부품단종관리 효용성 분석을 위한 회피비용 및 총수명주기비용에 대한 연구

근래의 무기체계에서 첨단기술이 차지하는 비중은 점차 커지고 있으며, 빠른 기술발전 속도로 인하여 부품의 수명주기가 단축되고 실정이다. 이에 반하여 무기체계는 소요제기단계에서 운영/유지단계까지 오랜 시간이 소모되는 특성이 있다. 이로 인하여, 불가피하게 획득 단계에서 주요부품의 단종이 발생된다. 부품단종은 양산일정 지연의 지연을 유발할 수 있으며, 나아가 운영유지단계에서는 원활하지 못한 부품 공급으로 운용가용도(Operational Availability)에 나쁜 영향을 미치게 된다. 한편, 사업관리자는 설계, 생산, 운영단계의 총수명주기 비용을 최소화하면서 성능을 극대화할 의무가 있으며, 이를 위해서는 적절한 부품단종관리 계획을 수립하고 이행할 필요가 있다. 본 논문에서는 적절한 부품단종관리를 통하여 절감할 수 있는 회피비용 및 총수명주기비용을 통하여 부품단종관리의 효용성을 분석하였다. The share of advanced technology in modern weapon systems are gradually increasing, and life cycle of components are shortened due to the rapid speed of technological development. On the other hand, the weapon systems have a characteristic that takes a long time in the requirement stage of weapon to the operation and maintenance stage. Due to inevitably, obsolescence of the main components for parts occurs in the acquisition phase. The obsolescence parts could cause delays in mass production schedules, and further adversely affects operational availability due to poor supply of repair parts during in the maintenance phase. However, business managers are obliged to maximize the performance while minimizing the cost of the total life cycle of the design, production, and operation stages. It is necessary to establish and implement an appropriate components and parts of life cycle management plan. In this research, we analyzed the effectiveness of parts obsolescence management through cost avoidance and total life cycle cost that can be reduced through proper parts obsolescence management.

국내 무기체계의 국외 위조 부품 도입 적용 방지를 위한 품질보증 정책 연구

본 연구에서는 무기 시스템의 위조품 적용 방지를 위한 위조품의 관리 방법과 식별 방법에 대해서 알아보고, 위조품 관리 표준과 품질 보증 방법을 제안하였다. 이를 위해서 구체적으로 다음과 같은 3가지 영역에 대한 연구를 수행하였다: 1) 위조품에 대한 일반적인 연구, 2) 해외 구매 부품의 위조품의 관리 방법, 3) 위조품의 품질 보증 방법. 분석한 내용을 바탕으로 위조품 관리 방법, 관리 표준 및 네트워크 구축, 시스템 개선 및 품질 보증 방법 강화 등의 국외 위조 부품 도입 적용 방지를 위한 품질보증 정책 방향을 제안하였다. The purpose of this study is to establish a quality assurance method and managerial standard through management practices and identification method of counterfeit items as measure to eradicate counterfeit items of weapon system. We have performed a study in three significant terms. First, a general study on counterfeit items. In this part, we have described the definition, cause and control need of counterfeit item. Second, management practice of foreign-purchased counterfeit items. Finally, quality assurance methods of counterfeit items. We have proposed the counterfeit items management method, building managerial standard and network, improvement of a system and strengthening quality assurance method.
