Apple is most favorable fruit in Korea, and apple farmland has been increased before and after the agreements of Uruguay Round and apple is considered as one of strategic agricultural goods. Especially expansion of apple farmland is concentrated in Kyungpook region because of the suitable climate and its market share is about 70 percents in 1992. But in tree age of apple, although newly and replanting area is increasing, the rate of old orchards is higher than that of other regions. In varieties of apple, it is concentrated in Fuji and is forecasted to increase in the future. The amount of apple production of Kyungpook region is 480 thousand tons, that is concentrated in Wui-sung, Young-ju and An-dong. The quantity of apple production per 10a. is 1,315kg, that is low level compared with that of America and Japan, and the gap of technology among farmers is heavily. The difficulties of apple farming in Kyungpook region are summarized as follows. first, the lack of mechanization and facilities due to the small scale of farmland, second, lack of rural labor force, third, concentration on Fuji apple varieties, fourth, low productivity of apple farming.

The purposes of this study are to examine the structural differences between the agriculture of Korea and Japan, to clarify the characteristics of Korean agriculture and to determine the extent of development of agriculture in Korea as compared to Japan, In order to do this, the existing literature research reports and secondary data of both countries were used. The main findings are as follows: 1) The percentages of upland fields have inclined to increase in Japan, while those of paddy fields have increased in Korea. However, the size of cultivated land per farm is about the same. 2) The percentage of part-time household was 85% in Japan, against 22% in Korea. 3) Farm household income was more than non-farm household income in Japan, wherease : 92% was non-farm household income in Korea. 4) The farm mechanization is more advanced in Japan than Korea. In conclusion, Korea legs behind Japan in the following areas : ①Farm mechanization ②the structure of food consumption; ③industrialization and urbanization in Korea progressed more rapidly as compared with Japan; ④industry became overconcentrated in the Seoul metropolitan area.

As a result of the execution of the import liberalization and local autonomy with WTO system launching, centralized rural extension service converted to localized rural extension service. This advent of globalization and localization era affects our over all agricultural condition, moreover the duty and role of rural extension organization which take complete of rural extension, is compelled to diversified and specified technology. In this study, first we will investigate the change of agricultural, rural community, and local rural extension service in globalization and localization era. Second we will analyze the confronted problems of local rural extension service. With this study's outcome for basis, we will present new role and direction of local rural extension service which can contribute to local agricultural development.
