한국,항공산업의 자발적 CO2 감축프로그램의 영향에 관한 연구

The impact of aviation on the global climate has been discussed by the ICAO and the UNFCCC is supplemented by the Kyoto Protocol, which requires participating Annex I parties to reduce their overall emissions of greenhouse gases to at least 5% below 1990 levels during the period of 2008-2012. This paper discusses the viability of applying a Voluntary CO2 offsets program to Korean passengers. The present study gathers data from surveys given to responsible personnel in the airline industry in South Korea as well as air passengers bound for Europe, the United States, Asia, the Middle East, Africa, and so on at research locations. The data will be analyzed by using a Regression Analysis of the SPSS 12 in order to explore the viability of a Voluntary CO2 offset program in Korea. As empirical research, the present study`s location is Incheon International Airport. The present study may contribute to the aviation industry in Korea becoming a signatory to the Post Kyoto Agreement.

유럽연합(EU)은 2012년부터 항공산업에 대해 탄소배출권 거래제도를 적용할 예정이다. 따라서 유럽공항에서 출발 및 도착하는 모든 국제선과 국내선 항공편에 대해 탄소세가 부과될 것이며 이는 한국도 예외는 아니다. 또한 유럽을 운항하는 경우 장거리에 해당되어 중단거리를 운항하는 항공기들에 비해 총 탄소배출량이 더 많으므로 비용부담이 커질 것으로 예상된다. 본 연구는 EU-ETS로 인한 탄소세가 항공요금에 반영된다면 항공여객들이 어느 정도 민감하게 반응할 것이며 이러한 점들이 궁극적으로 한국의 항공시장에 어떤 영향을 미칠 것인지를 파악해 보는데 목적이 있다. 이를 위해 인천국제공항에서 프랑크푸르트국제공항 노선을 이용하는 승객을 대상으로 직항노선과 중동지역 경유노선을 비교하여 EU-ETS 가격이 반영된 항공요금에 대한 반응을 Revealed Preference (RP)와 Stated Preference (SP) 설문자료와 Logit Model을 사용하여 분석하였다. 본 연구결과는 한국의 항공산업은 물론 2012년부터 부과될 EU-ETS에 대한 항공사들의 전략개발에 도움이 될 것이다.

EU-ETS 비용에 따른 항공사의 수익 구조 및 네트워크 운영의 변화에 관한 연구

기후 변화는 항공기의 배출가스비용, 소음비용 및 기타 다양한 환경 세금 등에 영향을 주게 되었으며 이는 항공사의 수익 구조 및 네트워크와 관련될 것으로 전망된다. 2012년부터 유럽 연합(EU) 내에서는 국제운송용 항공의 CO2 배출량과 관련하여 배출거래제도(ETS)를 적용하기 시작하였는데 우선적으로는 유럽연합(EU) 지역에 기반을 둔 사업자을 대상으로 배출거래제도의 적용에 대한 영향력을 살펴본 후 이를 모든 사업자에 적용하려는 계획을 수립하여 실행중이다. 그런데 CO2 배출량을 포함하여 환경비용은 직접 운영비용(DOC)의 일부이므로 항공사의 수익성에 직접적인 영향을 줄 수 있을 것이다. 본 연구는 이러한 측면에서 EU-ETS의 실제 영향을 확인하기 위해, 항공사의 자료를 이용하여 분석을 하였다. 그러나 연구결과 현재까지는 EU-ETS의 비용이 항공사의 네트워크와 항공사의 수익 구조에 영향을 미치지 않는 것으로 분석되었다. Airlines profit structure and network operation will be influenced by internalization of external costs such as emission charge, noise charge, and other various environmental taxes as air travel contributes to climate change. From 2012, CO2 emissions from commercial flights within the EU started being covered by EU Emission Trading Scheme (ETS). It went into effective for the carriers based in the EU region first and it enforced to all carriers as well. As environmental costs are part of Direct Operation Costs (DOC), it can give direct influence on profitability of airlines. This additional cost caused by environmental requirement will affect to networks and profit structures of airlines according to the changes in demand. To ascertain actual impacts of EU-ETS in Korean aviation, empirical data of airlines will be used and we will identify which network model is more optimal when EU-ETS is applied to exist airlines network. The study may contribute to the aviation industry in South Korea to become a signatory to the Post Kyoto Agreement as EU-ETS costs of airlines will be broadened.
