작은도서관 운영실태 분석을 통한 활성화 방안에 관한 연구

This study attempts to diagnose the trend of operation of small libraries and suggest direction for promoting them through a fact-finding survey on small libraries. According to the study results, it was important to make efforts for improvement such as reflecting the trend of increasing number of small public libraries and apartment libraries of small private libraries, enhancing substantiality of small libraries, human resource allocation for enhancing professionalism of running libraries, introducing activation measures that can consider the current operation situation of public and private libraries, establishing cooperative system between public and small libraries and enhancing accuracy of statistics data. As for the ways of promoting small libraries, change of direction toward qualitative operation support rather than quantitative increase, attempts to stabilizing operation of public small libraries, enhancement of specialty of private small libraries and establishment of cooperative system, strengthening of legal standard for small library and induction of corporate participation through campaigns were suggested. 본 연구는 작은도서관의 운영 실태조사를 통해 작은도서관 운영의 흐름을 진단하고 운영의 활성화 방안을 제시하는데 목적이 있다. 연구결과, 공립작은도서관과 사립작은도서관 중 아파트 도서관 증가 추세 반영, 작은도서관의 내실화 방안, 도서관 운영 전문성 향상을 위한 인력 배치, 공․사립도서관의 운영현황 차이를 고려한 활성화 대책, 공공도서관과 작은도서관의 협력체계 구축, 통계데이터의 정확성을 증대시키려는 노력이 필요한 것으로 나타났다. 작은도서관 활성화 방안으로 양적인 조성보다는 질적인 운영지원으로 방향의 전환, 공립작은도서관의 운영의 안정화 노력, 사립작은도서관 전문성 향상 및 협력체계 구축, 작은도서관 법적기준의 강화, 작은도서관 캠페인을 통한 기업 참여유도를 제시하였다.

유니버설디자인 원리에 기초한 공공도서관 서비스의 보편성 평가지표 개발

오늘날과 같이 방대한 정보에의 접근 및 이용이 가능한 정보사회에서 공공도서관이 다양한 유형의 이용자에게 원하는 정보를 제공하기 위해서는 보편성 측면에서 유니버설디자인 원리를 적용한 서비스의 제공이 필요하다. 이에 본 연구는 공공도서관이 본래의 목적에 부합하는 서비스를 제공하고 있는지를 평가하기 위해 6개 평가영역, 10개 평가항목, 41개 평가내용으로 구성된 유니버설디자인 원리에 기초한 공공도서관 서비스의 보편성 평가지표를 개발하였다. 그리고 41개 평가내용에 대해 유니설디자인 적용의 5요소인 '보편성, 편의성, 인지성, 안전성, 경제성' 중 평가지표의 특성에 따라 적용 가능한 요소를 설정하였다. For public libraries to deliver appropriate information to various types of users in information society that allows people to access and use a variety of information, it is necessary to provide services applying the universal design principles in terms of universality. The purpose of this study is to develop the evaluation indicators for universality of public library services, which apply universal design principles to evaluate if public libraries provide appropriate services that meet their original purpose. The final 'Evaluation Indicators of Universality of Public Library Services' consist of six evaluation areas and 41 evaluation contents in 10 evaluation items. Each evaluation content is categorized into a relevant factor among five universal design applicable factors (Universality, Convenience, Recognition, Safety and Economic Feasibility) according to its characteristics.

