정부의 적극적인 시장 개입을 통하여 공익사업 용지인 산업용지, SOC용지 등을 사전에 저렴하게 비축하여 적기에 공급하는 국가차원의 토지수급관리 목적을 달성하기 위하여 2009년 2월에 제정된 「공공토지의 비축에 관한 법률」에 따라 토지은행이 출범한 지도 5년이 경과되었다. 그러나 토지은행이 출범하기 직전에 글로벌 경제금융 위기에서 시작된 부동산 시장의 하향 안정화 추세와 토지은행 운영 주체인 한국토지주택공사의 재무 유동성 위기와 정부의 지원 부족으로 토지은행사업이 제도 도입 취지에 부합되지 않게 작동되는 등 여러 문제점을 지니고 있는 상황이다. 본 연구에서는 토지은행 사업과 관련하여 공공개발 사업의 추진에 참여 경험을 가진 집단에 대하여 계층의사결정 기법(AHP) 방식의 전문가 조사를 통하여 토지은행 기능의 활성화 방안을 모색하는 데 그 목적을 두었다. 이를 위하여 공무원, 공기업, 민간기업, 학계 등 전문가를 대상으로 토지은행의 주요 재원조달 방법에 대한 중요도와 토지비축 대상사업에 대한 중요도, 토지비축사업에 따른 비용절감 및 기간단축 효과를 조사하였다. 그 결과를 종합해 보면, 토지비축 사업에 따른 비용절감 및 기간단축 효과는 나타나고 있으며 이에 수반하여, 토지은행의 기능 활성화를 위해서는 법령에 규정된 한국토지주택공사 자체의 재원조달에만 의존하지 말고 법령 정비를 통해 정부보조금 제도 도입 등 재원조달의 다원화를 위한 정부의 적극적인 재원확보 노력, 국토종합개발계획과 토지비축계획의 연계성이 강화되도록 국가차원의 토지비축 시스템의 정비 그리고 다양한 토지비축 대상의 확대가 필요하다고 할 수 있다. Five years have passed since the launch of the land banking system based on “Public Land Banking Act” in 2009, which was decided for a national supply and demand management of land with the object of provision at the right time by prestoring inexpensively. However, a trend of stabilizing real estate market, a liquidity crisis of finance of LH - the central operating body of land banking, and the lack of government support, which originated in the global economic crisis right before the launch of the land banking system, cause many problems that do not correspond with the purpose of the system. This study aims to seek for solution for revitalization of the land banking system using AHP method; expert group with participation experiences in public physical development project related to land banking businesses. For this, several things aimed at experts, such as public officials, public enterprises, private enterprises, academia, etc. are examined: the importance of major financing method; the importance of businesses for land banking; effect of cost cutting of land banking; and effect of shortening of period. The results show that to improve the land banking system, instead of relying on LH’s own financing by a land bank reserves, bond issue, etc. by law, modification of the public land banking plan at national level and expansion of various forms of land for land banking are required with the government’s positive effort, such as government subsidies by improving statute.
