주기 때문일 것이다. 다산이 강조했던 공직윤리의 의미를 현대적 관점에서 되살려봄으로써 내부적으로는 공직자의 도덕적 의무를 강화하고 대외적으로는 선진국 진입의 문턱에서 경제성장에 부응하는 수준 높은 의식구조를 겸비함으로써 국제사회 속에서 경쟁력을 확보하는 데에 주력해야만 할 것이다. Nowaday ethics of public officials in Korea faces crisis. The discipline of public officials loosens and acceptance of bribes prevails throughout the whole society, which leads to the distrust in public officials of the nation and weakens the bond of the society. The international image of the corrupted country tarnishes Korea's credibility in the world, making international investors hesitate to flood their money into Korea. The crisis of ethics of public officials in Korea asks all members of society to do self-reflection and moral training. To remind the society of the importance of civil servant ethics , this paper focuses on studying the great book on the ethics of public officials in Korean traditional society, MokMinSimSeo composed by Dasan. The book emphasizes integrity, frugality, and love of people as cardinal virtues of civil servants. The virtues are still meaningful to modern civil servants. That is why we cherish MokMinSimSeo as the guideline for ethics of public officials. Through retrospect of civil servant ethics emphasized by Dasan, in contemporary view we can tighten the moral obligations of civil servants and promote international competitiveness of Korea.

최근, 우리사회의 직업윤리는 부패 및 전문성 부재와 같은 도덕적인 혼란상황에 직면하고 있다. 이러한 위기를 초래한 근본적인 원인은 직업윤리의 보편적인 가치들이 경시되고 있기 때문이다. 이러한 문제의식에 기초한다면 다산의 공직윤리를 구성하는 중심적 가치들은 오늘날 직업윤리의 위기를 해결하는 해법을 제공한다는 측면에서 중대한 가치를 갖는다. 가령, 내면적 도덕률로서의 상제관념이나 공리주의적 관점에서의 청렴, 전문성신장, 애민정신등은 다산의 공직윤리에서 뿐만이 아니라 현대 직업윤리의 중심 가치로서 확대 적용될 수 있다는 차원에서 의미가 있는 것이다. 그것은 고전의 현대적 적용이라는 차원에서뿐만이 아니라 다산 공직윤리의 중심 가치들이 현대 직업윤리의 정착에 중요한 시사점을 제공한다는 차원에서 새롭게 조망되어야 할 것이다. 본고를 통하여 다산 공직윤리의 중심가치들이 오늘날의 경제윤리나 교직윤리 법조윤리와 같은 전문 직업윤리가 직면하고 있는 현실적 위기의 해결에 구체적으로 어떻게 기여할 수 있는가에 연구의 방향을 설정하고자 한다. 이를 통해 다산의 공직윤리의 중심가치들이 현대 직업윤리의 정립에 기여할 수 있음을 밝히고자 한다. Recently, Korean society's vocational ethics is confronting moral pandemonium including severe corruption and an absence of professionality. This kind of crises is fundamentally caused by people making light of universal value within vocational ethics. Based on this kind of consciousness, central values which comprises Dasan's public service ethics hold a significant meaning in an aspect that they provide us with a solution to overcome nowaday's crises concerning vocational ethics. For example, 'Sang-je' concept as internal moral code, or integrity, an increase in professionality, and love toward the people in the perspective of utilitarianism are meaningful not only because they are related to Dasna's public office ethics but also because they can be extendedly applied to vocational ethics as its central values. It has to be newly observed not only with the perspective of modern application of classics, but also with a point of view that the central values of Dasan's public office ethics provide several important implications to the establishment of modern vocational ethics. Through this writing, I would like to set a direction of my study to how the values of Dasan's public office ethics can specifically contribute to overcoming real crises faced by today's professional ethics like economic ethics, educational ethics, and legal ethics. By this, I would like to make clear that Dasan's central values of public office ethics can contribute to the establishment of modern vocational ethics.
