본 연구는 급증하는 사회복지관과 다양한 복지정책의 증대로 변화가 요구되는 민간 위탁형 종합사회복지관의 서비스 질에 영향을 미치는 요인들이 무엇인지 실증적으로 분석하여 복지관 이용자들의 서비스 질 향상과 시사점을 제시하는 것이 목적이다. 본 연구에서는 민간위탁과정, 지방자치단체의 복지관 담당공무원의 복지가치관, 그리고 현장에서 복지관을 운영하는 복지관책임자의 복지가치관을 중심으로 연구하였다. 연구 가설을 검증하기 위하여 설문조사 및 다양한 통계기법을 활용하였으며, 이를 통해 일련의 요인들을 검증할 수 있었다. 분석결과 민간위탁과정에서는 적법성, 적정성, 합리성이 서비스 질에 긍정적인 영향을 미치는 것으로 나타났다. 반면에 형평성과 자율성의 변수는 통계학적으로 영향력이 없는 것으로 나타나고 있다. 담당 공무원 및 복지관책임자의 복지가치관에서는 복지책임주체와 복지정책욕구가 서비스 질에 직접적으로 영향을 미치는 것으로 나타나고 있다. 반면 업무 자부심과 복지제도인식은 통계학적으로는 유의미하지 않은 것으로 나타났다. 이러한 분석결과 사회복지서비스 시설의 서비스 질을 향상시키기 위해서는 민간위탁과정이 체계적이고 공정성이 있어야 하며, 시설의 담당공무원과 복지관 책임자의 복지에 대한 올바른 가치관의 인식이 필요한 것으로 나타났다. 본 연구는 민간위탁 사회복지시설 분야에 확대하여 활용할 수 있다는 실용적 측면에서 중요한 시사점을 갖고 있다. The main objective of this study is to analyze factors affecting the service quality of contracted-out social welfare service facilities. Independent variables for the study are the contracting-out process, the welfare values of public officials, and the welfare values of facility heads. The result showed that the legality, the propriety, and the rationality have positive effects on the service quality. On the other hand, the study found that the equity and the autonomy have no statistically significant effect on the service quality. In the case of welfare values, the study found that the principal agent responsible for welfare and the need for welfare policy of the public officials and the facility heads have positive effects on the service quality. However, the self-respect variable and the acknowledgement of welfare institution variable have no statistically significant effect on the service quality. In conclusion, the study suggests that the contracting-out process must be fair and systematic, and the public officials and facility heads need to have proper welfare values in order to enhance the service quality of the contracted-out social welfare service facilities.