광역도서관위원회 운영실태 분석을 통한 활성화 방안 연구

이 연구에서는 지역도서관 정책 추진에 따른 주요한 역할을 수행해야 하는 광역도서관위원회의 운영 개선을 위해 지역도서관 정책의 중심축에 따라 두 가지 개선 모델을 제안하였다. 제1안의 모델은 본청 내 도서관 정책부서 중심으로 광역도서관 정책 추진에 따른 광역도서관위원회 도서관 정책 심의 기능을 강화할 수 있도록 제안하였으며, 제2안의 모델은 광역대표도서관 중심의 지역도서관 정책 추진에 따라 광역도서관위원회는 정책 거버넌스 역할을 하도록 제안하였다. 제안한 광역도서관위원회 운영 개선 방안의 실효성 있는 추진을 위해서는 제2안에 따라 「도서관법」에서의 광역도서관위원회 기능과 위원장 및 부위원장에 대한 격상이 필요하다. 그리고 광역지방자치단체별 광역도서관위원회 운영에 관한 사항에 관하여 표준화된 자치법규로 규정될 수 있도록 표준 자치법규(안)을 제안하였다. This study proposed two improved models, depending on each central axis of local library policies, to improve the management of the metropolitan library committee which should play an important role in pursing the policies. The model of draft 1 suggested that the metropolitan library committees’ library policy deliberative functions be reinforced for pursuing metropolitan library policies, around the department of library policy in each central office. The model of draft 2 suggested that the metropolitan library committees play a role in the policy governance, in pursuing the metropolitan representative libraries-based local library policies. In order to efficiently pursue the proposed improvements of the management of the metropolitan library committees, the functions of the metropolitan library committees and each status of the chairmen and the vice chairmen, which are stipulated by 「Library Act」 need to be elevated, according to the draft 2. Then a local laws and regulations (draft) was proposed to stipulate matters concerning the management of metropolitan library committees by metropolitan municipalities, based on the local laws and regulations.

공공도서관의 독립출판물 장서운영 현황 조사 연구 - 서울․인천․경기 지역을 중심으로 -

In accordance with the recent expansion of collection operation of independent publications through public libraries, this study conducted a status analysis on independent publications collection in public libraries and in-depth interviews with staff in charge of independent publications in order to suggest ways to effectively manage independent publications. As a result, it was deduced that the measures needed for effective management of independent publications are construction of joint cataloging system for building and sharing independent publications catalog in public libraries; platform for collecting various information of independent publications; support for ISBN, ISSN, CIP issuance of independent publications; and improvement of distribution system. 최근 독립출판물에 대한 사회적 관심과 이용자 요구의 증가로 공공도서관을 통한 독립출판물의 장서운영이 확대되고 있다. 그러나 공공도서관에서는 독립출판물의 다양한 형태 사항과 서지정보 제공의 부실 등으로 인하여 장서로 운영하는 데에 어려움을 겪고 있다. 이에 공공도서관에서 독립출판물을 효과적으로 관리를 할 수 있는 방안을 제시하기 위해 공공도서관의 독립출판물 장서 현황 분석과 독립출판물 담당자와의 심층인터뷰를 진행하였다. 그 결과 독립출판물을 효과적으로 관리할 수 있는 방안으로 공공도서관 독립출판물 목록 구축 및 공유를 위한 공동목록시스템 구축, 독립출판물의 다양한 정보를 수집할 수 있는 플랫폼, 독립출판물의 ISBN, ISSN, CIP 발급 지원, 유통시스템의 개선이 필요한 것으로 도출되었다.

