이 글에서는 「청년기본법」 제정 이후로 마련된 청년정책에 대한 평가를 바탕으로 새로운 청년정책 패러다임 설정에 필요한 원칙과 방향을 제시함으로써 중장기적 정책 발전 방향을 모색하고자 하였다. 청년 문제가 본격적으로 등장한 배경과 청년정책 형성 과정을 간략히 살펴보고, 현재의 청년정책 현황 검토를 바탕으로 정책의 이행 국면 대응성, 청년정책 고유성, 정책 영역 대응성 측면에서 현재 정책을 평가하였다. 그리고 이를 바탕으로 새로운 이행 경로를 전제로 한 이행기 지원, 정책 영역 재구성, 사회정책의 청년인지적 관점 견지, 격차 해소 원칙 강화와 정책 실효성 제고, 장기적 관점의 정책 설계 및 연계, 정책 표적화를 통한 집중 지원, 인구사회경제적 환경 변화에 대한 탄력적 대응 등의 원칙과 방향을 제시하였다. In this article, based on the evaluation of youth policies prepared after the enactment of the law, I tried to seek the direction of mid to long-term policy development by presenting the principles and directions necessary for setting a new youth policy paradigm. The background of the emergence of youth issues and the process of formation of youth policies were briefly reviewed, and current policies were evaluated in terms of responsiveness to the implementation phase of policies, uniqueness of youth policies, and responsiveness to policy areas based on a review of the current status of youth policies. In addition, support for the transition period based on a new transition path, reorganization of policy areas, adherence to the youth cognitive perspective of social policy, strengthening of the principle of bridging gaps and enhancement of policy effectiveness, long-term policy design and linkage, intensive support through policy targeting, population and society Principles and directions for responding flexibly to changes in the economic environment were presented.

연금개혁 대안으로서의 NDC 연금제도의 타당성에 관한 비판적 고찰

본 논문은 최근 공적연금의 개혁대안으로 전 세계적으로 주목받고 있는 명목확정기여(Notional Defned Contribution, NDC)제도를 평가하고 있다. 특히 연금정책 목표달성을위한 MDC제도의 장단점 분석 및 실제 MDC 제도를 도입할 경우 예상되는 시사점도출에 중점을 두고 있다. 소득비례 속성이 강하며 관대한 수준의 연금급여를 지급하는 비스마르크 유형의 사회보험식 공적연금제도, 이중에서도 특히 부과방식 확정급여형(PAYGO DB) 연금제도가 성숙단계에 도달하여 연금제도에 내재된 암묵적 부채가 상당한 수준에 달한 국가들의 경우 심각한 재정불안정 문제에 직면하고 있으나, 막대한 제도 전환비용으로 인해 정책선택의 폭이 매우 제한적이며 이 경우 MDC 제도가 효과적인 제도개혁 대안이 될 수 있음을 시사하고 있다. 그럼에도 불구하고 연금정책을 담당하는 정부와 정치인들이 연금개혁에 따른 정치적 반발을 최소화하기 위하여 NDC 제도로의 개혁을 흥내만 낼뿐 NDC 제도의 중요한 특성들을 연금개혁에서 배제할 경우 장기적으로 추가적인 연금개혁이 불가피하게 될 것이며, 이 경우 이미 개인 소유권이 부여된 상황에서 예상 연금액에 관한 약속을 지키지 못한 정부가 일반 국민들을 설득하기 어려울 것으로 예상되어 자칫 연금제도 자체를 파국으로 몰고 갈 수 있음을 지적하고 있다. 이같은 문제점에도 불구하고 NDC제도는 재정불안정을 려고 있는 비스마르크 유형공적연금제도의 향후 가장 유력한 개혁대안으로 자리 매김될 수 있을 것이다. 특히 심각한 재정불안정 상태에 직면하고 있는 우리나라의 공무원연금 등 특수직역연금의개혁에 있어 유력한 대안의 하나로 검토할 필요성을 제기하고 있다. This paper critically reviews Notional Defined Contribution system(NDC) which in recent years has been drawing attention worldwide as an alternative public pension reform. This paper focuses on analyzing the pros and cons of NDC and its implications. Countries that have Bismarckian public pension systems, which are highly earnings-related and generous in benefits, face serious financial imbalance, especially as their PAYG DB systems reach maturity. For those countries with very limited policy instruments in perspective of financial stability, NDC-type pension reform could be an effective alternative. But if the government and politicians who are responsible for pension policies carry out only a superficial reform just to minimize political resistance without fully implementing the key features of NDC, there will be a need for further reform over time. In this case, it will be difficult for the government to convince those with pension rights when it has failed to pay their expected pension benefits. This may put the pension system itself into jeopardy. Despite such difficulties, NDC pension system can be thought of as an alternative to the Bismarckian public pension which suffers from serious financial imbalance. This paper suggests that NDC pension system can be considered as a reform alternative to Korea's special occupational pension system including its financially-beleaguered civil servants pension system.
