철도에 있어서 관제분야 업무는 철도안전 및 운영에 있어 매우 중요한 분야이다. 철도 이용객수가 증가하고 철도시스템의 첨단화가 진행될수록 철도관제의 역할은 그 중요성이 더욱 증대되고 있다. 이러한 시점에서 철도 관제권을 두고 관련 기관간 첨예한 반응을 보이고 있는 등 철도 관제권 주체와 관련된 문제가 발생하고 있으므로, 객관성 있는 관제권 운영주체 선정기준이 필요한 시점이라 할 수 있다. 본 연구에서는 관제권 운영주체별 해외사례 장단점을 분석하고 운영주체 선정기준을 안전성, 보안성, 효율성, 공정성 등으로 제시, 세부 평가항목 도출 및 중요도 산출을 통하여 신뢰성 있는 관제권 운영주체 선정 방향을 제시하고자 한다. A desired rail traffic-control is a primary concern over the railway system for safety and efficiency. The rail traffic-control has been receiving more attentions in the competitive rail-market. The rail-market is currently operated by only one in Korea, but in the case of involving multiples the rail control responsibility must be taken by a third party to prevent from being issues in terms of railway network uses. Thus, the government tries to separate the authority of traffic-control from the current operator, which is now belonging to their own job. On the preparation of being competitive rail-market, this research proposes multiple criteria for choosing a third party desired for controlling rail traffic system. A set of evaluation criteria is grouped according to safety, security, and system efficiency for ensuring making a good decision.