공공도서관 장애인 서비스에 관한 이해 관계자 요구 분석 연구

The purpose of this study is to suggest how to improve the public library service for the disabled, by analyzing stakeholders’ needs for it. To this end, it analyzed stakeholders’ needs, by conducting an analysis on the current condition of the public library service for the disabled, and IPA on and FGI with the disabled, beneficiaries of the service and service provides, employees in charge of it. The findings show that the current condition of the public library service for the disabled is very poor in terms of disabled users, budget for the service for the disabled and special data for the disabled. For the analysis on the needs for the service for the disabled, the results of IPA suggest that it is necessary to improve relevant policies and manage integrated programs reflecting users’ needs, and those of FGI indicate that perceptions on disability need to be improved among the disabled, the non-disabled and employees, and that the usage guidance and publicity are required for disabled users to generally use the public library service. 이 연구는 공공도서관 장애인 서비스와 관련한 이해 관계자를 대상으로 요구 분석하여 개선 방안을 제언하는데 목적이 있다. 이를 위해 공공도서관 장애인 서비스 현황 분석과 공공도서관 서비스 수혜자인 장애인과 서비스 제공자인 담당 직원을 대상으로 IPA 분석과 FGI를 진행하여 이해 관계자 요구 분석을 하였다. 그 결과 공공도서관 장애인 서비스 현황에서는 장애인 이용자, 장애인 서비스 관련 예산, 장애인용 특수자료 등에서 매우 열악한 수준으로 나타났다. 공공도서관의 장애인 서비스 요구 분석에서는 IPA 분석 결과 정책 차원의 개선과 이용자 요구를 반영하여 통합형 프로그램 운영이 필요한 것으로 나타났으며, FGI 분석 결과에서는 장애인과 비장애인 그리고 직원 등 상호 간의 장애인식 개선이 필요하며, 공공도서관의 서비스를 장애인 이용자도 보편적으로 이용할 수 있도록 이용 안내와 홍보가 필요한 것으로 나타났다. 이러한 결과를 바탕으로 공공도서관 장애인 서비스 개선을 위한 기본 방향을 다음과 같이 제안하였다. 첫째, 공공도서관 서비스 대상으로서 ‘장애인’을 핵심 이용자 계층으로 수용, 둘째, 장애 유형별 다각화한 맞춤형 서비스 개발, 셋째, 보편적 공공도서관 서비스에 기반한 장애인 서비스 디자인 적용의 필요성과 유니버설디자인을 적용한 방향으로의 전환이다.

従属節の外形的な要素における「という」の使用可否

본고는 연체절에서 나타나는 「という」와 「다는」이 종속절의 외형적인 요소에 있어서 사용여부가 어떻게 다른지에 대해 분석을 시도하였다. 테라무라(1992)는 「という」구문의 진술도 레벨을 5단계로 나누고, 종속절의 진술도가 높으면 높을수록 「という」는 사용되며(레벨1), 진술도가 낮을수록(레벨5) 사용되지 않는다고 지적하고 있다. 실제예의분석 결과, 추량을 나타내는 모달리티 형식에서는 주절의 주체에게 있어서 종속절의 사태가 확언할 수 없는 경우, 「という」의 「사용」이 보였으며, 추량가능한 정보이면 「という」가 아닌 다른 형태(연체절을 취하지 않는)로 나타나고 있었다. 또한, 어떤 사태에 대해 확언할 수 있는 단정표현의 「ダ」가 종속절의 술부에 위치할 경우, 종속절의 형태를 보면 명사와 형용동사라는 두 가지 형태가 전접(前接)하고 있는 것을 알게 되었다. 명사가 전접할 때는 외형적인 성질에 따라서 진술도가 높아지며, 「という」를 사용하고 있는 것이 검증되었다. 이러한 진술도와 종속절의 외형적 요소에 대한 분석을 「다는」에 적용시켜 보면, 종속절의 진술도의 정도에 따라서, 진술도 레벨의 고저에 관계없이, 「다는」은 사용 빈도가 높다는 것이 검증되었다. 하지만, 일본어에서는 모달리티 형식이 종속절에 나타나면 「という」가 「사용」되는 것에 반하여, 「다는」은 모달리티 형식에서도 「불사용」되거나, 「ダ」에 대응하는 「이다」와 「하다」가 「인」, 「한」과 같이 활용되기 때문에 「다는」은 불사용 되고 있다는 점이 다르게 나타나고 있었다.

