        Incheon International Airport is becoming a hub in the Northeast Asia region since its opening in 2001. Along with an increasing volume of air traffic, demands for airspace are also increasing significantly. In particular, air traffic delays have been growing rapidly due to an increasing volume of air traffic, specially flying to Europe through China. And therefore, there should be an alternative protocol to prevent flight delays. The main purpose of this study is to review current West Sea Airways of G597/Y64 which contains highly potential problems and to evaluate the efficacy of double-tracked airways in the west sea area.

        One major safety issue of surface operations is the occurrence of runway incursions. Runway incursions are the consequence of multiple operational and/or environmental factors. Human error is known to contribute to almost every runway incursion. One major contributing factor for runway incursion is crew`s lack of situational awareness during airport surface operations, induced by weather considerations, by complex airport factors or by crew technique itself; it is also caused by ATC issues. Various airport factors may affect pilot situational awareness, distract the crew, or lead to crew confusion. The recommendations to avoid runway incursions are manifold; Proper Crew`s CRM/TEM skills, adequate communication technique, proper knowledge of airport surface markings, lights and signs and preparation of preparation of expected taxi out/in routing. Also runway incursion risk assessment on specific airport before flight may lead to aware of risk level and contribute to prevent runway incursion.

        로마조약의 현대화와 쟁점에 관한 고찰 -최근 ICAO법률위원회의 논의를 중심으로-

        The damage to the third parties caused by aircraft in flight shall be fully compensated to the extent that the damage didn`t occur unless the damage is caused by innocent victims. However, related international Conventions limit operator`s liability of compensation to certain levels, which is one of the main reasons that such international Conventions have not been ratified by many aviation leading States. However, international community has agreed, since 9/11, that the accidents caused by terrorists and the protection of the third parties need to be addressed more actively. And the amendment of the related Rome Conventions has been drafted under the ICAO leadership by the special committee that was organized to modernize the related international Conventions. This study addresses the issues related to the draft Conventions, the draft Convention for Damage caused by Aircraft to Third Parties, in case of Unlawful Interference and the draft Convention on compensation for Damage caused by Aircraft to Third Parties. It is expected that it takes considerable time to reach an agreement on all the issues from appropriate apportionment of liability between the government and operator to the details regarding the management of Supplementary Compensation Mechanism. Under the circumstances where the needs for the air transportation as well as threats of terrorism increase, the new international Convention should be prepared taking into consideration the balance between the protection of the innocent third parties and that of air transport industry including air carriers. Along with this, the Repulic of Korea should actively participate in the process of amendment to the related international Conventions to protect the life and property of the people from anticipated damages.

        An airman licensing system is central to the establishment and management of a state`s airman licensing which gives official privileges to a person to perform specific activities by evaluating applicant`s knowledge and proficiency. In recent decades, the level of the domestic aviation industry continues to leap forward and state`s airman licensing system has also been advanced. However, accidents caused by pilot human errors are still occurring. In particular, the pilot occupations require a lot of experience and knowledge and the student pilots receiving the initial flight training have formed their own flight habits based on knowledge, skill, training methods, procedures, etc learned from the flight instructor. This paper discusses possible ways on the improvement for the domestic flight instructor rating by analyzing domestic and international rules and procedures for a flight instructor rating.
