이 글은 북·중 동맹을 제도와 행태 측면에서 고찰하여 두 국가의 동맹관계가 실제적 효력을 상실했음을 입증하려는 시도에서 작성됐다. 1961년 동맹을 체결한 이후 두 국가 사이에 발생한 여러 변화요인 등으로 양국관계의 뚜렷한 변화양상으로부터 동맹관계 역시 무관하지 않다는 취지에서 시작된 것이다. 지금까지 북·중 동맹관계에 대한 기존의 연구는 두 국가가 동맹관계를 유지하고 있다는 ?동맹유지론?과 더 이상 동맹관계가 아니라는 ?동맹붕괴론?으로 구분되었다. 이러한 양분된 주장은 바로 ?북·중 조약이라는 제도는 여전히 유지되고 있지만 공동의 위협은 소멸되어 동맹관계의 행태를 보이지 않고 있는? 모순적 상황에 기인한 것이라고 볼 수 있다. 따라서 이 글에서는 야누스의 두 얼굴과 같은 북·중 동맹을 제도의 행위구속력과 행태의 신뢰성을 중심으로 살펴본 결과, 행위구속력과 신뢰성이 상실된 동맹은 동맹으로서의 실제적 효력을 결하게 되었다는 결론에 도달하게 되었다. This study is to empirically probe the Sino-North Korean alliance in terms of institution and behaviors and to argue that the two parties fail to offer behaviorally substantial evidence that their alliance operates normally. While previous researches on this subject have been focused on the causes and changes of the alliance, this study delineates empirical data that show the alliance lacks sustainable and tangible exchange of behavior although the shape of the alliance is still maintained. In doing so, this paper scrutinizes the Sino-North Korean alliance’s two faced Janus by investigating its institutional constraints and confidence of behaviors. Consequently, the relationship between China and North Korea lacking both institutional constraints and credibility of behaviors can hardly be considered as an alliance.
