문화관광축제가 지역발전에 미치는 영향에 관한 연구 : 1996년 이후의 금산인삼축제를 중심으로

금산인삼축제는 1981년에 지역화합형 축제로 태동하여 1996년에 문화관광축제로 전환한 이후 금산 지역경제의 절대적 비중을 차지하고 있는 인삼약초산업의 발전에 커다란 공헌을 하였고, 지역 주민들의 적극적인 참여와 협력을 바탕으로 문화관광부로부터 6회에 걸쳐 전국 최우수 축제로 선정되는 등 한국의 대표적인 문화관광축제로 성장하였다. 본 연구의 목적은 문화관광축제가 지역발전에 긍정적 영향을 미칠 수 있는 방안을 모색하기 위한 것으로, 문헌조사 등의 선행연구를 통하여 문화관광축제의 개념과 전국의 지역축제 현황 및 금산인삼축제의 생성과 발전과정을 살펴보고 금산인삼축제와 관련하여 주도적인 역할을 하고 있는 그룹인 공무원들과 축제의 최대 수혜그룹으로 알려진 인삼약초상인들 그리고 자원봉사 등을 통하여 축제를 지원하고 있는 그룹인 지역주민들을 대상으로 설문조사와 면접조사를 실시하여 축제가 지역발전에 미치는 영향과 향후 보완 발전방안에 대한 분석을 실시하였다. - ⅰ - 위 방법을 통한 연구결과를 요약해 보면 금산인삼축제는 인삼약초 제품의 판매를 증대시키고 5일장에만 문을 열던 인삼약초시장이 소매기능이 대폭 강화된 상설시장으로 변환하는데 크게 기여하는 등 경제적 측면에서 가장 큰 영향을 미쳤으며 인삼약초의 고장으로서의 지역특색 강화, 지역의 공공디자인 수준 향상, 인삼약초시장의 경관 개선, 인삼약초 유통시설의 확충에도 큰 영향을 미친 것으로 나타났다. 또한 지역의 이벤트 능력 향상, 국제교역 성과 증대, 국내외적인 경쟁력 강화 필요성에 대한 인식 고취 등에도 좋은 영향을 미친 것으로 조사되었다. 반면에 축제장 인근지역과 이외 지역간 상권의 격차가 심화되고, 축제장 인근의 토지가격 급등으로 인삼약초와 관련한 공공시설의 설립사업 추진에 어려움이 가중되- ⅱ -는 등 부정적 영향도 있었던 것으로 나타났다. 또한 공직자, 인삼약초상인, 지역주민 등 축제관련 그룹간에 축제가 지역발전에 미치는 영향에 대한 인식에 차이가 있는 것으로 조사되었다. 조사결과를 바탕으로 다음과 같이 시사점 및 발전방안을 제시하였다. ① 인삼약초 상인들의 축제비용 분담 확대로 축제를 둘러싼 지역의 불만 해소 ② 인삼에 비하여 축제효과가 미약한 약초산업의 진흥방안 마련 ③ 외국인 관광객 유치 확대를 통한 금산인삼약초 산업의 세계화 촉진 ④ 국제행사 등을 활용한 인삼요리의 국제화 ⑤ 지역상권의 격차 해소를 위한 노력 강화 ⑥ 축제에서 민간 역할의 강화를 위한 축제전문조직 설치 결론적으로 이제 국내 축제의 틀을 벗어나 국제적 축제로의 도약을 적극적으로 모색해야 할 시점에 와 있는 금산인삼축제는 앞으로 지역 주민들의 화합을 강화하고 인삼약초 소비 영역을 요리, 미용상품, 기념품 등으로 계속 확대시키는 한편 축제 전문조직 설치를 통하여 외국인 관광객의 유치와 세계 수출시장 개척을 촉진시킬 수 있는 프로그램 개발 및 글로벌 차원의 홍보 강화 등을 적극 추진해야 할 것으로 판단된다. Geumsan Insam Festival has contributed to development of an Insam-herb Industry, which holds the major part of Geumsan economy, since 1996, when the festival was converted into a cultural tourism festival which originally had started as a local harmony-oriented festival in 1981. Moreover, based on active participation and cooperation of local residents, it has grown up as a representative cultural tourism festival of Korea, winning the best festival prize as many as six times bestowed by the Ministry of Culture and Tourism. The purpose of this study is to grope for the solutions that will positively influence development of the region. For it, first, through a pre-study based on documents, a study on concept of the cultural tourism festival, the current state of the local festivals in the whole country and the beginning and development process of the Geumsan Insam Festival was done. Next, surveys and analyses on the festival's effects on the local economy and development schemes were made, intended for the public officials, a leading group in the festival; merchants of the Insam-herb, known as the best benefit receiver group; and the residents, a volunteer group. To sum up the result of the study, Geumsan Insam Festival has most positively affected an economic respect. It has increased the sales of Insam-herb products and contributed to switching the Insam-herb markets which used to open every five days to the permanent markets with retail sales enhanced. In addition, it has greatly influenced the intensification of the area features as an Insam-herb area, elevation in the public design level, improvement in the neighboring environment, and expansion in a distribution facility. This study also has shown that Insam festival has not a little effects on advancement in an event-fulfilling ability, enhancement in an outcome of international trade, and awakening on the necessity of strengthening the competitive power at home and abroad. On the other hand, some negative effects also have been pointed out. A differential in commercial supremacy between neighboring communities to a festival place and other communities has deepened and, due to the increase of the real estate price in neighborhood, Insam herb-related public facility businesses have been faced with difficulty. In addition, a recognition gap regarding the festival's effects on the regional development has been noticed between public officials, merchants, and general residents. Followings are suggestions noteworthy based on the survey result. 1. Solutions for the regional complaints about a festival by expanding division of festival expenditure from merchants of the Insam-herb group. 2. Plans for enhancement of herb business which is relatively weak in terms of festival effects compared to Insam. 3. Promotion for globalization of Geumsan Insam-herb business through the attraction of foreign tourists. 4. Globalization of Insam cuisine hosting utilizing the international events. 5. Efforts to get rid of a gap in commercial supremacy of the region. 6. Establishment of a professional organization for a festival to enhance the role of a private sector. In conclusion, It is time that Geumsan Insam Festival take off as an international festival turning away from the domestic festival. Geumsan Insam Festival should push the program development and global-wide publicity through establishing the festival-professional organization with an effort to enhance the harmony of residents and widen the consumption area of Insam-herb to cuisine, cosmetic products, and souvenirs.
