투명한 공직(公職)사회를 위한 시민 주도적 참여형 모바일 플랫폼 제안

본 연구는 투명한 공직사회 조성에 기여하기 위해 시민주도적 참여형 플랫폼 서비스를 제안한다. 이론적 고찰을 통해 먼저 공직사회에 대해 정의하고 집단지성의 출현에 따른 공직사회환경의 변화와 현존하는 국내 집단지성 플랫폼에 대해 분석하였다. 그 후 기존 플랫폼을 이용하는 일반 사용자들의 고충(Pain Point)을 파악하기 위해 심층 인터뷰를 진행하였고, 더 깊은 인사이트를 위해 공직사회와 직간접적으로 관련되어 있는 전문가를 대상으로 추가 인터뷰를 진행하여 어피니티 다이어그램(Affinity Diagram)과 이해관계자 모델링(Stakeholder Map), 사용자여정지도(User Journey Map)를 통해 이를 정리하였다. 이를 통해 각각의 접점 (Touch Point)마다 필요한 서비스가 무엇인지 파악하였다. 이렇게 파악된 문제점과 그에 따른 해결점을 핵심전략제안에서 각각 세 가지로 선정·제시하였는데, 이에 따라 본 연구는 새로운 모바일 앱 ‘코난’의 프로토타입을 디자인하고 후에 사용성 검증(Think Aloud)을 통해 사용자들의 의견을 듣는 과정을 거쳤다. 이를 토대로 본 연구는 시민들이 직접 공직사회에 대한 객관적 성과정보를 제보하고 이를 검증하는 모바일 기반의 새로운 형태의 공직사회전문 플랫폼 제안을 시도하였다는 의의를 갖는다. This study suggested a community leading participation platform service to make contributions in creating a transparent public office. Through a theoretical analysis, the public office was first defined and an analysis was conducted about the changes in the public office environment following the emergence of collective intelligence as well as the domestic collective intelligence platform. This was followed by in-depth interviews to identify the pain points of general users for the previous platform and an additional interview was executed with specialists who are directly and indirectly connected to the public office in order to gain deeper insight and it was arranged through affinity diagram, stakeholder map, and user journey map. Through this, a service that is needed for each touch point was identified. The problems that were identified and the solutions that followed were selected and suggested into three kinds in the key strategy suggestion. Accordingly, this study designed the prototype of the new mobile application, 'Conan' and conducted the process of taking in opinions of the users through usability verification, Think Aloud. Based on this, the significance of this study include how the community provided objective performance data about the public office and attempted to suggest a new mobile based public office specialized platform that verifies it.
