본 연구는 남북한 접경지역의 평화적 이용에 대한 지역개발 및 통일기반조성차원에서 교류협력지구를 선정하고 이를 중심으로 협력이 가능한 협력사업을 선정 추진하는 방안을 모색하는 등 남북이 평화와 번영으로 나아가기 위한 평화적인 이용방안을 제시하는데 목적을 두고 있다. 이를 위한 기초 작업으로 접경지역에 대한 일반적인 개념과 유형 등 이론적인 부분을 고찰하여 이해를 높이고, 나아가 우리나라 남북한 접경지역에 대한 공간적인 특성과 잠재력을 분석하여, 남북한 간 교류와 협력의 가능성을 분석 협력방안을 제시하였다. 남북한 군사력이 집중되어 있는 접경지역에서 평화적인 교류협력을 추진하기 위한 협력지구 및 사업의 선정 작업은 무엇보다도 남북한 공동 이익의 증진과 국토자원의 보전, 나아가 항구적인 평화의 정착에 중점을 두고 추진하는 것으로 기본방향을 설정하였다. 교류협력지구의 선정은 남북이 상호접근할 수 있는 육상의 비무장지대 인접지대와 한강하구 접경지역을 대상으로 하여 평가하고, 특히 접경지역의 생태계보전과 군사적상황 등을 감안하여 남북이 상호 접근하기에 편리하고 기반시설의 여건과 지역 중심성, 대외중추기능 등의 조건을 갖춘 비무장지대 인근접경지역에 설정하였다. 이러한 분석을 종합하면 파주시의 장단지구, 철원군의 철원읍지구, 고성군의 현내지구가 남북협력지구로 개발할 수 있는 잠재력이 높은 지역으로 평가되었다. 협력사업 선정은 남북이 긴급하게 풀어가야 할 사안, 남북한 상호 경제적 이익 창출, 비무장지대 및 접경지역의 자연환경의 보전, 협력가능성과 파급효과 등을 기준으로 하였다. 높게 평가된 주요 협력사업으로는 자연환경의 보전 및 복구, 자연재해 및 환경오염 공동대처, 자연자원의 공동이용, 남북교통망 복원, 농업용지의 공동 활용 등이다. 남북접경지역 평화적 이용을 위한 교류협력지구 설치 및 교류협력사업의 추진은 남북한 상호신뢰가 형성되어야 하며, 이를 위한 막대한 재정적 조달과 안전보장, 이를 보장하기 위한 남북한 상호 제도적 장치가 마련되어야 할 것이다. This study aims to suggest concrete plans on inter-Korea cooperation such as the cooperative use of resources in the border region, preservation of the natural environment, cooperation area designation, and cooperation projects toward the appropriate and rational utilization of national territory and peace settlement with strengthened foundation of inter-Korea interchange and cooperation. This study has two objectives. The first objective is to examine the potentials and the spatial structure of the border region as a means for the peace and trade promotion between North and South Korea. The second objective is to select specific regions and functions that can be developed for peace and cooperative projects. Major contents of the study are divided into three parts. The first part is a theoretical approach of development and the utilization of the border region. The second part is the analysis of the conditions and potentials of the border region for trade promotion between North and South Korea. The third part is related to the selection of regions for peace and cooperative trade. The selection of regions is based on the comprehensive assessment, with emphases on infrastructure, status on regional hierarchies, and socio-political circumstances. The regions that were chosen are Paju, Chorwon and Goseong along the DMZ. The last part is the directions of utilization of selected regions, depending on the location of each region. The selected projects included the preservation and rehabilitation of the natural environment, preparation for environmental disaster and pollution, the utilization of marine and mineral resources, reconnection of traffic network between South and North Korea, and the joint-utilization of agricultural land. For institutional support for these cooperative projects in the border region, the limitations of present system are analyzed and relevant institutions and systems are suggested.

