본 연구는 2004년 1월 제정된 유아교육법의 교육재정적 의의와 문제점, 그리고 유아교육재정의 형황과 문제점을 분석한 후, 유아교육법 시행의 교육재정적 과제를 제안하는 데 목적이 있다. 연구결과, 유아교육법은 유치원운영위원회 규정을 누락하고 있으며, 무상교육, 사립유치원 지원, 유아의 보호자에 대한 교육비 지원 등에 있어서 불분명한 요소들을 가지고 있음을 밝혔다. 또한, 유아교육재정 규모가 영세하며, 재원확보책이 마련되어 있지 않을 뿐만 아니라 지방교육재정교부금 배분관련 규정에서도 유아교육이 소외되고 있음을 밝혔다. 유아교육법 시행의 교육재정적 과제로 유아교육법 보완방향과 유아교육재정 확충방안을 제시하였다. 유아교육법 보완방향으로는 유치원운영위원회 설치와 5세아 유치원교육 의무교육화 등을 제시하였으며, 유아교육재정 확충방안으로 특별회계에 유아교육 지원을 규정하는 방안을 비롯하여 유치원을 사업재정수요 대상기관에 포함시키는 방안, 지방교육재정교부금 교부율을 인상하는 방안 등 5가지를 제시하였다. The purpose of the study, after analyzing the financial significances and problems of Early Childhood Education Act('Act') that was established in January 2004, and present conditions and problems of preschool education finance, is to suggest the financial tasks and issues to enforce the Act, This study made clear that the Act omits regulations of kindergarten steering committee, and have ambiguous regulations about free education and financial support of private kindergarten and infant's protector. Also, this study made clear that early childhood education is estranged in local education finance grant distribution as well as the scale of the finance is paltry, and financial resources security policy of preschool education is not readied. This study presented five alternatives to secure early childhood education finance, that is, to increase the local education finance grant rate, to support preschool education by special account for local education transfer, and so on.
