In this study, the effects of district cooling on the peak load reduction of electricity and demand management in the summer were analyzed. The cooling load ratio of the summer season was estimated from climate data, and the cost reduction by the replacement of power plant with spread of district cooling was predicted. In addition, the peak load reduction and the replacement effect of the electricity generation were presented based on the district cooling propagation plan and the supply and demand program of natural gas.

The heat transfer and pressure drop characteristics of CO₂ are substantially different from those for CFC and HCFC refrigerants. In addition, geometric effects on two-phase flow patterns of CO₂ are also very significant in many respects. Therefore, two-phase flow patterns of CO₂ in a narrow rectangular channel or a small diameter tube whose gap size or hydraulic diameter is less than 2 mm are very important to understand heat transfer characteristics and to develop an appropriate heat transfer correlation. In the present study, the evaporation process of CO₂ in a narrow rectangular channel is visualized at various test conditions, and then the effects of operating conditions are analyzed.

지구온난화와 오존층 파괴와 같은 환경문제가 대두됨에 따라 국제협약에 의하여 기존 냉매의 사용이 제한되면서 전 세계적으로 자연냉매의 연구가 활발히 진행되고 있다. 그 중에서 CO₂는 열역학적 물성치가 우수하고 기존 냉매에 비하여 오존층파괴지수(ODP)와 지구온난화지수(GWP)가 낮아 환경친화적 대체냉매로 사용하기에 적합하다. 따라서 본 연구에서는 기존 냉매와 다른 CO₂의 열전달 특성 및 CO₂를 적용한 열펌프의 성능특성 및 향상에 관해 고찰하고자 한다. CO₂ 냉매는 마이크로 채널에서 표면장력의 영향이 크고 열유속이 질량유속보다 열전달에 미치는 영향이 상대적으로 컸으며 수력직경이 감소할수록 이상유동에 의한 마찰압력강하의 영향이 점차 감소하였다. 가스인젝션 사이클의 성능실험 결과, 인젝션에 의해 압축기 토출온도의 저감 효과와 저온외기조건에서 시스템의 난방능력 및 COP의 향상이 가능함을 확인할 수 있었고 또한 CO₂급탕 시스템의 성능실험 결과, EEV 개도와 급수유량을 최적화시킴으로서 각 실외온도에서 가정용에 적당한 온수를 안정적으로 얻을 수 있었다.

The Account Book of Chicken Receipt and Expenditure(雞出入簿) is a book that summarizes the status of export, import, and purchase of chickens made in Xuanquanzhi(懸泉置) in the 4th year of Yuankang(元康)(62 B.C.). A total of 88 chickens were brought into the Xuanquanzhi during the year, consisting of 57 chickens provided by senior government and 31 chickens purchased directly. In the book, only 19 out of 88 chickens were taken out, all of which were officials and their attendants on official business trips. It is unclear how 69, or 80%, of the total consumption of 88 chickens recorded on the book were consumed. From the end of the Qin Empire to the beginning of Han Empire, there were clear rules for providing meals to officials and their attendants on business trips, but meat was not provided. These were messengers(使者) and their servants(從者) sent by the ministers of the central government below the emperor, and they were provided with a meal comparable to their representatives. And these chickens may also have been provided to large Han and foreign envoys. There are other possibilities that this chicken could be consumed inside Xuanquanzhi, and there are sacrifices and royal bounties. Only a small number of animals would have been offered at the sacrifices, and royal bounties were for the people, excluding the officials of Xuanquanzhi. The book tells the reality that the necessary livestock could be supplied by the government and the private sector according to the regulations and demand in the westernmost part of the northwestern frontier of the Han Empire.

이 글은 재외동포정책의 역사적 평가와 향후 과제를 제시하고 있다. 재외동포정책의 부재 시기를 지나 1960년대부터 추진된 산업화의 맥락 속에서 재외동포정책은 태동되었고, 재외동포의 교육과 모국방문 지원으로 구체화되었다. 1990년대의 세계화와 탈냉전은 재외동포사회의 성장을 가져왔고, 재외동포정책 수립의 기반이 되었다. 문민정부는 포괄적인 재외동포정책을 수립했으며, 국민의 정부와 참여정부 시기에는 재외동포사회의 요구를 토대로 재외동포정책을 구체화함으로써 재외동포정책의 질적 발전을 이루었다. 구체적으로 문민정부는 ‘신교포정책’을 수립하고, 재외동포 지원기구로 재외동포재단을 설립했다. 국민의 정부는 재외동포정책의 법제화의 결과인 <재외동포법>을 제정하고 시행했다. 참여정부에서는 한민족 네트워크 구축, 소외 지역 재외동포 지원사업, 취업기회 확대 등을 적극적으로 추진했다. 이후 재외동포의 모국정치 참여를 제도화한 재외국민선거제도가 도입되었다. 이들 재외동포정책들은 정책수립 이후 부분적 변화 속에서도 지속성을 가지고 유지되어오고 있다. 연구에서는 재외동포정책의 발전을 위한 과제를 제기하고 있다. 첫째 재외동포사회의 요구에 기초해 재외동포정책의 결정과 시행 관련 조직과 효율성에 대한 재검토가 필요하다. 둘째 재외동포사회는 2세대와 3세대의 성장이 두드러지게 나타나고 있다. 따라서 재외동포 차세대에 대한 정책이 구체화되고 발전되어야 한다. 셋째 재외동포 공동체간 교류를 증진시킬 수 있는 재외동포 중심의 초국가적 네트워크 강화가 필요하다. 넷째 재외국민선거제도는 재외국민의 참여증진을 위해 지속적으로 개선되어야 한다. 다섯째 중장기적 관점에서 재외동포정책이 수립되어야하며, 정책에 대한 평가와 환류체계도 구축되어야 한다. The purpose of this article is to review the establishment and development of overseas Koreans policy and to make suggestions for the advancement of overseas Koreans policy. There had been programs of education and home country visiting for overseas Koreans in the 1960s and 1970s. In the circumstances of globalization and the Post-Cold War, the Korean government had established comprehensive overseas Koreans policy and the Overseas Koreans Foundation in the 1990s. The next Korean governments enacted the law on overseas Koreans, supported the formation of overseas Koreans network and expanded job opportunity for overseas Koreans. The overseas Koreans election also has been enforced. This research presents suggestions for development of overseas Koreans policy. First, there will be the reexamination of organizations and effectiveness in regard to overseas Korean policy. Second, the establishment of new policy on the young overseas Koreans is needed. Third, transnational networks by overseas Koreans have to be extended and strengthened. Fourth, the overseas Koreans election system need to be revised on the basis of overseas Koreans claims. Fifth, there need to form long term overseas Koreans policy and establish evaluation and feedback system of the policy.

화력발전용 보일러 튜브 2.25Cr-1.6W 강의 용접부 균열에 대한 손상해석

As the steam temperature of thermal power plant boiler is increasing, the use of 2.25Cr-1.6W steel is prevalent in tube of superheater and reheater section. Yeonghung thermal power plant that has the superheater and reheater of 2.25Cr-1.6W steel has experienced weld metal cracks. 2.25Cr-1.6W steel is very sensitive to stress relief crack because it contains molybdenum(Mo) and vanadium(V) elements. As result of failure analysis of cracked sample tube, crack begins in heat affected zone or weld metal and propagates inter-granular. It is identified that the mechanism of the crack in sample tube is stress relief crack. The causes of crack are post welding heat treatment and stress concentration. To avoid crack of 2.25Cr-1.6W steel welding, post welding heat treatment should not be conducted and tube is designed to minimize the stress.
