일본의 재해활동 문헌고찰을 통한 재해피해가능성불안 우선순위 및 대안 도출 - 중요도 분석을 기반으로 -

재해의 경험은 다양한 사회적 갈등을 일으킨다. 따라서 한국과 일본은 재해시기에 따른 정신보건활동에서 피해자의 심리반응과 대응대책 수립방향으로 접근하고 있다. 본 연구의 목적을 이루기 위한 연구방법으로 IPA 중요도 분석을 통하여 사분면 위치에서 개선요인확인과 AHP 계층분석을 기반으로 평가기준의 대안에 따른 중요도 조사연구로 진행되었다. 자료 수집은 경기지역 시민을 대상으로 2019년 10월~12월 20일까지, 2차 조사 2020년 9월 10~30일까지 안전전문가 20명을 대상으로 설문을 하였다. 중점개선 영역에 나타난 요인으로 구조체계붕괴피해가능성, 피난루트피해가능성 등이 확인되었다. 다음은 안전전문가집단의 대안에 따른 가중치 의사결정과정에서 가족안전피해가능성불안과 감염병 피해가능성불안 등을 중요시 하는 것을 확인하였다. 본 연구는 자연재해피해가능성불안보다 인적재해피해가능성불안을 더 불안해하는 것으로 분석되었다. 따라서 재난예방계획 수립시 불안중요도요소가 반영된 계획수립이 필요하다. The experience of disaster causes various social conflicts. Therefore, Korea and Japan approach mental health activities in time of disaster in terms of the victim’s psychological response and countermeasures. In order to achieve the purpose of this research, the IPA importance analysis was conducted as a research method to identify the factors for improvement on the quadrant, and the importance of the alternative of evaluation criteria was examined based on AHP layer analysis. The data collection was conducted on citizens in Gyeonggi Province from October to December 20, 2019, and the 2nd survey was conducted on 20 safety experts from September 10 to 30 in 2020. The possibility of structural system collapse and the possibility of evacuation route damage, etc. were identified as factors for major improvement. In decision-making process on the weights of alternatives of a group of safety experts, anxiety about the possibility of family safety damage and the possibility of infectious diseases, etc. was found to be considered important. This study found that the anxiety about the possibility of human disaster damage was bigger than the possibility of natural disaster damage. Therefore, it is necessary to establish a plan that reflects the importance of anxiety when establishing a disaster prevention plan.
