소농직불금 지급기준의 적정성 및 소득분배 효과 분석

The purpose of this study is to analyze the adequacy of the current small-scale farm direct payment focusing on small farm criteria and to analyze the income distribution effect of smallscale farm direct payment. The detailed research contents are as follows. First, by using a cluster analysis the adequacy of the small-scale farm direct payments is analyzed. Second, the income distribution effect of small-scale farm direct payment is analyzed. To this end, we conduct a scenario analysis using different size limits and subsidy levels, which were issues at the time of the direct payment system reform. As a result of analysis, the current criteria which is set as 0.5 ha or less fails to match the actual characteristics of small scale farms. In addition, The small-scale farm direct payment was proven to have a positive effect on alleviating income inequality among farm households.

The goal f this study is comprehend the reduction characteristic of the emission gas about the diesel vehicle in which the service time and displacement is high in comparison with small and medium vehicle in the smoke reducing device attachment. The final examination adhered the smoke reducing device of the complex recycle way to the engine mainly mounted in the heavy-duty diesel vehicle and construction equipment and measured the reduction efficiency of the emission gas. And it examined the adaptability about the heavy-duty diesel vehicle of the complex recycle smoke reducing device through the reduction analyze characteristic. Consequently, when adhering of the complex recycle smoke reducing device, the reduction efficiency of PM was exposed to be satisfied with the waste gas regulation.

농업 어메니티의 경제적 가치평가

This study examines consumer’s perception of and willingness to pay for amenity provision function of agriculture in Korea. For the economic valuation of ‘amenity provision function of agriculture’, a non-market good, we reviewed and reclassified the definition of amenity presented in the previous research, and defined ‘amenity’ and ‘amenity provision function of agriculture. We surveyed 500 consumers and found that 82.3% of respondents perceive that amenity provision function is worth maintaining. We also surveyed the willingness-to-pay(WTP) for maintaining and conserving amenity provision function using a multi-alternative question method with the departure tax. 68.8% of the people surveyed said that they are willingness pay additional taxes to maintain amenity provision function. The results show that the consumers would pay 41.22%(4,122 Korean Won) in addition to the current departure tax. The total amounts of WTP for maintaining amenity provision function calculated are 2,128 billion Korean won.

지역사회보건지수의 개발과 한국 사례에 적용

본 연구는 의료서비스의 지역 간 불균형과 의료공급체계의 비효율 및 공공의료 체계의 미흡 등으로 국민의 건강권이 위협받고 있는 현 상황에서 과학적이고 체계적인 방법으로 지역사회의 건강 수준과 보건의료 현황 분석을 할 수 있는 평가체계인 지역사회보건지수(Community Health Index: CHI)를 개발하고, 이를 우리나라 사례에 적용하였다. 분석 결과 우리나라는 지역 간 지역주민들의 건강 수준이 상이할 뿐만 아니라 건강 수준에 영향을 미치는 다양한 건강 결정요인에도 차이가 있는 것으로 나타났다. 이러한 결과는 지난 50년 동안 우리나라 국민의 건강 수준이 전반적으로 향상되어 왔음에도 불구하고, 여전히 이를 개선하기 위한 국가 차원의 방안 마련과 지속적인 노력이 필요함을 의미한다. 지역사회보건지수는 지역사회의 보건 현황 분석 및 진단을 통해 보건의료 자원의 우선 지원이 필요한 지역을 선정하거나, 지역사회 특성을 반영한 건강증진 정책을 수립하는 데 활용될 수 있다. This study was conducted to analyze and diagnose the health status of the community in a scientific and systematic way in the current situation where the health rights of the people are threatened due to regional imbalance of medical services, and inefficiency of medical supply system, We developed the Community Health Index and applied it to the case of Korea. As a result of the analysis, it was found that the health level of the community residents in the region is different and various determinants that affect the health level as well. These results mean that despite the overall improvement of the health status of the Korean population over the last 50 years, there is still a need for creating policy devices and ongoing efforts to improve them. The Community Health Index can be used to select areas that need priority of support for health care resources or to develop health promotion policies reflecting local characteristics based on analysis and diagnosis of health status in the community. In addition, the publicity of the calculated results of the Community Health Index will invoke important health issue in a way of calling for public interests.

