본 연구는 정부에서 추진 중인 우리나라 공공기관의 지방이전을 통해 나타난 새로운 과제와 역할 정립에 대해 시론적으로 접근해 보았다. 이를 위해 현 정부의 국정기조인 문화융성과 접점에 있는 문화예술기관인 한국문화예술위원 회(Arts Council Korea)의 광주전남혁신도시 이전을 사례로 공공기관 지방이 전을 통한 쟁점과 과제를 조직내부적 및 조직외부적 관점에서 살펴보고 문화예술 거버넌스 구축을 통한 시너지 제고방안을 모색하였다. 분석결과, 조직내부적 쟁점으로는 부서간 의사소통 부재, 심리적 형평성 문제, 직무몰입 및 만족도 저해, 업무피로도 문제를 제기하였고, 조직외부적 쟁점으로 유사기능 공공기관과의 차별성 확보 문제를 제시하였다. 또한, 이를 통한 과제로 조직변화관리 관점에서의 기관장의 리더십, 교육프로그램, 경력개발 계획을 제시하였고, 거시적 문화예술분야 관점에서의 정책기획 역량 강화, 유사기능수행기관과의 협업 강화, 결과지표 중심의 성과관리 강화, 지역사회 관 점에서의 이전기관 및 지역과의 협업과 지역사업개발, 지역대학과의 공동연구 강화, 지역기업과의 사회공헌사업 활성화를 제시하였다. Public agencies in Korea was actively propelled the relocation by government's law. And it brought a lot of changes in the relocation of public agencies on the psychological conditions, the lives of employees in public agencies. The purpose of this study is to investigate exploratory approach to the establishing of the new challenges and issues revealed by the relocation of public agencies. For this, we investigated mainly cases of Arts Council Korea was moved to the city of Gwangju and Jeonnam Innovation in May 2014 related public support of the arts. This study establishes a conceptual framework based on a review of the existing literature, and analyzes issues and challenges of public agencies relocation. For this, we have conducted the interview with the employees of Arts Council Korea. We analyzed in the perspective of organization internally and externally, we found a improving synergy through the establishment of arts governance. In particular, we suggested redefining the role of the Arts Council Korea in the arts sectors at the macro level, we seek a new role in relations with pubic agencies, universities, private sector in the community through the relocation.
