급변하는 디지털 전환에 따른 비대면 업무환경 확대로 기업도 생산성과 경쟁력 강화에 대한 압박을 받고 있다. 본 연구는 여러 조직 유형 중 공공기관에서의 일하는 방식 혁신을 위한 디지털 워크플레이스 구현 방안을 탐색해 보고자 했다. 디지털 워크플레이스란 디지털 기술로 일하는 환경 및 방식을 혁신하는 사용자 중심의 최적화된 업무환경을 말한다. 이러한 디지털 워크플레이스 추진 전략 수립 시 필요한 주요인을 거버넌스, 문화, 제도, 기술 4가지로 구분하고, 각 주요인의 하위요인은 거버넌스 하위요인 3개(비전 및 목표제시, 리더십, 관리체계 구축), 문화 하위요인 2개(인식개선, 직원경험), 제도하위요인 4개(인사·복무, 성과평가, 업무처리방식, 지침 및 가이드), 기술 하위요인 5개(원격근무 솔루션, 클라우드 환경, 네트워크, 디바이스, 보안) 총 14개로 설정한 후 AHP 기법을 적용해 전문가그룹을 대상으로 설문조사 후 실증분석을 실시하였다. 기술 도입·적용 투자의사결정을 위해 IPA 기법을 적용하여 기술요소별 현재 수준 만족도와 중요도 분석을 실시하였으며, 응답자의 특성, 데이터의 신뢰성 검증, 항목 간 상관관계, 일반그룹과 전문가그룹 간 비교, 원격근무 경험여부 요인에 따른 응답의 차이 등을 분석하였다. AHP 분석에 따르면 디지털 워크플레이스 구현 시 고려되어야 하는 주요 요인의 우선순위는 기술, 제도, 문화, 거버넌스 순으로 나왔다. 그 중 투자의사결정이 필요한 기술 요인에 대해 IPA 기법을 적용해본 결과 디지털 워크플레이스 구현을 위한 정보인프라 투자 시 중점 개선이 필요한 기술요소는 가상데스크탑, 클라우드 저장소, 무선통신, 이동형 단말기인 것으로 나타났다. 본 연구는 본격적인 디지털 전환과 저출산 고령화 시대 본격 진입하고 MZ세대가 전면에 나서는 만만치 않은 시대 상황 속에 보안 등 제약사항이 많은 공공기관에서 보다 효율적인 디지털 워크플레이스 구현을 위해 필요한 전략 요인 및 기술요소를 제시하였다. Companies are also under pressure to strengthen productivity and competitiveness due to the expansion of the remote working environment caused by the sudden change in digital transformation. In this study, I explore the implementation of digital workplaces for innovation of working methods in public organizations from various organizational types. Digital workplace refers to the creation of an innovative business environment that is optimized for users by innovating the working environment and methods using digital technology. The important main factors to implement digital workplaces are divided into four categories: governance, culture, systems, and temnology. A total of 14 sub-factors were set for the main factors governance(vision and goal presentation, leadership, and management system construction), culture(improving awareness, employee experiences), systems(HR service system, performance evaluation, work processing method, guidelines and guide), and technology(unified communication collaboration solution, cloud infrastructure, network, device, security). The AHP method was applied, the expert group was questioned, and the empirical analysis was carried out. The IPA method was applied to the decision-making of technology investment, and the current level satisfaction and importance of each technology element were analyzed. However, the characteristics of respondents, data reliability verification, correlation between inter-items, comparison between general and expert groups, and differences in answers due to tele-working experience were studied. According to AHP analysis, the priorities of main factors to be considered in implementing digital workplaces are technology, systems, culture and governance. The application of IPA method to investment decision-making technology reveals that virtual desktop infrastructure, cloud storage, wireless communication, and mobile devices are the main technology elements that need to be improved in information technology investment. This study presents the strategic factors and technical elements to realize more efficient digital workplaces for public organizations with many restrictions in the rapidly changing situations such as digital transformation, the era of low birth rates and aging population and MZ generation-oriented.