농업진흥지역과 비진흥지역의 공익직불금 지급단가 차등의 타당성 및 적정성 분석

The purpose of this research is to analyze on the validity and adequacy of the difference in unit price of Public-interest direct payment system between Agricultural promotion area and Non-promotion area. The findings from the analysis show that the land price of farmlands in the agriculture promotion area are relatively lower than those in the non-promotion area. The difference in farmland prices between the two regions can be interpreted as the effect of lowering the average asset value caused by the designation of the agriculture promotion area. Therefore, the current direct payment system that sets a higher unit price for farmlands within the agriculture promotion area as a financial support measure to lessen the gap due to regulation can be seen as reasonable in terms of equity. Nonetheless, the result of the analysis on the adequacy of the unit price of the direct payment between the agriculture promotion area and non-promotion area based on the present value theory suggests that the unit price for the former is still comparatively low.

공익직불제의 정책효과 분석

The purpose of this research is to analyze policy effects of the public interest direct payment system. The major findings are as follows. First, the income effect under price uncertainty using the Monte Carlo simulation for paddy (rice) agriculture, the public direct payment system was advantageous in terms of the farm income when the market price was maintained at 176,515 won/80kg or higher. In addition, both expected income and income stability decreased compared to the previous direct payment program for rice farms Second, the income distribution effect for paddy and upland fields under different scenarios were conducted by calculating the Gini coefficients. In the case of paddy fields, the income distribution effects of the new program is proven, but is less than the previous direct payment scheme On the other hand, in the case of upland fields, the public-interest direct payment system shows a higher income distribution effect than the former counterpart.

본 연구의 목적은 공익직불제의 주요 내용을 검토하고, 공익직불제 도입 의미와 제도의 성공적인 안착을 위한 과제를 제시하는 것이다. 이를 위해 첫째, 선행연구 검토를 통해 직불제 개편배경 및 논의 동향을 검토하였다. 둘째, 개편 도입된 공익직불제의 기본구조와 주요 내용을 분석하였다. 셋째, 공익직불제 도입의 의미를 고찰하고, 제도의 성공적인 안착과 발전을 위해 해결되어야 할 핵심과제를 제시하였다. 공익직불제는 한국농업의 미래를 결정할 중요한 제도적 변화이다. 따라서 공익직불제는 현실과 충돌하거나 미비한 점이 없어야 할 것이다. The purpose of this study is to review the main contents of the public interest direct payment system, and to suggest the meaning of the public interest direct payment system and tasks for the successful establishment of the system. To this end, first, We review the background of and discussion of the direct payment system reform. Second, the basic structure and main contents of the public interest direct payment system were analyzed. Third, the meaning of the introducing of the public interest direct payment system was considered. The public interest direct payment system is an important institutional change that will determine the future of Korean agriculture. Therefore, the public direct payment system should not have any conflicts with reality or any inadequacies.

경계선 정보를 이용한 다중 해상도 무손실 영상 압축을 위한 예측기법

무손실영상 압축에서 높은 압축률을 얻기 위해 데이터의 예측을 정확하게 하는 것은 매우 중요하다. 본 논문에서는 정확한 예측을 통해 압축률을 향상시키고 다중 해상도 기법을 사용하여 “빠른 미리보기”를 제공할 수 있는 압축 및 복원 알고리즘을 제안한다. 각 해상도의 영상이 단계적으로 처리되며 각 픽셀은 이전 단계의 픽셀 정보를 포함한 주변 픽셀 정보를 이용하여 압축되고 복원된다. 이때, 수평, 수직, 대각 경계선 정보와 평균 및 가중평균 정보를 이용해 예측함으로써 JPEG-LS 보다 3.6%, HINT보다 2.5% 좋은 엔트로피를 가지는 예측 성능을 얻을 수 있었다. Prediction is an important step in high-performance lossless data compression. In this paper, we propose a novel lossless image coding algorithm to increase prediction accuracy which can display low-resolution images quickly with a multi-resolution image technique. At each resolution, we use pixels of the previous resolution image to estimate current pixel values. For each pixel, we determine its estimated value by considering horizontal, vertical, diagonal edge information and average, weighted-average information obtained from its neighborhood pixels. In the experiment, we show that our method obtains better prediction than JPEG-LS or HINT.
