The purpose of this study is to provide suggestions for setting a specific direction of the housing policy for single-person households in Korea, by understanding the process in which the housing policy for single-person households was introduced and transformed, and the changing patterns of supply types. In addition, it attempts to develop a ground which is helpful for the direction of developing the policy for single-person households and the supply types, by primarily examining the policies and supply characteristics of foreign countries which have underwent a variety of institutional changes. This study investigated the housing policies by periods along with the increase of single-person households, in terms of changes of paradigms, and therefore, reviewed the housing supply types for them. It suggests the following tasks for improving the direction of the policy and the supply types. First, the housing policy for single-person households needs to pay meticulous attention to the quantitatively increased housing supply as well as the qualitative enhancement of housing. Second, it is necessary to introduce differentiated policies for consumers by income brackets and age bands, for the housing security of single person households. Third, the public sector is required to realign the support for the housing of them and introduce a new institution. 본 연구의 목적은 도심 1인 가구의 주거 안정과 주거수준 향상을 위하여 1인 가구 주택정책의 도입 및 변천 과정, 공급 유형의 변화 양상을 파악함으로써 향후 국내 1인 가구 주택정책의 구체적인 방향을 마련하는데 시사점을 주고자 한다. 또한, 우리보다 앞서 1인 가구의 증가에 따라 다양한 제도적 변화를 겪고 있는 해외 사례의 정책 및 공급 특성을 중심으로 살펴봄으로써 국내 1인 가구 관련 정책 및 공급 유형 개발 방향에 도움이 되는 근거를 마련하고자 한다. 본 연구는 1인 가구의 증가에 따른 관련 주택정책을 시기별로 구분하여 패러다임의 변화 측면에서 살펴보고, 이에 따른 1인 가구 주택공급 유형을 검토하였다. 연구 결과를 토대로 1인 가구의 특성을 고려한 정책 방향과 공급 유형 개선을 위한 과제를 제시하면 다음과 같다. 첫째, 1인 가구를 고려한 주택정책은 주거에 대한 양적 공급 확대는 물론 질적 수준 향상에 세밀한 관심이 필요하다. 둘째, 1인 가구의 주거 안정을 위해 소득계층 및 연령대별 수요층을 겨냥한 차별화된 정책의 도입이 필요하다. 셋째, 공공부문에서 1인 가구 주거지원에 대한 재정비와 새로운 제도의 도입이 요구된다.

The study aims to examine the role and operation of architectural centers in European countries, clarify why architectural policy institutions are needed and how they should operate to improve the publicness of architecture in Korea. Several architectural centers in Europe with experience going through various changes were chosen to examine their operation, organizational types, and programs. A comparative analysis was performed on the characteristics of domestic and European architectural centers. The results were used to propose the applicability and promotional tasks for similar domestic institutions. To increase public awareness and promote participation, various programs and efficient systems need to be implemented. Although Korea has mainly focused on research to establish industrial promotion policies related to urban architecture, there have been insufficient interchange and a lack of public functions. Therefore, establishing a specialized, integrated agency like European architecture centers that develop various programs while acquiring political support will help to equip Korea to provide quality architectural and urban designs with technological competitiveness. 우리나라는 최근 국가주도의 건축정책 및 공공건축가 제도 등 건축의 문화적 접근과 공공적 질 향상을 위한 다양한노력을 기울이고 있다. 이에 따라 건축의 공공성 확보와 참여를 위한 건축전문기관의 필요성이 본격화된 시점에서 이미 다양한 변화를 겪고 있는 유럽 내 대표적인 건축전문기관의 운영사례, 조직형태 및 프로그램 등을 살펴보고자 한다. 본 연구에서는 건축의 공공성 향상을 위해 국내외 건축전문기관들이 어떠한 유사성과 차별성을 보이는지 파악하고 이를 비교분석하여 국내 유사기관의 적용 가능성과 추진 과제에 대한 시사점을 제시하고자 한다.
