재난복구 시 과제로서 그동안 원주민들의 배제문제가 거론되어 왔고 이에 대해 사회적 경제조직을 매개로 한 복구의 필요성이 제기되어 왔다. 그러나 기존 연구는 자원봉사나 NGO에 초점이 맞춰져 있는 경우가 적지 않은 한편 사회적 경제조직과 위기관리의 관계에 대해서는 비교적 단서적 단계라고 할 수 있다. 이에 본 연구는 동일본 대지진 피해지역을 대상으로 사회적 경제조직의 역할과 지원방안에 대해 분석하고 한국에 대한 시사점을 도출하고자 하였다. 지원방안에 대해서는 특히 공적자금과 민간자금을 비교해 장단점을 부각시키려고 하였다. 분석결과 사회적 경제조직으로서 NPO법인이 기존 행정위주 재난복구의 문제점을 극복하고 있으며, 이를 위해 공적자금과 민간자금이 투입되고 있는 실태가 파악되었다. 공적자금의 경우 규모는 크지만 일회성에 그쳐 지역주민과 사회적 경제조직 간의 관계를 지속적으로 발전시키는데 한계가 있는 한편, 민간자금의 경우 규모는 작을 수 있지만 중간지원조직이 중개역할을 하면서 기부자와 사회적 경제조직 간의 다양하고도 유기적인 협력관계의 발전을 유도할 수 있다. 일본에 경우 NPO법인에 대한 기부에 세제혜택을 부여함으로써 기부문화를 활성화하려고 하고 있다. 이러한 중간지원조직 그리고 기부 인센티브의 중요성이 향후 한국에 대한 시사점으로 도출되었다. The one of the most important role of social economic organization for disaster recovery is to prevent gentrification, minority exclusion and various problems of sustainable development. This study analyzed the role and support system of social economic organization for disaster recovery related with government fund and individual donors at disaster stricken area of East Japan Earthquake. As a result, government fund can provide large scale subsidy but its term is limited. In other hand, donation by individual can build sustainable relationships between social economic organization and regional society includes donors because of the long term supporting system with intermediary organization. In Japan, certificated NPOs and donors can receive tax benefit under some required conditions. Thus it is worth considering to promote intermediary organization and tax benefit law for donor and social economic organization also in Korea.

사회적 경제 네트워크를 통한 로컬푸드 운동의 활성화 방안

본 연구는 로컬푸드 운동의 발전방안을 모색하기 위해 사회적 경제 네트워크라는 관점을 도입하고, 구체적 사례로 충청북도 청주 · 청원지역과 일본 이바라키 지역을 비교분석함으로써 시사점을 획득하고자 하였다. 선행연구 검토를 통해 사례 분석 틀로서 행정 · 기업과의 관계, 전문가 · 일반시민과의 관계라는 두 가지 행위자 관계유형을 구분하였고 각각 비공식 영역의 가시화, 관계의 대등성, 새로운 공공영역의 창출이라는 분석기준을 설정하였다. 사례분석결과, 일본에서는 광역자치단체가 로컬푸드 운동의 인증제도, 기념일, 식생활 교육등에 일정한 역할을 수행하고 있으나 비영리 민간단체 등과의 협력은 초기 단계에 있다. 한편 한국에서는 오히려 사회적 기업, 협동조합, 시민단체 등이 구성하고 있는 사회적 경제 네트워크가 지역과제를 가사화시키면서 로컬푸드 운동을 적극적으로 추진하고 있으므로 향후 지자체가 지원정책을 정비함에 있어 사회적 경제 네트워크와 대등한 관계가 구성되면 로컬푸드 운동에 의한 보다 효과적인 새로운 공공영역과 지역 공감대가 형성될 것으로 전망된다. This study analyzed improvement strategy for local food movement through a social economy network. For this purpose, two cases of Korea and Japan were compared. There are three types of criteria for this analysis: first, visualization of invisible social value, second, equal partnership; third, creativity of new public. The result pointed that local government take roles of visualization of invisible social value through a certificate system, anniversary events and food education programs for local food movement in Japan. An equal partnership between government and non profit organizations which perform for community development and environmental restoration with local food movement are improving toward new public society. On the other hand, local food movement in Korea are based on social economy network includes social enterprises, cooperatives and other third sectors. Thus it is important for the Korean situation to develop an equal partnership between local government and social economy network for building local food system.
