정보기술을 활용한 업무과정 개선방안 : 인천광역시교육청을 중심으로

오늘날의 정부는 컴퓨터와 정보통신기술의 발달로 21세기 정보화, 세계화 시대에 행정환경의 급격한 변화속에서 민간부문뿐 아니라 공공부문에가지 행정업무의 생산성과 효율성을 제고시키기 위하여 저비용·고효율에 입각한 작고 효율적인 기업적인정부, 전자정부, 고객지향적, 성과지향적 정부라는 새로운 패러다임으로의 변화를 요구하고 있으며, 이는 곧 국가경쟁력 향상에 핵심요소라고 할 수 있다. 미국을 위시한 선진각국들은 이미 행정개혁과 정보기술 활용으로 나름대로의 그 비전과 철학을 제시하는 수준을 넘어서 국가경쟁력에 주도권을 차지하기 위하여 적극적인 노력을 기울이고 있다. 우리 정부에서도 몇 차례의 정부의 생산성을 향상시키기 위하여 행정개혁과 행정정보화 사업을 추진한바 있으나, 그 성과는 단위업무 전산화를 통한 업무처리속도의 향상만 시켰을 뿐 적극적인 정보기술의 활용이 이루어지지 않고 기술적인 투자만 이루어져 정작 달성해야할 실질적인 정보인프라구축은 미흡하여 실질적인 업무의 효율성과 생산성을 달성하지는 못하였다. 따라서 본 글에서는 교육행정기관인 인천광역시교육청을 대상으로 행정업무의 효율성을 제고하고, 조직의 환경대응성을 높이기 위한 방법으로 민간부문에서 활발히 논의되고 있는 과정중심적 접근방법을 이용하여 정보기술을 활용한 교육행정의 업무과정 개선방안을 제시하고자 한다. 본 글의 주요골자는 인천광역시교육청에서 추진하고 있는 단위업무를 외부고객(교육수요자, 사회교육기관, 일반시민)과 내부고객으로 나누어 각각의 업무중 4가지 관점에서 중심적이고 의미 있다고 생각되는 업무를 선정하여, 각각의 업무의 특성과 내용, 업무의 현황 및 문제점을 분석하여 이를 토대로 법·제도·업무처리과정측면에서 정보기술을 활용하여 업무과정 개선방안을 논하였다. 그리고 본 연구를 통하여 교육행정기관의 단위 업무에 대한 실증적인 분석을 통해 나름대로의 업무과정상 나타나는 문제점을 지적하여 그 개선방안을 제시하는데 노력하였고, 아울러 정보기술을 활용한 업무과정 개선방안에 대하여 보다 많은 후속적인 연구가 필요하다. Due to the development of computers and informational communication skills in the rapid changes of administrative circumstances, the current government is required to have new paradigms in order to improve productivity and efficiency with low-cost and high-efficiency for both non-governmental and governmental areas. This new paradigm is said to be the core element for international competence. Many highly advanced countries such as the U.S. try to make every effort to take the leadership in the international competitions, with administrative innovations and informational technologies. Similarly, the Korean government has also tried administrative innovations and information to improve governmental productivity, but it only resulted working-speed improvement by use of unit-working electron computation Because of mere technical investment without the application of informational technologies and also lacking practical information-infra, the Korean government has not achieved substantial efficiency and productivity. In connection with this, this paper tries to suggest the ways to improve educational administration with the use of process-oriented approach method to meet the needs of organizational correspondence. This paper also explains working-process improvement using informational technologies by dividing unit works into external and internal customers, based on the analysis of each work's characteristics, content, current status, and the point at issue. This study tried to point out working-process problems proved by the practical analysis of educational administration unit work and to suggest many ways to get over the problems mentioned above.Therefore, further studies utilizing informational technologies to improve working-process are needed.
