블록체인 규제자유특구의 미래 - 경제 도약을 위한 과제

최근 금융산업구조가 급속도로 변화함에 따라 블록체인과 핀테크 관련 규제에 대한 사회적 관심이 높아지고 있다. 본고에서는 최근 규제자유특구로 지정된 부산에서 지속적으로 성장 중인 블록체인 생태계를 분석하고 평가한다. 부산 지역의 핀테크 산업은 발전 초기 단계에 있으나 정부의 지원과 규제 완화, 지역주민들의 협조에 힘입어 글로벌 핀테크 허브로의 부상을 위한 잠재력이 크다. 부산 지역 블록체인 규제와 주요 참여 기업을 포함한 부산 지역 블록체인 사업 현황을 돌아보고 최근 추진 중인 디지털바우처 사업을 소개한다. 부산 지역이 국내 블록체인 산업의 리더로 자리매김할 수 있도록 정책 추진 방안을 고찰해 본다. This paper investigates the blockchain ecosystem that is continuously growing in Busan, which has recently been designated as a special regulatory freedom zone. Although the fintech industry in Busan is in its early stages of development, it has great potential for the rise of global fintech hubs with the aid of government support, deregulation and collaboration among economic agents. We will look back on the current state of blockchain industries in Busan, including blockchain regulations, major participating companies, and introduce digital voucher businesses that are currently being developed. We will consider ways to implement policies so that Busan can become a leader in the worldwide blockchain industry.
