중소기업 컨설팅 지원사업의 실효성에 관한 연구: 대전지역 히든챔피언 지원 사업을 중심으로

본 연구의 목적은 정부의 컨설팅 지원 사업이 중소기업의 경영성과에 미친 영향을 규명하는 것이다. 이에 따라 대전지역 중소기업 지원 정책 사업을 대상으로 경영성과를 수익·성장·안정·활동성 측면의 재무성과로 구분하여 지원의 효과를 확인하였다. 아울러 중소기업이 속한 산업, 기업 규모 및 R&D 규모가 경영성과에 영향을 미치는 내생변수라는 점을 고려하여 PSM-DID 정책평가 연구모델을 기반으로 경영성과의 변화를 측정하였다. 본 연구의 결과에 따르면 컨설팅 지원은 수익성과 성장성 측면에서의 효과에서 유의미한 차이를 나타냈으며, 정책 지원 대상이 된 기업은 기존 선정 기준과 유사한 조건의 비 수혜기업에 비하여 수익성과 활동성 측면에서 특징적인 우위를 가지는 것을 확인하였다. 본 연구의 분석 결과는 정책의 수혜 대상인 중소기업뿐 아니라 사업을 주관하고 있는 정부에게도 컨설팅 지원이 재무성과 향상을 위한 전략적 지원으로 적용될 수 있다는 시사점을 제공한다. The study focuses on the effect of the consultant support program of the government on the management performance of the SME. Accordingly, the author identified the SME consultant support program in Daejeon city and analyzed the effect on the management performance by subdividing the financial performance into aspect of profitability, growth, stability, and activeness. Also, while considering that the industry which SME belongs, business scale and the R&D scale is endogenous to the management performance, the author adopted PSM-DID policy assessment model to estimate the variation in the management performance. The analysis showed significant effect of the consultant support on profitability and growth of the SME. The result further checked that selected recipient for the government support have distinguishable leverage over the companies with similar qualifications on profitability and activeness of the firm. These analysis result can be utilized as a valuable strategic asset not only for the SME beneficiaries but also for the government who implements the consultant policy.