Whiplash injuries by rear end collisions have been issued due to a lot of insurance claims. To appeal their products to customer, most of car makers is making efforts to develop systems to protect passengers from these injuries. An experimental study of seat design methods to prevent whiplash injuries is conducted. Several engineering design parameters are considered, which affect the performance of protection from whiplash injuries.

본 연구는 현장 자료를 중심으로 태백지역의 민요의 전승현황을 살펴보았다. 여기에서는 현장조사를 통해 수집한 민요를 노동요와 의식요, 그리고 유희요로 나눠 정리하였다. 이들 민요 가운데는 여타의 다른 민요에 비해 유희요가 상당히 많은 수가 전승되고 있음을 알 수 있었다. 이들 민요 가운데는 기존에 소개된 것도 있으며, 조사과정에서 처음으로 소개된 것도 적지 않다. 오늘날까지 전승되고 있는 태백지역의 민요를 살펴보는 과정에서 태백지역 민요가 지닌 몇 가지 특징을 발견할 수 있었다. 어떤 관점에서 살펴보느냐에 따라 다른 내용이 있을 수 있으나 연구자는 크게 네 가지 내용으로 정리할 수 있다. 첫째, 태백지역에서 전해오는 노동요 자료는 많은 자료가 조사·보고되지 않았지만 조사된 자료를 보면 산간지역이라는 태백의 지역적 특성이 반영된 노동요가 많음을 알 수 있었다. 대표적인 노동요인〈목도소리〉, 〈갈풀썰기소리〉등이 그것이다. 둘째, 태백지역의 민요 가운데서는 태백지역에서 유독 집중적으로 분포되는 민요가 많다. 이 점은 바꿔 말하자면 이들 민요와 달리 여타의 민요들은 다른 지역에 비해 많이 보이지 않는다는 특징이라 할 수 있다. 태백지역에서 강세를 보이고 있는 민요는 사시랭이와 갈풀썰이와 아리랑이다. 셋째, 태백지역에서 전승되는 민요는 문화적인 맥락, 특히 강원도 문화권에서 볼 때 영동문화적 성격이 강하다는 특징을 지닌다. 태백지역에서 전승되는 아리랑에서 특히 이러한 사실이 확인된다. 넷째, 태백지역 민요가 지닌 특징은 촌스러움과 거침이 묻어나는 것이다. 또한 태백지역의 민요, 특히 태백지역의 아리랑 정선 쪽보다는 소리의 속도가 비교적 빠르다. 광산으로 인하여 먹고 살기가 나아지며 생긴 거 같다. 그리고 태백지역의 민요는 다른 곳처럼 그렇게 애절하지는 않다. 유희적 성격을 지닌 민요가 많으나 광산과 관련하여 일의 고단함과 내일의 암담함 현재의 처지를 한탄하는 유희요소가 많다는 것이다. This study was intended to analyze the succession status of Taebaek region"s folk songs focused on the survey data. Folk songs gathered from the field survey were sorted into the work song, rite song and play song. Many of these folk songs are the play songs compared to other folk songs. It could be known that many play songs have been succeeded. Some folk songs were already introduced and have been first introduced during the survey process. In a course of analyzing Taebaek region"s folk songs which have been succeeded up to now, there were several characteristics in Taebaek region"s folk songs. Depending on perspectives, there are the diversity of contents. Then four characteristics of Taebaek region"s folk songs are summarized as follows. Firstly, information on the work songs from Taebaek region has not been analyzed and reported a lot, but it can be known that Taebaek region"s work songs contain Taebaek region"s characteristics as a mountain area. The representative work songs are 〈Mokdosori〉 and 〈GalpulSseolgi Sori〉. Secondly, among Taebaek region"s folk songs, many folk songs are intensively distributed in Taebaek region. In other words, there are not many folk songs other than the above Taebaek region"s folk songs. The folk songs from Taebaek region are mainly Sasirengyi, GalpulSseolyi and Arirang. Thirdly, folk songs from Taebaek region have the strong cultural aspect of Yeongdong in the cultural context, especially Gangwondo culture zone. Such the fact can be shown in Arirang of Taebaek region. Fourthly, Taebaek region"s folk songs contain the countrylike and rough mood. Also, they have relatively faster speed than Arirang Jeongseon of Taebaek region. It seemed to be produced as people got better owing to mining. These folk songs are not sad compared to other region"s folk songs. Many of them contain the amusement characteristics. There are many amusing factors to complain the hard working and the tomorrow"s gloom and the present situation in relation to mining.

