한국의 단기경기변동과 국민건강지표의 변화, 1983-2008

본 연구에서는 1983-2008년의 기간에 대하여 Hodrick-Prescott Filter법을 이용하여 장기추세를 조정한 일인당 실질 GDP, 실업률과 경제활동참가율의 단기적인 변동이 성별, 연령별, 사망원인별 사망률과 전염병 발병률 등 국민건강지표에 미친 영향을 분석한다. 경기하락에 따른 국민건강지표의 악화는 국가 단위 시계열과 시·도별 패널분석에서 모두 유의하게 관측되었으며, 특히 일인당 실질 GDP가 장기추세에서 1% 하락할 경우, 1세 미만 영아사망률과 80세 이상의 고령자 사망률은 각각 2.9%, 0.6% 증가하는 것으로 추정되었다. 이러한 영향은 경기변동 이후 2-3년에 걸쳐 나타나며 경기하락에 따른 소득불균동의 증가와도 밀접하게 관련이 있음을 밝히고 있다. 본 연구의 결과들은 경기후퇴 시 경제적 능력이 낮고, 보건 및 의료 환경의 악화에 취약한 계층에 대한 국가의 적극적인 지원의 필요성을 시사한다. This study estimates the impact of Korean economic fluctuation on its public health status such as gender-, age-, and cause-specific mortality rate and prevalence rate of infectious diseases over the period of 1983-28. Economic fluctuation is measured by Hodrick-Prescott Filter, using three, macroeconomic vatiab1 including real CDP` per capita, unemployment rate, and labor force participation rate. One of the main findings is that an 1 patent reduction of real CDI` per capita at previous year from its long-term trend led to the increase of mortality rate of infants and old groups aged 80 and over, respectively, by 2.9 percent and 0.6 patent at current year We also reveal that the impact lasted over several years after economic downturn and that it is highly related with the increase in income disparity. Those findings suggest that public programs are necessary to assist the groups which have lower socioeconomic status and poor health stock and so are vulnerable to economic fluctuation.