작은도서관 운영평가 지표 개선에 관한 연구

기존에 개발되어 활용되고 있는 평가지표는 비효율적 배점 구성과 실제 작은도서관 환경과 괴리된 평가항목 및 세부지표 그리고 작은도서관 정책 마련에 필요한 기초자료로서 가치 미비 등의 측면에서 개선할 필요가 있다. 따라서 피평가자인 작은도서관의 요구를 반영하여 정량평가에 의한 계량적 평가뿐만 아니라 작은도서관의 기본적 목적과 가치를 평가할 수 있는 정성적 평가를 포함하는 작은도서관 운영평가 지표(안)을 제안하였다. 제안한 작은도서관 운영평가 지표(안)은 평가방법 및 세부지표의 평가척도 다변화를 통해 작은도서관 자체 운영점검과 수준을 가늠할 수 있는 자기점검을 위한 평가가 되도록 하였다. The small library evaluation index, which was previously developed and is currently in use, needs to be improved because of two major reasons: inefficient allocation of points along with evaluation items and detailed indicators that are different from the actual environment of small libraries; and the lack of value as basic data for preparing policies relevant to small libraries. Therefore, the present study proposed a small library operation evaluation index (draft) that includes not only a quantitative evaluation but also a qualitative evaluation that allows the evaluation of the basic purpose and value of small libraries by reflecting the demands of the small libraries that are being evaluated. The proposed small library operation evaluation index (draft) was made to be an evaluation for self-inspection that enables small libraries to autonomously conduct operation evaluation and gauge their level by diversifying the evaluation methods and the evaluation scale of detailed indicators.

마을기록물 관리를 위한 KORMARC-통합서지용 형식 적용에 관한 연구

최근 지역사회 공공도서관을 통해 수집되는 마을기록물은 정리하고 보존하여 주민이 활용할 수 있도록 하기 위해 별도의 시스템을 통해 관리하는 것 보다 도서관 자료의 범주에 포함 시켜 도서관자료관리시스템을 통해 통합 관리하는 것이 필요하다. 따라서 이 연구에서는 ISAD(G)과 DC등 마을기록물을 대상으로 하는 기술표준의 기술요소를 비교분석하여 공통되거나 유사한 기술요소는 통합하여 25개의 기술요소를 도출하였다. 도출된 25개 기술요소는 델파이 기법을 통하여 전문가를 대상으로 3차례에 걸쳐 실증적인 검증을 거쳐 최종 3개 기술영역과 21개 기술요소로 도출하였다. 도출된 기술요소는 KORMARC-통합서지용의 데이터필드와 매핑을 통해 필수, 권장, 선택으로 구분하고 도서관자료관리시스템에 적용할 수 있도록 하였다. The integrated management of community archives, which is conducted by incorporating them into the category of library data through the system of library materials management is more necessary for residents to use community archives by arranging and preserving them collected by public libraries, than management implemented through a separate system. This study therefore draw25 descriptive factors by comparatively analyzing descriptive factors of the descriptive standards for community archives such as ISAD(G) and DC, etc. and integrating common or similar ones. Such 25 drawn descriptive factors were empirically tested three times by professionals through the Delphi technique, and 3 descriptive sectors and 21 descriptive factors were finally drawn. The drawn descriptive factors were divided into mandatory, mandatory if applicable and optional through KORMARC-integrated format for bibliographic data and mapping and applied to the system of library materials management, by adjusting the descriptive factors for the systems.

공공도서관 이용자의 도서관불안에 관한 연구

이 연구에서는 공공도서관을 이용하는 다양한 이용자를 대상으로 공공도서관을 이용하면서 느끼는 도서관불안에 대해 측정하고자 한국형 도서관불안척도(K-LAS)를 활용하여 조사 및 분석하였다. 분석 결과 공공도서관을 이용하는 이용자의 연령, 성별, 학력, 이용 목적, 이용 횟수, 도서관 규모에 따라 도서관불안 차이를 나타내었다. 이에 도서관불안을 극복하고 이용 만족도 제고 및 이용 활성화를 위해 해소방안으로 도서관 이용 안내 및 이용교육 실시, 도서관 리모델링을 통한 환경 개선, 직원 확인을 위한 큰글자 명찰 패용 및 이용자 이해 교육, 사용자 경험에 따른 기기 및 장비 설명서 제공 등을 제언하였다. This study analytically examined library anxiety that various users felt when they use public libraries, by measuring it on K-LAS. The findings show that the library anxiety is varied depending on users' age, gender, academic careers, usage purposes, frequency of use and size of libraries. It suggested the guidance and education about the use of libraries, environmental improvement based on the remodeling of libraries, wearing of nameplates written in big characters for identifying librarians and the education for users' understanding and the provision of device and equipment manuals according the levels of users' experiences, as measures for overcoming the library anxiety, enhancing usage satisfaction and activating usage.