DMZ는 정전협정에 의해 설정된 완충지대로 남북한 군대간의 충돌을 방지하기 위한 목적으로 설치한 지역이다. DMZ의 평화적 이용에 대한 논의는 지난 70년대 초부터 남북한과 국제사회를 중심으로 다양한 방안을 모색하기 시작하였다. 본 연구는 한반도 중앙지대에 설치된 DMZ를 중심으로 하고, 주변 남북한 접경지역의 역사·문화자원과 우수한 생태계를 연계한 DMZ 세계평화공원 조성에 대한 방향을 제시하는 데 목적을 두고 있다. DMZ 세계평화공원 조성의 기본 방향은 정전협정에 의해 설정된 DMZ의 전체지역을 세계평화공원으로 이용한다는 전제하에 출발하였다. 따라서 한반도 중앙지대를 가로지른 DMZ의 지리적 특성과 자연환경 그리고 역사적 상징성을 중시하여 권역을 나누었다. DMZ 세계평화공원 조성을 위한 후보지 선정의 기본방향은 남북한 평화의 창출과 자연환경의 보전 그리고 역사·문화자원의 보존에 중점을 두고 선정하였다. 특히, 생태자원이 우수하며 생물다양성이 풍부한 지역, 역사적 유적과 문화자원이 소재한 지역, 남북이 상호 접근하기에 편리하고 기반시설과 중심성 등을 중점으로 하여 기준을 설정하였다. DMZ 세계평화공원 추진전략은 우선, 남북한 평화와 화합의 상징성이 가장 높은 지역부터 세계평화공원 조성을 시작하고, 점차 남북한의 평화와 화합 그리고 교류협력이 활성화됨에 따라 지역별로 특성 있게 확대해 나아가도록 계획하였다. 이에 따라 지역특성별 핵심권역은 서해연안권역, 서부권역, 중부권역, 동부권역으로 구분하였다. 각권역내 DMZ 핵심지역을 중심으로 동서와 남북으로 확대하여 나아가 최종적으로 DMZ 전체면적을 세계평화공원으로 조성하도록 방향을 제시하였다. The purpose of this study is to present the directions for the establishment of the DMZ World Peace Park, centering on DMZ and its surrounding Border Areas of the two Koreas in the central region of the Korean Peninsula and linking the historical and cultural resources and the excellent ecosystems in the region. The basic direction of the DMZ World Peace Park creation is based on the assumption that the entire DMZ region set up by the Armistice Agreement will be designated as the park. Therefore, we divided the region by focusing on the geographical characteristics, natural environment, and historical symbolism of DMZ which traverses the central region of the Korean peninsula. Selection of candidate sites for DMZ World Peace Park was conducted in a manner that envisions ushering in peace between the two Koreas, conserving the natural environment, and safeguarding historical and cultural resources. In particular, preferences were given to such areas endowed with excellent ecological resources and rich biodiversity, boasting historical heritage and cultural resources, having convenient access from both sides, being close to infrastructure, and/or taking on the role of local centers before the division of Korea. Strategies for creating the DMZ World Peace Park are as follows. The first sites of the Park are established in the sites where the symbolism of peace and harmony between the two Koreas are the most apparent. Then the Park is gradually expanded to adjacent areas as the peace and harmony of the two Koreas are enhanced and the exchange and cooperation between the two countries are stimulated. Accordingly, four core regions are designated as west coast region, western region, central region, and eastern region according to local characteristics. The initial Park sites in each region are expanded from east to west, from south to north, centering on the core regions, which ultimately converts the entire DMZ into the World Peace Park.
